I. General Information

This solicitation is posted as unrestricted full and open competition. The Offeror's proposal submitted in response to this Solicitation shall constitute a firm offer. No contract shall be formed unless and until the Contracting Officer has countersigned the SF 1442 submitted by an Offeror, and delivered to the Contractor a copy of the SF 1442 with original signatures together with the resulting contract award reflecting the offeror’s proposed prices.

I.B. Estimated Price Range The estimated price range for construction is between $100,000.00 $1,200,000.00 inclusive of base pricing and all options.

I.C. FAR 52.228 1 Bid Guarantee (SEP 96)

(a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.

(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier’s check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds—

(1) To unsuccessful bidders as soon as practicable after the opening of bids; and

(2) To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.

(c )The amount of the bid guarantee shall be 20 percent of the bid price or $1,200,000.00 whichever is less.

(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.

(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.

I.D. FAR 52.236 27 Site Visit Construction (FEB 95)

(1) The clauses at FAR 52.236 2, Differing Site Conditions, and FAR 52.236 3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, Offerors are urged and expected to inspect the site where the work will be performed.

(2) Please note that pre registration is required for all attendees to the pre proposal site visit. The Site Visit shall be limited to not more than four (4) representatives from each Offeror. Offerors shall submit a site visit request via email to the Contract Specialist and Contracting Officer identifying all attendees from their respective team. Participants must have a valid, Government issued picture identification, driver’s license preferred, to gain access to the pre proposal site visit. Notification of the location of entry, where attendees are required to meet, and all other requirements for the Site Visit will be issued to the Offerors.

The site visit request should be sent via email to the Authorized Representatives:

Erin.McIntyre@gsa.gov and Heather.Simpson@gsa.gov. The site visit will be held at the

Moakley Federal Building on September 22, 2017 and will start promptly at 9:00am sharp for a walk through. The estimated end time will end at 11:00am, but not later than 12:00pm. No other site visits will be scheduled as this is an urgent need for the Government. Every effort should be made by offerors to attend and pre register.

II. Statement of Work

1. Overview

History: During a recent fire and life safety survey of the John J. Moakley federal building, multiple fire stopping deficiencies, intrinsic to the facility, were noted. GSA New England wishes to conform to requirements for fire sealing penetrations, joints and perimeter barriers. Please see Appendix F for the Fire Stopping Assessment Study Performed by HCC for a detailed description including the technical requirements.

Objective: The primary objective of this project is to comply with the 2015 edition of the International Building Codes (IBC) Sections 714 & 715, the Facilities Standards for the Public Buildings Service (PBS) P-100 (Latest Version April 2017), GSA fire stopping specification and Firestop Contractors International Association (FCIA) fire stopping specification. Multiple approaches (including the incorporation of listed materials and assemblies) will be used to meet the requirements of this project. The technical requirements outlined in section 8 of this document details the work to be performed through the various areas of the facility, including the garage, tenant spaces, stairwells, common areas and exterior walls, floors and floor/ceilings. This project shall meet all technical requirements outlined in this statement of work.

Project Scope: This is a courthouse upgrade and the vendor must be flexible for the entire project schedule to ensure coordination with secure areas. Work may need to be performed outside normal business hours of 8:00am-4:30pm. The contractor shall perform all professional services as necessary to provide GSA with a complete design package that includes the requirements outlined in this statement of work, while incorporating all requirements associated with all applicable codes and appendices. The design package shall include specifications and drawings which will become the property of GSA. After receiving written approval of the fire stopping design submittal (detailing fire sealing penetrations materials & assemblies) by the assigned GSA Contracting Officer’s Representative (COR) and the GSA Fire Protection Engineer (FPE), the contractor will provide all necessary construction services to successfully fire seal penetrations defined by the investigation and submittal package within the facility. Detailed technical requirements are listed in Section 8. Areas of incorrect installations shall be removed and properly UL Listed system installed.

2. Project Personnel

2.1 Contractor Personnel: The Contractor is solely responsible for the management planning, supervision and contract coordination, design professional services and construction including all labor, equipment, materials and inspections to meet requirements.

