Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 06, Hampton VA Medical
Center, 100 Emancipation Drive, Hampton VA 23667.
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount:
This is a brand-name (Boston Scientific Corporation, Large Business, DUNS: 021717889) request to supply the Richmond VAMC with a SpyGlass DS-Digital Controller & AutoLith
Touch EHL Generator. The SpyGlass System is a digital-imaging system designed to optimize procedural efficiency and productivity with improved setup, ease of use and image quality in regard to cholangiopancreatoscopy. The SpyGlass DS System delivers enhanced visualization and image quality through a digital sensor with 4x resolution and 60% wider field of view, LED illumination, and dedicated aspiration and irrigation channels to clear the field – all integrated into the 10.5Fr SpyScope™ Catheter tip. The SpyGlass DS System is the first minimally invasive, single operator, single-use digital cholangioscope on the market.
The estimated amount is; $127,350.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The SpyGlass DS-Digital Controller & AutoLith Touch EHL Generator are proprietary to
Boston Scientific Corporation (Large Business; DUNS 069373090) and will upgrade
Richmond’s already existing SpyGlass platform. The Richmond VAMC currently has an older, non-digital version of the SpyGlass technology that this acquisition will replace/upgrade. Richmond’s current iteration of the technology is not suitable for their current transplant population because of poor visualization and need to fill the bile duct with a large amount of water to visualize the duct, which increases infection risk. Upgrading to the
SpyGlass DS-Digital Controller & AutoLith Touch EHL Generator will allow the Richmond
VAMC to maintain continuity of services and increase patient safety.
4. Description of market research conducted and results or statement why it was not conducted:
The Contracting Officer contacted Boston Scientific Corporation to see if the company had any SDVOSB and/or VOSB distributors. The CO was informed that Boston Scientific did not have any resellers/distributors for the items in need. Due to the items being proprietary to
Boston Scientific and no other companies in the U.S. manufacturing single operator digital cholangioscopy systems, no further research was conducted. Therefore, the Contracting https://www.acquisition.gov/?q=/browse/far/13
