1. Contracting Activity: Department of Veterans Affairs, VISN 06, Hampton VA Medical Center, 100
Emancipation Drive, Hampton, VA 23667 Purchase Request No. 652-18-3-165-0331.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The
Richmond VAMC is in need of a brand name Sirona Dental Inc. ORTHOPHOS SL I 2D and 3D
Combination System. The ORTHOPHOS SL I 2D and 3D Combination System will aid the
Richmond VAMC in performing their digital radiography imaging needs. The estimated amount is;
$93,621.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The items in need for this procurement are proprietary to Sirona
Dental Inc. and is the only equipment compatible with Richmond’s current digital radiography platform. The new system will replace Richmond’s current Sirona panorex unit and will allow the
Richmond VAMC to use their same imaging software to capture both panorex and cone beam CT images, eliminating the need to run two different types of imaging systems. Running two different types of imaging systems would require additional computers and construction of a larger space within the clinic to hold the imaging equipment. Lastly, it is a VA requirement that all diagnostic imaging studies be transferred to VISTA Imaging for archiving. For this reason, only CBCT units/software that are VISTA-Supported can be considered for integration into VA network systems. The Sirona ORTHOPHOS SL I 2D and 3D Combination System is a VISTA Imaging
Supported CBCT Device and it is a unit that is being utilized in a large number of dental clinics across the VA.
4. Description of market research conducted and results or statement why it was not conducted:
Market research efforts included contacting the manufacturer for confirmation of proprietorship as well as a list of authorized resellers/distributors. The manufacturer identified Veterans Healthcare
Supply Solutions Inc. (SDVOSB; DUNS: 964899483) as an authorized reseller/distributor. Assuming prices can be determined fair and reasonable, the contracting officer will pursue a single source award to VHSS Inc. IAW VAAR 813.106-70(b).
5. Contracting Officer's Certification: Purchase is approved in accordance with VAAR 813.106-
70(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