2.2 Management: The Contractor shall provide individuals in the capacities of Contractor Principal, Project Coordinator, Construction Supervisor, and Inspection/Testing Agent(s). The Contractor Principal(s) shall have legal authority to represent the Contractor. The Project Coordinator shall be the single point of contact for coordinating with the Government. The Construction Supervisor shall coordinate construction work. Inspection and testing agents must certify delivery and functional/operating performance of contract work.

2.3 Professional Services: The Contractor shall provide required design and consultant services. Design and specialty consultant principals shall have legal authority to represent associated firms. Chief Designers have design sign-off authority for involved disciplines. Senior architects and engineers are those who have significant influence over design development.

2.4 Removal: The acquisition Team including the Contracting officer representative (COR) and the Contracting Officer (CO) shall have the right to effect removal of any Contractor employee at any time during the duration of the contract if that employee is deemed to not be of the level of competence or ability required under the contract, or if said employee is for any other reason found to be unsuitable for the work. In such case, the Contractor shall promptly submit the name and qualifications of a replacement for the Government’s approval.

2.5 Further Documentation: The Contractor shall provide evidence or documentation of ability/suitability for their intended position if requested by the CO. At the CO's discretion, this may include submission of a detailed resume, work examples or evidence, oral interview, testing, or other appropriate means.

2.6 Failure to Provide Qualified Personnel: Repeated failure or excessive delay to provide qualified personnel that meet project requirements and are acceptable to the Government may be deemed sufficient reason by the CO to terminate work as provided in the Termination for Default clause.

3. Project Meetings:

3.1 Site Visit Meeting: This meeting will be held on October 6, 2017. All potential bidders are recommended to attend this site visit meeting held by the government. This meeting will include a brief introduction of the project and serve to familiarize the contractor with the site.

3.2 Kickoff Meeting and Site Survey Visit: Within one (1) week after receipt of the contract award, a kickoff meeting will be scheduled. The meeting will be attended by GSA team members and the contractor’s personnel. At a minimum, the prime contractor’s project manager and foreman, the primary designer, and a representative of any subcontractor performing over 25% of the work must attend. The meeting will be held at the Thomas O’Neill federal building. The purpose of the meeting will be to discuss the contractor’s plan for completing the design and construction. A walk through of the site will occur at the meeting.

3.3 Pre-Construction Meeting: The contractor shall attend a pre-construction meeting held by the government prior to construction. Construction may NOT begin until this meeting is held. This meeting serves to answer any questions from the contractor and to discuss building issues such as storage, security, access, working hours, etc.

3.4 Progress Meetings (Teleconference and Site): The contractor shall attend progress meetings held by the government on a weekly or biweekly basis, on dates determined by the government. This meeting is for the contractor to discuss their current progress, to discuss schedule, and to discuss and resolve any other project related issues.

4. Project Requirements:

4.1 Field Verification/Inspection: The contractor shall perform a thorough on-site investigation of the work area in order to study and assess the Moakley federal building to fully understand the magnitude of the work and/or restrictions of the site work areas. The contractors shall provide Fire Sealing Penetration submittal to comply with the 2015 IBC Sections 714 & 715, the PBS P- 100 (Latest Version April 2017, GSA fire stopping specification (Appendix E) and FCIA fire stopping specification (Appendix D). Submittal package requirements are discussed in the referenced attached specifications.

4.2 Tenant Agencies: The facility is currently occupied and would remain so throughout the project.

Relocation and disruption of tenant agency operations and functions by construction is to be minimized consistent with budget constraints and, to the greatest extent possible, should be accomplished within the confines of the facility work area. The contractor shall closely coordinate proposed fire sealing penetration design submittal and associated equipment with the building management personnel and with the GSA Building Property Manager.

4.2.1 Penetrations through fire-resistance: The contractor shall insure that penetrations through fire-resistance-rated floor and roof construction, fire-resistance-rated walls and partitions including both empty openings and openings containing cables, pipes, ducts, conduits, and other penetrating items shall be as required by the IBC Section 714. Each type of penetration requires a specific method of protection, which is based on the type of fire-resistance-rated assembly that is penetrated and the type of penetrating item. See building floor plans (Appendix G) for locations of these rooms and areas.

