PERFORMANCE WORK STATEMENT

Falcon Dam Power Plant

Install New Main Lighting Panels & Automatic Transfer Switches

PR# 63095201018

OVERVIEW

The work that is required at the U.S. International Boundary and Water Commission (USIBWC) Falcon Dam

Power Plant is to provide and upgrade current 120/208 Volts Wye connected main lighting panel. The work shall include but not limited to removal and upgrade of 120/208 Volts Wye connected Main Lighting

Panel with protection breakers located on the high voltage gallery area. The Contractor shall review the distribution, conduit, and lighting prints and schematics of the actual location of the main lighting panel and develop a plan for removal of current system and install two electrical panels along with two automatic transfer switches. The Contractor shall provide the dimensions and specifications of the new electrical panels along with automatic transfer switches for review and final approval prior to submitting the firm fixed price of the project. The Contractor shall provide, and coordinate a procedure to avoid disturbing Falcon Power Plant daily operations while performing electrical clearance at the facility.

The Contractor shall test the new equipment, provide training to power plant personnel, and provide drawings and schematics for new system with detail specification for the IBWC records.

BACKGROUND

The Falcon Dam Power Plant is located in the City of Falcon Heights, Texas and its part of the Falcon Dam

Reservoir. To access the facility, any vendor must cross through the United States Port of Entry and must comply with furnishing proof of residence and/or a United States (US) passport to US Customs and Border

Protection officials.

The existing 120/208 Volts Main Lighting Panel must be replaced. This equipment has been in service for more than 60 years and there has been instances where breakers needed to be replaced and no parts were available. The current system is obsolete, and the poor conditions of the electrical panel is affecting

Falcon Power Plant daily operations. Not upgrading the existing system is detrimental to the Facility since fourteen electrical lighting sub‐panels are connected to the main panel, and will affect the illumination and operation at the Facility.

The Contractor shall supply and install the following:

Two (2) 3‐Phase 120/208V 200 Amps Rated Electrical Panels with 400 Amp Main Breakers

Two (2) 3‐Phase 600V 400 Amps Rated Automatic Transfer Switches with a total of 20 Single Phase Breakers rated 70 Amps 600 Volts capacity.

The new main electrical panels and automatic transfer switches will be mounted on an H‐Frame built by the Contractor on Generator Floor switchgear gallery. The automatic transfer switches shall be programmable and capable to transfer load automatically to the other electrical panel in the event of unexpected electrical outage. The lighting panels has four (4) embedded conduits with electrical wire used to feed four (4) subpanels already identified around the power plant that will be eliminated and abandon in place. The Contractor shall run four (4) new feeders according to NEC 2014 standards to the respective subpanels identified to replace the four (4) embedded circuits eliminated and abandon in place.

PRINCIPLE FEATURES OF WORK

1) The Contractor shall provide detailed cost breakdown to include all equipment, supplies, and service.

2) The Contractor shall provide all labor, personal protective equipment (PPE), supplies, and tools required for the installation of new electrical panels and automatic transfer switches.

3) The Contractor shall comply with all Agency Safety Guidelines, 2014 National Electric Codes (NEC), 2013 NETA Standards, OSHA, National Electrical Safety Code (NESC), IEEE, NFPA70e, and other electrical guidelines, standards, and codes associated with this project.

4) All pre‐engineering design for electrical panels and automatic transfer switches are to be approved by the government and Falcon Power Plant Management before installation. A complete set of submittal shall be provided with as‐built drawings.

5) The new automatic transfer switch shall be 400 Amps rated, 600 Volts capacity, programmable, and meet all updated NEC 2014 and NESC standards.

6) The new electrical panels shall be 400 Amps rated, 600 Volts capacity, indoor type (NEMA Type

1), 400 Amps main breakers, and will include a total of 20 (70 Amp) single pole breakers.

7) The Contractor shall conduct an ARC Flash Study, provide an analysis for the breakers, and label new equipment with its rated ARC Flash capacity.

8) All electrical cables are required to be run in rigid metal conduit from the new h‐frame structure with electrical panels and automatic transfer switches to current power transformers on each side of new system. Voltage drop at source will be less than or equal to 3%, and less than or equal to

5% at the load in accordance with NEC2014.

9) The Contractor shall use the facility cable trays to run new electrical feeders for different sub‐ panels, otherwise, the Contractor shall complete the cable installation with metallic conduit when cable tray is not available.

10) The Contractor shall be required to identify the presence and contamination of asbestos of old electrical cables, connectors, and any related or unrelated items. If contamination is detected, the Contractor shall be responsible for properly disposing all contaminated materials as per

Federal, State, and Municipal regulations.

