STATEMENT OF WORK
PURCHASE OF EQUIPMENT, AND INSTALLATION OF
SECURITY SYSTEM
1.0 Background
This Statement of Work (SOW) describes the equipment requested and installation requirements for the Security System to be installed at the James River Reserve Fleet (JRRF), 2606 Harrison Road, Joint Base Langley – Eustis, Fort Eustis, VA. 23604.
2.0 Scope
This effort is to provide a thermal imaging camera that continuously scans a perimeter of 360 degrees capable of detecting a human size target at 500 meters for the JRRF. This is a must have feature since some targets at the JRRF are so small, they cannot be detected on a conventional radar. The system shall have the capability to interface with the Maritime Administration network for viewing at remote locations.
3.0 Objective
The purchase and installation of the Thermal Imaging Radar Camera with Fluidmesh equipment to support the fleet perimeter monitoring.
4.0 Task & System Requirements
4.0.1 Task Requirement
4.0.1.1 Provide and install the Thermal Imaging Radar Camera and all associated equipment for installation at the JRRF.
4.0.2 System Requirements
4.0.2.1 Thermal Imaging Radar Camera as follows:
4.0.2.2 One each TR6225HU TR Hydra Ulta, 640x512 Sensor, 25mm lens and Ultra
IR PTZ
4.0.2.3 One each SBOX Hardened and cooled enclosure to include TRIA, relay module, PC network switch, LTE router
4.0.2.4 ARM-HD Mounting Arm
4.0.2.5 Provide and install the Fluidmesh radio antenna system with all associated material and labor for installation. One (1) device will be located on the Cape Nome and one (1) device will be located landside. The head end equipment will be installed in the office near the current security equipment. The equipment shall be as follows:
4.0.2.6 Two (2) FM3200B-HW 3200 Base, single MIMO radio device
4.0.2.7 Two (2) FM 3200-UN Enable Unlimited Ethernet throughout in FM 3200 devices.
4.0.2.8 Provide and install POE switches shipboard and landside in support of the Fluidmesh equipment.
4.0.2.9 Provide and install Exacq NVR with 12TB storage and 4 client viewing licenses.
Client viewing software shall be installed on the JRRF two (2) existing computers
4.0.2.10 Provide and install a 50” Monitor and mount
5.0 Government Furnished Facilities
5.0.1 While on-site to support the security system installation requirements, the contractor may use power, water and restroom facilities.
5.0.2 Electricity for the security system, which shall require continuous operations, will be provided by the JRRF.
5.0.3 JRRF will provide shelf for head end equipment.
5.0.4 JRRF will provide the contractor with a lift and lift operator.
6.0 Place of performance
Service shall take place at the Joint Base Langley-Eustis, Fort Eustis, VA.
7.0 Security Requirements – Base/Site Access
7.0.1 The main gate is located on Fort Eustis Blvd. and is operational 24/7. The base is open to DoD ID card holders, visitors, delivery trucks and pedestrians. Vehicle Entry Requirements: - Privately owned vehicles do not require on-base registration however, vehicle operators must: - Maintain a current state driver’s license - Maintain a current state registration - Maintain a current state safety inspection (if state required).
7.0.2 Requirements for Base Entry: - Personal Identification: IAW Department of the Air Force Installation Access Control Program (DAFIACP) and DTM 09-012, Interim Policy Guidance for DoD Physical Access Control, when personal identification is required by the current FPCON or special instructions, personnel age 16 and older, requesting access to the installation, must show a valid form of government (local, state or federal) issued photo identification. - Personnel will be required to remove their ID from wallets, ID card holders, etc. - All forms of ID used for entry must contain a valid expiration date, photo must appear to match the individual presenting it and show no signs of mutilation or alteration. - All personnel attempting to enter the installation, and who are 16 years of age and over, must show a form valid form of identification: this applies to all personnel, both military and civilian.
8.0 Period of Performance
The contractor shall specify the period of performance as a part of the quote. The period of performance shall include the delivery lead time for the parts and the installation service timeframe after receipt of parts.
10.0 Hours of Work.
The JRRF is operational Monday through Thursday from 0700 – 1730 and is closed on Friday as well as federal holidays. The federal holidays are as follows:

Martin Luther King’s Birthday - Jan President’s Day – Feb Memorial Day – May Independence Day – July Labor Day – September Columbus Day – Oct Veteran’s Day – Nov Thanksgiving Day – Nov Christmas Day – Dec And any other day designated by Federal Statute, Executive Order, and/or Presidential Proclamation.

13.0 Clean Up
The Contractor is required to clean-up daily and maintain a safe working area.
14.0 Training
The contractor shall provide training to the JRRF personnel on the newly installed system.
15.0 Warranty/Maintenance Service
The contractor shall provide a warranty on all work and equipment. The contractor’s quote shall provide the specifics of the warranty for the TIR system and the Fluidmesh equipment (i.e. basic warranty period, extended warranty options and warranty inclusions/exclusions). Contractor quote shall specify service process after expiration of warranty.