4.2.2 Membrane penetrations in fire-resistance-rated wall, ceiling and floor assemblies:

Membrane penetrations in fire-resistance-rated wall assemblies where items penetrate one side of the barrier shall include, but not be limited to, mechanical rooms, local area network (LAN) rooms (including those ‘created by tenants’), telephone rooms, some of the United States Marshalls Service (USMS) uninterruptible power supply (UPS) rooms (approximately 45 rooms). See architectural sheet depicting these locations (listed below in priority order):

Stairways and other elements of the exit and exit discharge (as defined by National Fire Protection Association (NFPA) 101: Life Safety Code® ) Elevator machine rooms Hazardous areas at the basement levels (as identified on the building floor plans (Appendix G) Remaining floor areas (starting at the lowest level and working upward)

4.3 Base Bid: Shall consist of properly sealing stairwells (East, Center & West stairwells) and prisoner elevator machine rooms.

Option A: Shall include remaining elements of exit discharge as defined by NFPA 101: Life Safety Code® and remaining elevator machine rooms.

Option B: Shall include hazardous areas at the basement levels (as identified on the construction drawings)

Option C: Shall include the remaining floor areas (starting at the lowest level and working upward)

Option D: Shall include joints installed in or between fire-resistance-rated assemblies (walls, floor and floor/ceiling) which are required by IBC to be protected by an approved fire resistant joint system designed to resist the passage of fire for a time period not less than the fire resistance rating of the wall or floor in or between which the system is installed (IBC 715.1).

Fire resistant joint systems shall be tested in accordance with IBC section 715.3. See architectural sheet depicting these locations.

Option E: Shall include the perimeter Fire Barrier System between a rated floor and roof and an exterior wall assembly. See Appendix H depicting these locations.

4.4 Fire Sealing Penetrations Submittal: Where there is no specific tested and classified by a testing agency firestop system available, for a particular firestop configuration, the fire stopping Contractor/Installer shall obtain from the firestop manufacturer an Engineering Judgment (EJ) in accordance with IBC Chapter 7 Fire-Resistance-Rated Construction Section 703.3(4), or Equivalent Fire Resistance Rated Assembly (EFRRA) for submittal.

4.5 Penetrations: Provide and install fire stopping systems that are produced to resist the spread of fire and the passage of smoke and hot gases according to requirements indicated, including but not limited to the following:

4.5.1 Firestop all penetrations passing through fire-resistance-rated wall and floor assemblies and other locations.

4.5.2 CERTIFICATE OF CONFORMANCE- Fire-stopping shall be installed by an FM 4991 Approved Firestop Contractor and/or UL Qualified Firestop Contractor. The installer shall issue to AHJ or Owner a Certificate of Conformance confirming that the work has been carried out in accordance with specifications.

4.5.3 Firestop systems protecting floor penetrations shall provide a “T” rating at penetrations of floor assemblies that are located outside of wall cavities in accordance with the International Building Code. An “F” rating shall be provided at other locations (such as flowing fire sprinkler system inspector’s test or performing hydrant flow test), sampling, monitoring, or analysis deemed necessary. See the quality control section of the FCIA specification (Appendix D) for testing services for further information as to the procedure(s) to be followed in acquiring these services.

4.5.4 Shop drawings shall show UL Listed and/or Factory Mutual (FM) approved materials as part of a tested assembly as follows:

Fire stopping Materials: Submit manufacturer’s product data sheets (may be included in submittal drawings) for each type of product selected. Certify that firestop material is asbestos-free and complies with local regulations.

Detail system design listings that include illustrations from a qualified testing and inspection agency that is applicable to each firestop configuration. A qualified testing and inspection agency may be UL Listed, FM, ETL, or another agency performing testing and follow-up inspection services for firestop materials that is acceptable to the local authority. When more than a total of five

(5) penetrations and/or construction joints are to receive fire stopping, provide drawings that indicate location, "F" and "T" ratings, and type of application.

