1 Social - how often would the "live" posts be needed?

Very Infrequently will be ‘live’ posts be needed.

2 For video purposes, does closed captioning suffice for 508 compliance or are there extended requirements?

Vendor must meet the Web Content

Accessibility Guidelines (WCAG), currently defined by Web

Accessibility Initiative (WAI) of the

World Wide Web Consortium

(W3C), which is the main international standards organization for the Internet. WCAG 2.1 became a

W3C Recommendation in June

2018. The vendor must also attach an attestation document verifying 508 compliance of all digital products.

508 compliance includes the following:

• Providing transcriptions to make speech content accessible to individuals who are deaf or hard of hearing, as well as those who may benefit from reading along or referring to the text.

• Providing standard or extended audio descriptions that bring visual elements to life during natural pauses, describe people, locations, actions, graphics, and on-screen text.

• Providing audio captions to make videos accessible to individuals who are deaf or hard of hearing, allowing them to fully experience the content.

3 Regarding 4.3 “...required to provide services to film events, create short videos, and engage in video editing of a variety of content (that may at times be collected by

GLS or other agencies…”

a. Please confirm these are shoots and video projects in addition to the 20 Port videos

b. Please provide more details. For instance:

i. Scope and frequency of these events

ii. Lead time in scheduling them

iii. What type of “short videos”?

iv. Can you discuss the types of editing projects and with what footage

(self-shot or provided). With these projects, what is the scope of the graphic needs?

v. The turn around and delivery times that will be expected.

Yes, these are in addition to the 20

Port videos.

Anticipate the port videos to be 7-8 minutes maximum.

There are (12+) trade events throughout the year, one more notably is the Grand Opening of the

GLS’ Visitor Center in 2024.

Vendor will receive at least 30 days for scheduling purposes.

Vessels transit the locks daily and capturing a specific ship will require planning and coordination with the

GLS’s Lock Operations team.

Scheduling is often dependent on variables that are outside of our control e.g., the vessel schedule that is ready mere days in advance to capture video of a specific ship that will be transiting Eisenhower Lock.

Footage of cruise ships and other vessels transiting the US locks, Visitor Center Grand Opening, GLS-branding videos, videos for advertisements, and videos for trade events are anticipated under this contract.

Videos will be self-shot and not provided.

There is an expectation that motion graphics will be included in most video productions.

Offerors have the flexibility to propose their own solutions based on their expertise and their understanding of the requirements.

4 Is there a schedule or order for production of port visit videos?

The determination of technical approach is at the discretion of each offeror. Offerors have the flexibility to propose their own solutions based on their expertise and their understanding of the requirements

5 Regarding 1.0 - When you reference

“augmenting” your current PR work, could you provide an overview on what is currently being done and what your resource model looks like?

We currently have 2 full-time staff members at the GLS dedicated exclusively to public relations work.

Trade development work, a separate division of the GLS, includes 4 full-time staff members.

6 Can you discuss the total number of Public

Relations pieces/iterations that you anticipate requiring?

As a federal government agency with both an operational mandate and a trade development mission, the GLS partakes in multiple events and stakeholder engagements per month.

There are (12+) trade events throughout the year.

7 Regarding surge support, should it be assumed this would support not only time-sensitive/dynamic needs, but also crisis management for topics such as seaway closures, ballast water, groundings, etc.?

No. Not intended for crisis management.