11) Contractor shall develop, provide, and coordinate a procedure to avoid disturbing Falcon Power

Plant daily operations while performing electrical clearance at the facility.

12) The Contractor shall provide training and written troubleshooting guidelines for all equipment installed (1‐ PDF electronic format and 3‐ hard copies).

13) The Contractor shall be responsible for providing the equipment, tools, and personnel to haul away trash, electrical panels and all associated materials daily, or as agreed upon by Falcon Power

Plant Management. Hauled materials will be disposed at the nearest local landfill or a hazardous material facility as Federal, State, or Municipal regulations. The Contractor will be responsible for any fees and required permits related to the disposal of hauled trash, material, and equipment.

The Contractor shall leave all existing breakers at the facility.

14) The Contractor shall cover the abandoned conduits and existing current lighting panel system with electrical insulated fiber glass covers.

15) Once the new electrical panels and automatic transfer switches are completely installed, all breakers shall be labeled with all required standard compliance and location of feeder.

16) The Contractor shall use old electrical panel as junction box to transfer old feeders to new electrical panels as needed.

17) Contractor will label phases with correct color codes for 120/208 V Wye connected (A‐Phase, Black, B‐Phase‐Red, C‐Phase‐Blue, and Neutral‐White) from transformer, secondary to the main breakers of the panel.

18) Contractor will ground new equipment in accordance with NEC 2014 and NESC.

CORRESPONDENCE

All correspondence in connection with this contact shall be transmitted in duplicate one to the Technical

Point of Contact and one to the Contracting Officer’s Representative (COR). The COR shall be named after contract award.

SPECIFIC DELIVERABLE AND SCHEDULE

1) The submittals for the equipment required to replace the Main Lighting Panel shall be delivered to USIBWC Falcon Dam Power Plant Electrical Engineer for inspection purposes within 90 calendar days after the contract is awarded.

2) The Government (USIBWC Falcon Dam Power Plant Electrical Engineer) will review all submittals within 5 calendar days of receiving documents for review and approval.

3) The Contractor shall submit all Licenses and Certifications for electrical work required for this type of project, a Quality Control Plan, and Installation Plan Procedure prior to begin the installation.

4) The equipment shall be delivered within 20 calendar days after review and approval from the government.

5) The installation shall be performed and completed during a period of 30 calendar days, after the equipment is reviewed and approved by the Government (USIBWC Falcon Dam Power Plant

Electrical Engineer) and without affecting Power Plant daily operations.

6) The equipment shall be tested by the Contractor and witnessed by USIBWC Power Plant Electrical

Engineer.

7) After the installation is completed, the Government (USIBWC Falcon Dam Power Plant Electrical

Engineer and others) will perform a final inspection within 5 calendar days of work completion.

8) All work shall be completed within 150 calendar days of award.

OFFEROR’S ARE HIGHLY ENCOURAGED TO ATTEND A SITE VISIT PRIOR TO SUBMISSION OF AN

PRICING

The Contractor shall replace the 120/208 Volts main Lighting Panel in accordance with this Performance

Work Statement at a Firm Fixed Price (FFP).

PAYMENT AND INVOICES

All invoices shall be sent to the USIBWC Finance & Accounting Division (FAD) on a monthly basis by email to invoices@ibwc.gov. A copy shall be furnished to the Contract Administrator and the COR.

Payment shall be made in accordance with contract clause 52.212‐4.

SALARIES AND BENEFITS

The Contractor and all Subcontractors shall comply with all Department of Labor requirements and labor wage determinations.

INSPECTION AND ACCEPTANCE

Inspection and Acceptance will occur at USIBWC Falcon Dam Power Plant. The technical point of contact will require five (5) days to inspect the installation. The Final inspection and acceptance shall occur after completion of all work by the Contractor. Both the technical point of contact and Contractor are require to perform a joint final inspection and quality assurance.

The technical point of contact for this work is Edi Delgado (USIBWC Falcon Dam Power Plant Electrical Engineer) at 956‐848‐5265 or edi.delgado@ibwc.gov The Technical POC may coordinate site visits, meetings, delivery, and pick up of items or equipment at the work site.

The COR shall be contacted for other information related to this Contract. Prior to and during the progress of work, the Contractor shall confer with the COR (and copy the assigned Contract Administrator in the USIBWC, Acquisition Division on any related correspondence) on problems that may significantly affect the delivery schedule or performance of work, in an effort to assure the satisfactory completion of work.