4.6 Certificates

4.6.1 Fire stopping Materials: When less than a total of five (5) penetrations and/or construction joints are to receive fire stopping, the contractors shall furnish a certificate attesting that the fire stopping material complies with the specified requirements. In lieu of certificates, drawings as per the penetrations paragraph 4.4 and 4.5 above may be provided. Also, certificates demonstrating evidence of testing by an alternate nationally recognized independent laboratory may be substituted.

4.6.2 Installer/Contractor Qualifications: Acceptable installer firms shall be:

FM Approved in accordance with FM Standard 4991 – Approval of Firestop Contractors, or UL Qualified Firestop Contractor, or Firestop Contractors International Association Contractor Member in good standing.

Licensed by the State or local jurisdiction Shown to have successfully completed not less than 5 comparable scale projects (i.e.

height, area, and number of penetrations).

4.7 Inspection: When 5 or more penetrations and/or construction joints are to receive fire stopping, a manufacturer's representative shall provide written certification that fire stopping work has been inspected and found to be applied according to the manufacturer's recommendations and the specified requirements.

4.8 Construction/Installation: Perform all construction/installation services necessary for a comprehensive fire sealing of penetrations approach based upon the submittal/design generated from section 4.4 above. Coordinate all construction work with GSA project manager and GSA building manager prior to any utility shutdown and hot (open-flame) work.

4.9 Base and Option Bids: Provide fire stopping submittal, installation and testing to comply with the 2015 IBC Sections 714 & 715, the PBS P-100 (Latest Version April 2017, GSA fire stopping specification and FCIA fire stopping specification. System shall have a minimum one year warranty as detailed in Section 9.4. Installation shall be such that manufacturer’s warranty will be valid. Commencement of the operations and maintenance period shall begin after testing is complete and the system is accepted by the government. The submitted bid shall include separate line items for the following:

4.10 Schedule and Completion Date: The contractor shall provide a project schedule and a schedule of values for all items listed in this statement of work. The schedule shall include the submission dates outlined in the Scheduling Requirements, section 7. The contractor is to incorporate meeting dates, review dates and submission milestones for their design into this schedule, as well as detailed construction milestones. The schedule must be approved in writing by GSA and will be incorporated into the contract requirements.

5. Design Services The design package shall include:

5.1 Construction Drawings:

5.1.1 Provide all contract drawings required for project scope in accordance with Section 8, “Technical Requirements”. These drawings shall be in English scale for each discipline required (civil, mechanical, electrical, etc.), with separate plans for new work and demolition as well as special types of drawings where necessary, such as enlarged plans, equipment details, riser diagrams, etc. Drawings shall clearly distinguish between new and existing work.

5.1.2 Each drawing shall indicate project title, project number, building name, building number, building address, Contractor’s firm, Contractor’s address and/or phone number, contract number, drawing title, drawing type, drawing number, and key plan. A cover sheet shall be provided and shall include a list of the drawings, legend, vicinity map, and location map in addition to all items required for each drawing. Each Contractor submission shall be clearly dated and labeled (e.g. 75% Design Submission, 100% Construction Document Submission, As-Built Drawings, etc.). Each drawing sheet submitted shall include a graphic scale in the lower right-hand portion of the sheet, where applicable. The final set shall be stamped by a registered engineer and/or registered architect for the state in which the building is located. At a minimum, the following drawings are required:

Shop drawings showing penetration locations and types Any drawings that may be required to install a complete project

5.2 The Contractor shall develop the drawings in accordance with the Region 1 CAD Deliverables Policy and supply electronic copies of the specifications and estimates with each submission, along with the requested number of hard copies. The 100% Construction Document and As-Built Drawing submissions will be returned to the contractor to be redone if they are not 100% compliant with the CAD policy. See Appendix B for document security requirements.

5.3 All drawings, estimates, calculations, and specifications shall be in English units.

5.4 The Contract Documents must sufficiently define the statement of work and must stand on their own.

5.5 Work shall be coordinated on all drawings and specifications to assure that all necessary labor and materials are included.

