Notice of Intent for Other than Full and Open Competition
Solicitation Number: 623-2019-TIS+

USAID/KEA intends to negotiate a non-competitive one year extension to contract number AID-623-C-
15-00001 for the Transition Initiatives for Somalia Plus (TIS+) Activity with AECOM
International. The above contract was originally awarded to AECOM International, using full and open competition on May 20, 2015 with a period of performance ending May 19, 2020.
The non-competitive extension to the period of performance will enable the program to:
a) Continue to conduct community-driven stabilization programming in critical areas in Somalia.
b) Ensure USAID/Somalia has a fully functioning stabilization program during several key events that are to take place in the next two years.
c) Continue to program in areas where TIS+ is well-established and responsibly enter, execute, and exit new areas for programming without the risk of creating grievances and unmet expectations due to short timelines.
d) Incorporate the findings of the TIS+ baseline/endline contribution analysis into the design of the follow-on award.
USAID/KEA intends to negotiate non-competitively with only one source (AECOM International) under the authority of USAID Acquisition Regulation (AIDAR) 706.302-70(b)(5) which states that “An award for the continued provision of highly specialized services when award to another source would result in substantial additional costs to the government or would result in unacceptable delays.” The extension will extend the period of performance of the contract by approximately one year from May 19, 2020 to May 18, 2021. The
Total Estimated Cost (TEC) of the contract will remain unchanged.
This is not a request for proposals. However, the Government may consider all expressions of interest received within fifteen (15) calendar days after date of publication of this notice. A determination not to compete this proposed follow-on contract based upon responses to this notice, if any, is solely within the discretion of the Government. Information or responses received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
