Amendment 0001 Solicitation 6933A222Q000023

Question: Is the site visit mandatory?

Answer: No. Prospective quoters are advised the site visit will be held solely to allow an opportunity to gain the best possible understanding of the working environment and specific work items to be addressed, in order that they may prepare an accurate and complete price quote.

Failure of a prospective quoter to submit any questions or to attend the site visit will be construed to mean that the quoter fully understands all requirements of the solicitation

Question: Based on our previous experience (we have completed two identical units in the recent past), it is not possible to cost the required replacement parts or identify lead times until the transformers are in our shop and we can pull all parts to measure and send specs to suppliers.

Attempts to source direct replacement of the listed parts from OEM was unsuccessful. Is it possible to include only service and labor in the base price, and have bidders provide their cost-plus markup rate for sourced parts? I.e.: All parts will be supplied at cost plus 10%, cost plus 15%, cost plus 20% with invoiced provided as backup to customer. We also cannot guarantee that parts will fall within the not to exceed rate of $30,000 for all four transformers, based on our experience on the cost of parts for just two transformers previously.

Answer: A resulting purchase order can be modified to address the firm completion timeframe once formalized. For quote submittal, the Government is requesting that the initial service of retrieving transformers from JRRF and transporting back to contractor facility to begin services start prior to 9/30/2022. A resulting purchase order will consist of two (2) line items, a firm fixed line item and a supplemental line item. For the firm fixed price line item, the Government is requesting a firm fixed price for service and labor of the known requirements specified in the statement of work. As stated in the solicitation, the known requirements are shown on the vendor price sheet attachment 2 as follows:

For item 6 of attachment 2, the quoter shall provide, if applicable, a fully burdened hourly labor rate to perform service deemed necessary resulting from the open and inspection of the transformers. For item 7 on attachment 2, the $30,000.00 is a NOT TO EXCEED amount provided by the Government to accommodate labor for service and repair parts required from the open and inspection of transformers. Any material or subcontract work required to address repairs resulting from inspection will be charged as a direct cost reimbursable expense against the supplemental line item and SHALL NOT EXCEED $30,000.00 without written authorization from the Contracting Officer.