5.6 Contractor Initiated Design Changes: Following award, Contractor initiated design changes from either the contractor’s proposal or design submissions are subject to Government approval. All Contractor initiated design changes must be separately documented and submitted as such, not presented as normal design submission material. Government acceptance of normal design submission documents shall not be deemed as approval of a contractor initiated design change.

The Contractor must provide all information and materials necessary to satisfy the Government as to need, benefit, and/or comparability.

6. Design Submissions

6.1 Design Reviews: For each of the two design submissions (the 75% and the 100%), the

Government reserves the right to make comments and request changes after the receipt of the submission. Reviews will be made by Government staff and/or the Inspection/Testing Agent. As part of its review, the Government may offer submission reviews to local code officials. The milestone schedule in section 7 (Scheduling Requirements) indicates the review periods for each submission milestone.

6.2 Construction Commencement: No construction work in the building may begin until a written notice to proceed is given by the Government.

If the contractor believes that any Government design comments or requested changes will result in a change in the contract cost, they shall notify the contact specialist, contracting officer and project manager within seven (7) calendar days of receiving the comment (s) and provide detail cost estimate of anticipated contract modifications.

6.3 Purpose: The Government will review the contractor’s design submissions to verify adherence to contract requirements. Design reviews by the Government are not to be interpreted as resulting in an approval of the Contractor's apparent progress toward meeting contract requirements but are intended to discover any information which can be brought to the Contractor's attention which might prevent costly errors and misdirection or rework later in the project. The Contractor shall remain completely responsible for designing, constructing, operating and maintaining the project in full compliance with the requirements of this statement of work.

6.4 Resolution of Comments: The Contractor shall resolve all design review comments in writing, indicating one of the following: (1) Adoption and action taken, (2) Adoption with Modifications and action taken, (3) Alternative Resolution and action taken, or (4) Rejection. In cases other than unqualified adoption, the Contractor shall provide a statement as to why the reviewer's objection and/or recommendation is inappropriate. Design review comments shall not relieve the Contractor from compliance with contract terms and conditions. Contractor's comment resolution shall be transmitted to the Government and the Inspection/Testing Agent within seven (7) calendar days of comment receipt and incorporate discussions from the scheduled design comment review meetings.

6.5 Level of Development: In addition to other submission requirements which may be specified in this contract, the final documents are required and should include:

6.5.1 Design Submittal: Drawings and specifications must depict/describe all construction work and shall be in final form, to fully support the minimum needs of the construction contractor.

6.6 Submission Format:

Specifications/Calculations: These submissions shall use standard white bond paper or formatted sheets, 8-1/2 x 11 inch, bound in snap action three-ring notebooks, organized in a logical sequence, tabbed to each section heading. Calculations shall be titled with each analysis clearly indicating subject/problem being studied, applied references, assumptions, and analysis of answer. All numerical references to length, temperature, pressure, energy, mass, weight, work, power, etc. shall be presented in English units. Final specifications shall be in the standard Construction Specifications Institute (CSI) format.

Drawings: Drawing levels of detail and quality of representation shall adhere to the American Institute of Architects (AIA) guideline "Architectural Graphic Standards." All original design drawings shall be 24 x 36 inches. Minimum lettering height shall be 5/32 inch. All numerical references to length, temperature, pressure, energy, mass, weight, work, power, etc. shall be presented in English units with metric units immediately following in brackets. Floor plans and elevations shall be at least 1/8" = 1’- 0" scale.

Quantities: The contractor shall provide two (2) copies of all submission material and one (1) CD with an electronic copy of the drawings for each submission. All submission materials shall be uploaded to the Google Share Folder set up by the COR.

Procedures: Design submissions shall be made directly to the contract specialist and the contracting officer. Submissions shall be made in accordance with the schedule represented within the Contractor's approved schedule, having an allowance that the Government will take two (2) weeks to review each submission (see Section 7).

7. Scheduling Requirements

7.1 Project Schedule: The Contractor shall submit a detailed schedule showing the start and stop dates for all design and construction activities. The activities should be specific and controllable.

