Procurement Summary and Approach

6913G619R200032 is a competitive solicitation for Support for Communications and Operations Research and Analysis (ORA) Services

(SCOAR).

8(a) small business set-aside Eligible 8(a) small business firms must qualify under the small business size standard of $15M under NAICS code 541990

One Indefinite Delivery/Indefinite Quantity (ID/IQ) master contract award anticipated for CLIN 0100.

One Indefinite Delivery/Indefinite Quantity (ID/IQ) master contract award anticipated for CLIN 0200.

Master contracts will provide for the issuance of Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF) completion-type and CPFF term-type task orders.

The Volpe Center intends to award the master contracts for CLIN 0100 and CLIN 0200 on or about August 1 along with the first task orders for CLIN 0100 and CLIN 0200 transition.

Sections B, C, E, F, G, and H of the solicitation includes:

Cost and Business Proposal Requirements

The Government intends to award the master contracts and Transition Task Order’s based on initial offers without discussions as provided in FAR 52.215-1(f)(4).

All information related to cost or pricing must be included in Volume I of the proposal. Under no circumstances shall cost or pricing data be included in the Technical Proposal (Volume II or III).

The Offeror is advised that inclusion of cost and pricing data in the Technical Proposal may result in the elimination of its offer.

Cost and Business Proposal Requirements

Offerors are required to demonstrate consistency between the labor costs shown in the Cost and Business Proposal and the salaries of the persons whose resumes are submitted in the Technical Proposal.

All aspects of the Technical Proposal that impact cost, whether the cost treatment is direct or indirect, shall be identified in the Cost and Business Proposal.

A prime contractor is not eligible to receive a master contract award or a task order of any type under this solicitation unless its accounting system has been reviewed by a Government audit agency and determined to be adequate for determining costs under a cost reimbursement contract.

Section M - Evaluation Factors for Award

Basis for Award

The Government intends to award one master contract for CLIN 0100 and one master contract for CLIN 0200.

The Government intends to award Task Order 1, Transition for CLIN 0100 and Transition for CLIN 0200

Award will be made to the responsive and responsible Offeror whose offer will provide the best value to the Government based on the Cost and Business Proposal and the Technical Proposal.

Order of Importance

The technical evaluation factors, when combined, are significantly more important than cost in the selection of the contractor for award.

Each Technical Proposal will be assessed based on the evaluation criteria in Section M.

Offerors are cautioned not to minimize the importance of the Cost Proposal. When the Technical Proposals are evaluated as essentially equal, evaluated cost may become the determining factor in making an award.

Cost Proposal Evaluation Criteria

Proposed costs and fixed fee will be evaluated to establish that they are fair and reasonable and that they demonstrate cost realism.

Cost Proposal Evaluation Criteria The following will also be evaluated:

Consistency between the Cost and the Technical Proposals.

Proposed fee may be evaluated using weighted guidelines techniques as described in the TAR. A proposal that includes fee in excess of the statutory limits will be eliminated from consideration.

Each Cost Proposal will be assessed as to the level of risk it represents in terms of its probable accomplishment of schedule, cost, and performance objectives.

Uncompensated Overtime (evaluated in accordance with FAR 52.237-10).

Compensation for Professional Employees (evaluated in accordance with FAR 52.222-46).

Acceptability of the Cost Control Plan.

Important Dates

Any questions, clarification requests, or other inquiries pertaining to the solicitation must be submitted no later than May 1, 2019 at 11:59 pm EDT.

Proposals are due no later than 2:00 p.m. EDT on May 21, 2019.

Oral presentations are estimated to take place during the week of July June 3, 2019.

The master contracts and Task Order 1 are projected to be awarded on or about August 1, 2019.

Please read Sections C, L, and M more than once.

Please adhere to the page limits and proposal format requirements described in Section L, paragraph L.3.

It is important that each Offeror be fully responsive in providing its best offer initially since there may be no opportunity to revise the proposal at a later date.
