STATEMENT OF WORK (SOW)
TS STATE OF MAINE
MAIN ENGINE AND TURBOCHARGER INSPECTIONS
BACKGROUND AND INTENT:
The Training Ship State of Maine requires an opening and inspection of various components of its Main Engine (MaK Model 6M601) in accordance with the requirements for maintaining a satisfactory Continuous Machinery Classification with the American Bureau of Shipping (ABS). It is the intent of this SOW, therefore, for the Contractor to provide an MaK factory trained Service Engineer, to supervise and direct this work. The Service Engineer shall have extensive training and experience specific to the MaK Model 6M601 engine. The ship’s crew shall assist as needed under the supervision and direction of the Service Engineer.
The Contractor shall submit certification/documentation relative to the Service Engineer’s training/experience along with their pricing. It shall be the governments prerogative to accept or reject the service Engineer proposed based on those certifications/documentation.
LOCATION:
This work shall be executed while the ship is alongside the dock in Castine, ME.
PERFORMANCE PERIOD:
This work shall be performed in two separate periods (visits) as follows:
A. The work described below in Item 0001 A shall begin approximately September 4, 2018 and continue 7 days a week, 12 hours per day, until completed.
B. The work described below in Item 0001 B shall begin on or about May 10, 2019 and continue for a period of approximately 5 days.
WORK DESCRIPTION:
ITEM 0001 – MaK Factory Trained Service Engineer Labor (Travel Hours & On-Site Hours):
The Contractor shall provide the services of an MaK factory trained service Engineer to travel to the TS State of Maine located in Castine, Maine to direct and oversee the following:
A. Open, Inspect, Overhaul, Re-assemble: The following engine components shall be opened, inspected, overhauled (if required) and re-assembled.
1. Cylinder #4 components to include head, intake and exhaust valves, liner, piston, crank pin, fuel pump and fuel injection valve.
2. Main Bearings #2 and 7.
3. Vibration dampener.
Any parts required in the performance of this work shall be OEM and provided by the ship. Additionally, crank web deflections shall be gathered and recorded.
Following completion of this work, the engine shall be operated at minimal load (zero thrust on the controllable pitch propeller while alongside the dock) and monitored closely to determine the integrity of the work performed.
B. Sea Trial: The ship will depart for its annual training cruise on or about May 10, 2019. The Service Engineer shall travel to the ship in Castine, ME the day before departure and shall ride the ship to its first port of call (which is typically an East Coast, U.S. port such as New York). The Service Engineer shall monitor and evaluate the engines condition and performance during this sea trial. For estimating purposes, the Contractor shall figure on this sea trial taking approximately 5 days (which includes travel to and from the ship). Additionally, the Service Engineer shall take cylinder pressure readings on all main engine cylinders using the ship’s engine analyzer. The Service Engineer shall disembark the ship at its first port of call (expected to be New York) and travel home.
Following completion of the work in this Item, the Service Engineer’s labor costs (both travel and on-site hours) shall be invoiced based on the actual hours expended supported by daily time sheets signed by the ship’s Chief Engineer or one of his engineering officers.
The Contractor shall provide an estimate for the total cost of this ITEM in the attached pricing sheet in addition to providing their published service rates for an MaK trained “Service Engineer”.
It shall be the responsibility of the Contractor to monitor these labor costs as the work progresses and to notify the Port Engineer, Matthew O’Donnell via email at matthew.odonnel@dot.gov not less than 24 hours before the quoted estimated cost is reached.
ITEM 0002 – MaK Trained Service Engineer Travel:
The Contractor shall be reimbursed for the costs of the Service Engineer’s lodging and per diem expenses up to the maximum amount permitted as published in the Federal Travel Regulation rates for Hancock County, ME. These rates can be found at: https://www.gsa.gov/travel/plan-book/per-diem-rates/per-diem-rates-lookup. NOTE: The amount for lodging and taxes shall not exceed the per diem amount for Hancock County, ME.
Air fare, car rental and gasoline costs shall be reimbursed at cost. Air fare, car rental and gasoline costs shall be verified by copies of receipts submitted with the Contractor’s invoice.
The Contractor shall provide an estimate for the total cost of this ITEM in the attached pricing sheet.
It shall be the responsibility of the Contractor to monitor these travel costs as the work progresses and to notify the Port Engineer, Matthew O’Donnell via email at matthew.odonnell@dot.gov not less than 24 hours before the estimated quoted cost is reached.
ITEM 0003 – Supplemental Funding Supplemental funding is provided in the amount of to be provided by MARAD to cover any emergent requirements beyond that estimated in ITEMs 0001 and 0002 above. These emergent requirements include additional Service Engineer labor and/or travel costs beyond the original estimates as well as any required Sub-Contractor Labor and/or additional parts or materials provided by the Contractor.
All emergent requirements shall be identified by a “Request for Pricing” issued by the COR (Contracting Officer’s Representative) or by a “Condition Found Report” issued by the Contractor. In either case, if a fair and equitable price can be agreed upon by both parties to perform/provide the additional requirement, the COR and/or Contracting Officer (CO) may issue a Delivery Order authorizing use of these supplemental funds to perform/provide the requirement.
The total amount of supplemental funding shall be at the discretion of the COR and/or CO and may be increased or decreased from the $10,000.00 stated by way of a modification to the contract.
DELIVERABLES: A thorough description of all conditions found, to include photos, diametral and clearance measurements and of all actions taken, shall be provided to the Contracting Officer’s Representative (COR) following the completion of all work.