The schedule shall also show all material lead times, inspection activities, design start and completion dates, and overall construction and completion dates. Following a one (1) week government review, the government will provide comments to the contractor regarding the schedule. Schedule updates will be required on a bi-weekly basis during construction. Payments will not be processed each month without the corresponding schedule updates. Construction cannot begin until an approved schedule is returned to the contractor. Please note the design must be completed within the milestones schedule

7.2 Schedule of Values: Within 15 calendar days after contract award, the contractor shall submit to the CO a detailed schedule of values (both in pdf version and live Excel version) for which the contractor payments will be based. The schedule of values shall parallel the overall construction schedule. The values for each activity shall correspond to the cost associated with that activity.

Following a one (1) week government review, the government will provide comments to the contractor regarding the schedule of values which may require resubmission. Payments will not be made until the schedule of values is approved by the government.

7.3 Schedule Changes: A project schedule and schedule of values shall be created for both the design and the construction phases of this contract. Any updates or changes to the schedule shall be approved by GSA first. Once scheduled items have been approved by GSA the contractor shall send the revised schedule to the contract specialist, contracting officer and COR shall be notified and submitted the new schedule.

Milestone Schedule The following milestone schedule gives approximately sixty days for total design of the project. The contractor must submit a schedule within the sixty day time frame or less as stated in the proposal. The construction period of performance will not exceed 12 months inclusive of all options.

Construction Kickoff: within two (2) weeks of Final Review Meeting Construction Period of Performance between Construction Kickoff Meeting & required completion date.

7.4 The contractor shall comply with the following procedures:

Arrange site visits at least one (1) week in advance through the GSA Property Manager via email with a cc to the CO/COR. The normal working hours are Monday thru Friday from 8:00 a.m. to 4:00 p.m., excluding Federal holidays.

For every site visit, the Contractor shall report to the property manager’s office prior to beginning work.

7.5 Submissions: The Contractor shall submit submittal drawings and product data, catalog cuts, etc.

as stipulated herein. Shop Drawing/product data submissions to the Government shall be made after review and approval by the person specified in Section 12 and GSA. This is in addition to and separate from specification submission material. Product data and submittal drawings shall be delivered to the Government as required during design submission. Shop drawing and product data submissions shall be uploaded to the Google Shared Folder which will be set up by the COR specifically for this project. One (1) set of hard copy and one (1) CD containing copies of all materials shall be made available to the CO/COR and one (1) set of hard copy documentation to building manager at Moakley FCH.

7.6 Reviews: Reviews of submittal drawings and product data by the Government are not to be interpreted as an approval of the Contractor's selections or progress toward meeting contract requirements but are intended to discover problems/errors which may avoid costly redirection during construction. The Contractor shall remain completely responsible for designing and constructing the building in accordance with contract requirements.

7.7 Review Period: The Government shall be allowed two (2) weeks to review these submission materials from the date of receipt.

7.8 Changes: If submittal drawing changes and/or product data sheet(s) change(s) take place after initial Government review, the Contractor shall resubmit the altered product data material and submittal drawings within ten (10) calendar days.

7.9 Products for Submission: The Contractor shall provide submittal drawings and product data for all systems, equipment and materials.

Manuals: The Contractor shall combine all product data submission material into hard copy manuals for reference during all phases of construction. Shop drawings shall be bound with product data or separately bound in drawing racks in the Fire Command Center at Moakley FCH. The Contractor shall maintain duplicate copies for the Government and the Inspection/Testing Agent.

8. Technical Requirements

8.1 Scope: Provide listed fire stopping systems/assemblies in locations including, but not limited to, the following: (Contractor to identified other areas of deficiencies.)

8.1.1 Penetrations through fire-resistance-rated floor and roof construction, fire-resistance-rated walls and partitions including both empty openings and openings containing cables, pipes, ducts, conduits, and other penetrating items as required by the IBC Section 8. Each type of penetration requires a specific method of protection, which is based on the type of fire-resistance-rated assembly that is penetrated and the type of penetrating item. See floor plans (Appendix G) for idea of area magnitude. See architectural sheet depicting locations of these rooms/areas.

