Statement of Work

This statement of work is for the purchase of a Dynamic Shear Rheometer (DSR) in accordance with AASHTO T315 , Determining the Rheological Properties of Asphalt Binder Using a Dynamic Shear Rheometer. The Dynamic Shear Rheometer determines the dynamic shear modulus and phase angle of asphalt binder when tested in dynamic (oscillatory) shear using parallel plate test geometry at Intermediate and High Temperatures. It is applicable to asphalt binders having dynamic shear modulus values in the range from 100Pa to 10MPa. This range in modulus is intended for determining the linear viscoelastic properties of asphalt binders as required for AASHTO M 320 and AASHTO M 332 specification testing.

Specification/Requirements

1. Dynamic Shear Rheometer Design

1. The DSR shall meet all requirements specified by AASHTO T315 and AASHTO T 350.

2. The DSR shall be capable of meeting all AASHTO M 320 intermediate and high temperature testing requirements, and meet all AASHTO M 332 testing requirements.

3. The DSR shall consist of a single, integrated instrument, housing the measuring mechanics, electronics, processors, and communications board).

4. The DSR must be capable of operating in both controlled shear rate (controlled strain) and controlled-stress mode.

5. Measuring geometries should connect with minimal effort and configured to set zero gap relatively fast.

6. The DSR shall include automatic zero gap, automatic trim gap, and automatic sample gap capabilities as well as automatic gap thermal compensation. Automatic zero gap shall be affected using either rotational position detection or normal force detection.

7. The DSR shall ensure all compliance of the device is account for within measurements.

8. The rheometer must be capable of automatically locking the measuring system (preventing rotation) during trimming, using an electronic mechanism that does not require user intervention. The rheometer should subsequently unlock the measuring system at sample position without user intervention.

9. Communication between the computer and DSR shall be possible through a LAN connection, ethernet port, USB or serial port.

10. The DSR shall be provided with temperature calibration capability. The DSR must have the ability to adjust according to calibration values.

11. The DSR should meet or exceed the following specifications:

12. Must operate on Electronically commutated motor.

13. Peltier must be air cooled.

2. DSR Environmental Chamber Design

1. The DSR must employ a thermal control system (Environmental Chamber) optimized for asphalt samples measured in parallel-plate configuration, consisting of a lower plate and upper hood or upper peltier operated using entirely thermal-electric (Peltier) control. The temperature control system should result holding temperature plus or minus 0.1 °C.

3. DSR Software Design

1. The DSR software shall provide step-by-step guided test routines specifically for AASHTO T315 and AASHTO M 332 specifications, including grading and verification for Original Binder, RTFO and PAV samples, as well as temperature calibration, and determination of the linear viscoelastic region (LVE). The test routines should automate the operation of the rheometer, and include instructions for conducting the test for minimally-trained operators.

2. The DSR software shall include a way to save test results.

3. The DSR must include software and firmware to perform amplitude, frequency, temperature, and time sweeps, flow curves, creep/recovery, stress relaxation, flow startup (step rate), superimposed oscillation-rotation, multiwave, structural recovery tests.

4. The DSR software must have the capability to run the Multiple Stress Creep Recovery test. The test routine should automate the operation of the rheometer, and include instructions for conducting the test for minimally-trained operators.

4: Service & Support

1. The DSR supplier must be capable of supporting the rheometer through phone, e-mail, and Microsoft Teams or Zoom sessions. The supplier must have the capability of controlling the software and the rheometer through the session, for rheometers configured for operation through ethernet connection.

2. The DSR supplier must offer a loaner program in which a loaner instrument is provided for any service problem not resolved in seven days.

3. The rheometer must be backed by a performance guarantee that permits return of the rheometer within 30 days of delivery with a full refund of purchase price, if any aspect of the measurement performance does not match results generated for demonstration purposes.

4. Training, installation, calibration and configuration included with this order meeting AASHTO T 315.

5. One year warranty that includes instructional support and manufacturer’s support from manufacturer for checking any equipment operation or software analysis.

All vendors submitting for this device must provide satisfactory documentation of manufacturer’s support.

AWARD MAY BE BASED ON OTHER THAN THE LOWEST COST AND WILL BE

BASED ON THE BEST VALUE TO THE GOVERNMENT. PRICE AND OTHER

FACTORS WILL BE CONSIDERED. AWARD SHALL BE BASED ON PROPOSED

METHODS AND TECHNIQUES TO PERFORM THE REQUIREMENTS OF THE

STATEMENT OF WORK, QUALIFICATIONS, AND EXPERIENCE.
