About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition using Simplified Acquisition Procedures (SAP) under FAR 13.106-1(b).
The Coast Guard seeks to purchase twenty (20) Flight Information Processors (NSN 6610-12-405-3698, Part # X00E50214731/S0001) for use as Circuit Card Assemblies on the Control Console of the Engine Room Local Operation Panel for 154' WPC Coast Guard vessels. The estimated total contract value is $45,000.00. The justification relies on a brand name exception, citing that Rolls Royce is the Original Equipment Manufacturer and the reproduction manufacturing drawings, specifications, and technical data are proprietary and not available for purchase. The Coast Guard identified three qualified contractors capable of guaranteeing interchangeability, compatibility, function, and size requirements: Central Power Systems & Services (Liberty, MO), Stewart & Stevenson FDDA LLC (Fort Lauderdale, FL), and Pacific Power Group, LLC (Kent, WA). Non-OEM vendors are required to provide documentation certifying that parts meet OEM specifications and standards applicable to the 154' WPC Patrol Boats. The Technical and Requirements Point of Contact signed the document on August 26, 2025, and the Contracting Officer signature and fair and reasonable price determination method were not completed at the time the document was finalized on July 8, 2026.
