Scope of Work Interview Management and Recording Contract for Ft Campbell CID Battalion Project Numbers:

1. General: The 502D CID BN has received funding from its higher Headquarters (3RD Group CID) to purchase and install standardized Interview Recording and Management System (IRMS) in order to be in compliance with CID Regulation 195-1 Ch. 5.8. United States Army Criminal Investigation Command (USACIDC) has mandated during its annual Criminalistics Committee meetings that CaseCracker will be the standard interview system utilized across the command. The reason for this is wide disparity among systems in CID offices and the problems that result in playback of recorded interviews. The U.S. Army Crime Records Center (USACRC) has been receiving recorded interviews they are unable to play due to the interview system having proprietary software that precludes viewing without the proper program. This issue has also created problems with supported Trial Counsels and Commanders viewing interviews on their computers. The CaseCracker systems must provide:
· Digitally record audio and video interviews and interrogations that document crucial testimonial evidence, particularly in cases where there is little or no physical evidence;
· Provide an authentic record of the interview/interrogation by preserving the event with a recording that includes both audio and video;
· Improve the investigator’s ability to focus on the interview/interrogation by reducing the need for prolonged delays in questioning for the purpose of note taking;
· Assist investigators and attorneys to ensure more accurate testimony;
· Allow more than one investigator to watch the interrogation in real time in order to relay suggestions to the interviewer, and;
· Facilitate continuous improvement by providing a means to review interviews / interrogations for training and evaluation purposes.
2. Scope: Furnish all labor, material, equipment, incidentals, supervision and transportation to instillation of the case cracker systems with the work outlined below:
a. Fort Drum CID Detachment, located at Fort Drum NY
· Provide 7 Interview Rooms with case cracker capability.
· Requires (3) 2-room systems and (1) 1-room system
· Two room Stationary Recording System. Includes CaseCracker workstation with CaseCracker software pre-installed, internal DVD burner, monitor, speakers, keyboard, mouse, and 3-year hardware warranty and software license. Performs motion JPEG compression of video/audio for two interview rooms with two camera views per room. Includes four Overt or Covert Cameras (must specify when ordering) and two covert microphones. Stores up to 1900 hours of video with 2 TBs of storage space. Can record two rooms simultaneously.
· One room Stationary Recording System. Includes CaseCracker workstation with CaseCracker software pre-installed, internal DVD burner, monitor, speakers, keyboard, mouse, and 3-year hardware warranty and software license. Performs motion JPEG compression of video/audio for one interview rooms with one or two camera views per room. Includes four Overt or Covert Cameras (must specify when ordering) and two covert microphones. Stores up to 900 hours of video with 1 TBs of storage space. Perfect for one interview room
· 1-Room Turn Key of System. Includes Turn-key installation to include connecting all items from the peripherals package to the CaseCracker system. Includes professionally wiring and cabling the interview room and the monitoring room (if necessary) and properly configuring CaseCracker audio, video, and software settings. Includes all necessary power strips to plug in all peripherals.
· 2-Room Turn Key of System. Includes Turn-key installation to include connecting all items from the peripherals package to the CaseCracker system. Includes professionally wiring and cabling the interview room and the monitoring room (if necessary) and properly configuring CaseCracker audio, video, and software settings. Includes all necessary power strips to plug in all peripherals
· Also includes comprehensive training on the system.
3. Any construction changes made for the instillation / wiring of the rooms must be returned to its original configuration prior to instillation, to include the patching of holes and paint to its original color.
4. The Instillation Company will be responsible for the transportation of its personnel, to include meals and lodging. The Company will be required for the shipping of any equipment required for the instillation of the CaseCracker systems and proper recovery of the instillation site in order to return it to its original condition prior to instillation.
5. Provide a training session to all available Soldiers, after the completion of instillation, to ensure familiarity with the system by the daily users.
6. Provide customer support / technical support at all locations listed in this scope of work from 0800-1700 on weekdays, with a 1 hour response time in order to resolve any issues regarding the case cracker system.
7. Provide a 3 year warranty on hardware and software.
8. Provide software updates for 3 years. If web based updates are not available, provide the software updates via mail with explicit instructions. Be available within 1 hour of contact to resolve any issue regarding the successful updates of software.
9. All work shall be in accordance with (IAW) all applicable codes and standards including but not limited to:
a. U.S. Army Corps of Engineers Criminal Investigation Command Facilities Standard Building Design Criteria dated 12 December 2011
b. Department of Army Polygraph activities Regulation AR 195-6
c. Unified Building Code (Most recent edition).
d. National Electrical Code
e. National Fire Protection Agency requirements
f. Installation Design Guide.
g. Fort Benning Environmental Considerations as listed on the projects FB-144R.
h. Comply with all Local, State, and Federal NPDES laws and guidelines.
i. United States Army Corps of Engineers, Safety and Health Requirements Manual EM 385-1. Applicable edition at award.
j. TM 111 Guidance provided in United States Army Training and Doctrine Command (TRADOC) Force Protection Program (FPP); Unified Facilities Criteria (UFC) for buildings.
k. International Plumbing Code – ICC-IPC

10. All Fire Protection and Mass Notification shall be IAW with Installation SOP guidelines.
11. Preparation: Contractor shall be responsible for field/site visit to obtain and verify measurements, site conditions and to determine correct site conditions, dimensions and structural support requirements IAW with accepted local, state and federal building practices. Contractor shall provide any/all deviations to accepted local, state and federal building practices/codes to the attention of the Construction Inspector and Contracting Officers Representative for review/consideration by the government. Contractor shall be responsible for obtaining utility spotting/location and permits that maybe required by Environmental Considerations FB-144R.
12. Disposal of Construction Waste: The Contractor shall be responsible for removing and disposal of all debris created by this project IAW local, state and federal guidelines and laws. The contractor shall dispose of all debris created by this project in New York/Missouri approved Landfill at the contractor’s expense. Contractor shall maintain and provide upon request by the KO or the designed representative receipts and haul tickets or bill of laden that construction debris from this contract has been disposed of IAW with local, state and federal guidelines and laws. The contractor shall use the Governments approved haul route.
13. Safety: The contractor shall comply with all governing codes and standards. Contractor shall comply with Installation Safety and Environmental laws and regulations. The contractor shall perform all work IAW government procedures for entering and working at Fort Benning. The government reserves the right to stop work at any time for safety, security reasons, and for national defense at no cost to the government. Compliance with US Corps Engineers’ Safety and Health Requirement Manual EM-385-1 latest edition is mandatory.
14. Utilities Spottings and Dig Permits: Contractor shall be responsible for obtaining approval for all utility spotting and dig permitting. Contractor shall provide to the COR copies of approved spottings and digging information. Contractor shall be responsible for cost associated with digging and/or utility/cable spotting and damages caused by the contractor.
a. Requested for Utilities: Contractor shall be responsibility for completing and supplying to the COR with applicable information. Government will provide forms upon request.
b. Accessibility to Work Site and Hours of Operation: Monday-Friday, 0800 to 1730, excluding Federal Holidays or as approved KO. The contractor shall comply with Installation access entrance procedures.
15. Daily Housekeeping: The Contractor shall keep work area clean and remove all unneeded construction debris daily and/or as directed by the Construction Inspector.
16. Work performed under this task order shall comply with the latest addition of the publications dated at the time of the task order award.
