SECTION 1 – STANDARD FORM (SF) 1449 Solicitation/Contract/Order for Commercial Items (cont.)
OVERVIEW
The U.S. Maritime Administration (MARAD) Office of Policy and Plans focuses on maritime transportation strategy, policy, data and statistics, economic analysis and stakeholder engagement. MARAD’s mission is to foster and promote the U.S. Merchant Marine and the American maritime industry to strengthen the maritime transportation system — including landside infrastructure, the shipbuilding and repair industry, and labor — to meet the economic and national security needs of our Nation. To meet its mission requirements, MARAD is required to have a thorough knowledge of U.S. and international trading merchant ships, including their characteristics, ownership, where and how they are built, and routes in which they trade.
The Office of Policy and Plans must be prepared to produce reports and statistics on these issues, sometimes on short notice, and therefore must have readily available detailed maritime transportation data. MARAD uses this information to identify and substantiate government and commercial fleet recapitalization strategies, ascertain available training platforms (i.e., ships and other vessels) for U.S. credentialed mariners, and identify the scope of U.S. Merchant Marine presence in international trade.
PERIOD OF PERFORMANCE
The contract shall cover a base period, from date of award through 12 consecutive months, and four (4) options that allow the Government to unilaterally extend the contract period for 12 months each.
Anticipated Contract Durations are as follows:
Base Period - September 2018 to September 2019 Option Year 1 - September 2019 to September 2020
Option Year 2 - September 2020 to September 2021 Option Year 3 - September 2021 to September 2022
Option Year 4 - September 2022 to September 2023
NOTE: If the Proposed due date is extended for any reason, then the performance period dates for the Base Period and Option years will be adjusted accordingly upon contract award.

This shall include, but not be limited to: last/next port of call; estimated time of arrival (ETA); course and speed. Also, the information shall also be searchable by any of the fields listed above or equivalent. All information displayed shall be validated, and if necessary corrected, by an authoritative source of vessel registry information before time of display. Unlimited data shall be available for download and manipulation, analysis, and comingling with data from other sources.
• Data files displaying AIS movements throughout the world hourly for all vessels equipped with such technology for the calendar year. Data will be available for download for all vessels specified by the user.

All three files shall be in Microsoft Access database format (.accdb or equivalent). This file should have the capability of being transferred over File Transfer Protocol (FTP) due to size limitations with electronic mail.
o Ideally, an end-user can take this large data file and extract information about a vessel’s specific trips over one calendar year utilizing Microsoft Access.
o This procurement will be on a firm-fixed price basis. All quotes should include option(s) for renewing the services provided in the first (base) year on an annual basis. Quotes should also reflect pricing options for the delivery frequency of the data (annually, semi-annually, monthly, etc.). 52.212-2 Evaluation--Commercial Items Addendum
The Government will make a responsibility determination by analyzing the acceptability of the offer to the solicitation technical requirements. In order to be acceptable and eligible for evaluation, proposals must be prepared in accordance with Instructions and must meet all the requirements set forth in the other sections of this solicitation.
a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to trade off non-price factors with price. Technical Qualifications/Experience is slightly more important than price.
The following factors shall be used to evaluate offers:
• Factor 1 - Technical Qualifications/Experience
The proposal must address the following details:
o The vessel tracking system and Automatic Identification System (AIS). Is the online service tied to the AIS, shipboard sensors, satellite positioning sensor, enabling almost real-time updates of a ship’s position?
o The hours spent in port/cargo handling time. Does the online service and data file provide the hours spent in port/cargo handling time for a specific vessel?
o E-mail alerts, Watchlists or equivalent. Does the online service provide e-mail alerts, watchlists or equivalent?
o Microsoft Access database file (.accdb format) compatibility and File Transfer Protocol (FTP) capabilities. Are the data files accessible through a Microsoft Access database file and downloadable through FTP?
o Movement information, Vessel data and Port data availability across data files. Do the data files fulfill all three (3) of these MARAD requirements in the sub-factor?
• Factor 2 – Price
The Government will evaluate the reasonableness of the total price in accordance with FAR Part
15.4. The Government will evaluate the offer for award purposes by adding the total price for all options (if applicable) to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s). The evaluation will be based on how well the cost proposal is assessed to be realistic, reasonable and complete. Costs proposed must reflect the efforts described in the technical proposal.
pg. 24
b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
