Only the brand name Bruker D2 Phaser Benchtop XRD offers the unique features critical to CPSC operations (See section 7).

6. Reason for Other Than Full and Open Competition (check one):

7. Justification for sole source (not competing the requirements):

Only the brand name Bruker D2 Phaser XRD offers the following unique features critical to CPSC operations:

• Allows for angular accuracy ≤ ± 0.02° 2Theta over the full angular range – with permanent alignment guarantee, critical to repeatable and accurate results. Goniometer re-alignments involve time consuming depot level repairs and can be expensive.

• Horizontal positioning (sample orientation). Preventing downtime for instrument cleaning due to sample spillage and thus reducing safety concerns analyzing pyrotechnic materials.

• Ultra-sensitive, energy dispersive 1D detector (LYNXEYE XE-T):

a) Energy resolution < 380 eV at 8 kV.

b) High-speed data acquisition. Reducing data collection time and therefore increasing sample throughput.

c) Fluorescence and white radiation discrimination, providing better intensities (No kβ filters). Particular elements in pyrotechnic powders (fireworks) may fluoresce at the desired x-ray wavelength used in the analysis and create “false” peaks. This feature is critical to accurate data collection.

d) Achievable peak width <0.04° 2Theta, providing better peak resolution analyzing complex mixtures (fireworks break charge powders). This will allow for more accurate results, and reduce the need for sample re-runs due to reconfiguring the instrument to suppress certain peaks that may be overlapping.

e) No dead pixels or strips, eliminating dead zones on the detector.

Dead pixels cause lower resolution, less signal intensity, and reduced accuracy. Too many dead pixels will ultimately lead to a costly repair or replacement.

f) Better Limit of Detection (LOD), although analyte and application specific, typical LOD lower than percent level.

• DIFFRAC.EVA interpretation software for data evaluation including quantitative phase analysis- Ability to load in X-ray Fluorescence (XRF) data, for simultaneous analysis, when testing difficult phases.
