A Statement of Work (SOW) will be included in the solicitation. Please see the solicitation number: 36C26019P0673 for requirements and additional details. The solicitation is expected to result in the award of a single contract. The Government is anticipating a Firm Fixed Price contract that includes a period of performance of 10 days. The applicable NAICS code is 811310, commercial and industrial machinery and equipment repair and maintenance, and the small business size standard is $7.5 Million. The point of Contact is Craig L. Brown – craig.brown7@va.gov – 360.816.2784. A request for quotation is expected to be published on or around April 15, 2019.
PERFORMANCE WORK STATEMENT FOR BRAUN LAUNDRY WASHERS REPAIRS
1. SCOPE
1.1. Title: G. A. BRAUN INC. shall provide services to repair leaking end plates s and repair stainless steel liners on three (3) Braun Top Side Loading Washer/extractor machines in accordance with G. A BRAUN Technical manual.
1.1.1. Braun shall provide all equipment, tools, riggers, hoisting equipment, electricians, plumbers and any other trade, materials/parts, consumables, PPE, and other items/services necessary to perform the entire work as specified.

MATERIALS/PRODUCTS
Materials furnished shall be of Original Equipment Manufacturer (OEM) no substitute parts and or materials shall be allowed. All components of an assembled unit need not be products of the OEM. Moving parts of any element of equipment of the unit normally requiring lubrication shall have means provided for such lubrication and shall be lubricated at factory prior to delivery. Factory wiring shall be identified on the equipment being furnished and on all wiring diagrams.
REQUIREMENTS
3.1 Repair Plan/Schedule submittal. BRAUN shall submit a copy of the repair plan and schedule to both the KO and COR two weeks before work commences.
3.1.1 Braun Technical Representatives shall disassembly, remove endplates on all three washers and repair stainless steel liners. Renew all defective parts and reassemble the washers in accordance with reference 1.0.
3.1.2 Protective measures. Braun Technical Representatives shall furnish and install all protective coverings to seal off and protect all non-affected equipment, and spaces near the work area against contamination during the performance of work. Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness.
3.1.3 Interferences. Braun is responsible of removal and restoration of all interferences to existing conditions.
3.1.4 All pipes and ductwork shall be insulated and restored to existing conditions. All conduits, air pipes and vents shall be in accordance with list below. All insulation shall be wrapped with PVC plastic as indicated below. PVC covering shall be a minimum .020 thickness.
3.1.5 QC/ QA Program.
3.1.6 General. Braun shall be aware that QC/QA is the sole responsibility of the Contractor;
consequently, the Contractor shall implement a QC/QA Program, to ensure that Contractor work meets the requirements of the specifications, without undue delay and re-work. Be aware that:
3.17 The COR may delegate inspection responsibilities to other VA employees, to monitor the progress and quality of work done by the Contractor.
3.1.8 If, during the performance of work the Coast Guard Inspectors witness work that fails to meet the specifications, work that is otherwise unsatisfactory, or conditions which may lead to an unsatisfactory end-product, the inspectors will alert the COR, who will then advise the Contractor informally of the deficiency. If the deficient work is not corrected within a reasonable period (as approved by the KO), the KO will officially alert the Contractor via a Contract Deficiency Report.
3.1.9 Personnel safety and property protection - general. The Contractor shall comply with all OSHA safety and health regulations for ship repairing, and any other applicable Federal, state, and local laws, codes, ordinances, and regulations, for the protection of both personnel and property. Be aware of the following safety practices, which are often overlooked:
Work isolation shall include the hazardous energy controls (lock-out/tags-plus) of 29 CFR
1915.89. The Contractor serves as the host employer, providing the services of a lockout/ tags-plus coordinator along with all logs, locks, and other materials necessary to comply.
Anti-backflash control valves are required on all welding rigs (NFPA 51).
Suitable scaffolding and/or lifelines are required when working above five feet (29 CFR 1910 and 1915).
Gear and equipment for rigging and lifting shall be in good working condition and operated according to regulations set forth in 29 CFR 1915.111-116 and 29 CFR 1910.184. Proper safety precautions shall be practiced in the use of tag lines, moussing of hooks, and moving loads. In addition to the above requirements, all cranes used for work on the vessel or for handling GFP shall have a current weight handling certification, in accordance with Federal, state, and local regulations. Weight handling certification shall be submitted to the KO at the Arrival Conference.
PERIOD OF PERFORMANCE: Because of the operational Laundry Tempo the repairs shall be scheduled between April and June 2019. This will provide time for the VAMC Spokane to make arrangements for temporary third-party laundry services for continued Laundry service operations. The Contractor shall provide three option performance periods that fall within the specified months above, the VA will select the best option performance period.
Performance period for this contract will be no more than nine (09) days from the date of notice to proceed is given. No provisions for extensions of this contract are authorized.
Contractor to start repairs on Friday after 3:00 pm pacific time and complete repairs no later than Monday at 6:00am, total of nine days to affect complete equipment repairs, tested, and demonstrated operational test of all three washers. In the presence of the COR, the Equipment will be fully tested and operational by this time, no exceptions.
Repairs shall be continuous, without interruption, until all installation and testing work has been completed. Compliance with this requirement shall be manifest by the continuous presence of the engineers or technicians on the job site during the daily working period. The contractor must provide the physical movement of the equipment.
GENERAL INFORMATION:
HOURS OF OPERATION: Contractor is authorized to work extended work hours to ensure the 9-day timeline schedule is met. Normal hours of operations are 5:00am-5:00pm. Concessions are made for religious holidays, at the discretion of the US, when it does not interfere with operations. Laundry will be completely shut down during this 9-day period.
Removing objects from refuse for personal use is unauthorized. Contractor Personnel may request items through unit designee. Violations are grounds for termination.
At no time, without authorization, will a Contractor Personnel purchase any items from the local economy for any US Personnel.
STANDARDS OF CONDUCT: Contractor Personnel must adhere to standards of conduct.
SECURITY REQUIREMENTS: Contractor shall adhere to current installation security policies.
PHYSICAL SECURITY: The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, property, and materials shall be secured.
GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES: The US Government will not provide any equipment to the contractor for the execution of this contract. Should an emergency arise, only the necessary basic lifesaving and life support measures will be provided during the emergency.
WARRANTY:
A one-year warranty after acceptance will include all parts, labor, preventative maintenance and adjustments necessary for operation of the equipment at a level meeting all requirements of the specification.