8.1.2 Membrane penetrations in fire-resistance-rated wall, floor, floor/ceiling assemblies where items penetrate one side of the barrier shall include, but not limited to, mechanical rooms, LAN rooms, telephone rooms, and some of the USMS UPS rooms (approximately 45 rooms). See architectural sheet depicting these locations.

8.1.3 Option A: Joints installed in or between fire-resistance-rated assemblies (walls, floor and floor/ceiling) are required by IBC to be protected by an approved fire resistant joint system designed to resist the passage of fire for a time period not less than the fire resistance rating of the wall or floor in or between which the system is installed (IBC Section 715.1). Fire resistant joint systems shall be tested in accordance with IBC Section 715.3. See architectural sheet depicting these locations.

8.1.4 Option B: Perimeter Fire Barrier System between a rated floor/roof and an exterior wall assembly. See architectural sheet depicting these locations.

8.2 Field Verification/Investigation:

8.2.3 Exploration & Preliminary Plan:

Contact GSA: Before starting any investigative work at the site, the Contractor is to contact the appropriate GSA CO, COR and/or Property Manager(s) (see Section 13.2) to review the scheduling of investigative work at the facility.

Agency Interviews: Conduct field investigations, observations, and interviews with the GSA Property Manager(s). Issues that should be discussed include: security requirements, phasing, noise, dust, paint fumes, and other potential sources of disruption; as well as anticipated need for interior access, demolition and construction waste disposal. Instances where the Contractor is requested by tenant agency personnel to change the project statement of work shall be referred to the GSA Contract specialist and the contracting officer for evaluation and/or an authorization to proceed with those requested changes via a contract modification regardless of the estimated value of the work.

Site Investigation: Conduct a thorough on-site investigation of the work area in order to study, assess, verify and otherwise become familiar with the existing conditions, limitations, and/or restrictions of the site work areas.

Option D: Joints installed in or between fire-resistance-rated assemblies (walls, floor and floor/ceiling) are required by IBC to be protected by an approved fire resistant joint system designed to resist the passage of fire for a time period not less than the fire resistance rating of the wall or floor in or between which the system is installed (IBC 715.1). Fire resistant joint systems shall be tested in accordance with IBC section 715.3. See architectural sheet depicting these locations.

Option E Two: Perimeter Fire Barrier System between a rated floor/roof and an exterior wall assembly.

8.3 Fire Sealing Penetration (fire stopping) submittal: Where there is no specific tested and classified by a testing agency firestop system available for a particular firestop configuration, the fire stopping Contractor/Installer shall obtain from the firestop manufacturer an Engineering Judgment (EJ) in accordance with IBC Section 703.3(4), or Equivalent Fire Resistance Rated Assembly (EFRRA) for submittal.

8.4 Penetrations: Provide and install fire stopping systems that are produced to resist the spread of fire and the passage of smoke and hot gases according to requirements indicated, including but not limited to the following:

8.4.1 Firestop all penetrations passing through fire-resistance-rated wall and floor assemblies and other locations.

8.4.2 Certificate of Conformance: Firestopping shall be installed by an FM 4991 Approved Firestop Contractor and /or UL Qualified Firestop Contractor. The Installer shall issue to AHJ or Owner a Certificate of Conformance confirming that the work has been carried out in accordance with specifications.

8.4.3 Firestop systems protecting floor penetrations shall provide a “T” rating at penetrations of floor assemblies that are located outside of wall cavities in accordance with the International Building Code. An “F” rating shall be provided at other locations (such as flowing fire sprinkler system inspector’s test or performing hydrant flow test), sampling, monitoring, or analysis deemed necessary. (See the Quality Control section of FCIA specification regarding testing services for further information as to the procedure(s) to be followed in acquiring these services.)

8.5 Testing, Sampling, Construction oversight/Fire-Test-Response Characteristics: Provide fire stopping System Design Listing by a testing and inspection agency in accordance with the appropriate American Society for Testing and Materials International (ASTM) Standard(s). A qualified testing and inspection agency may be UL, Factory Mutual (FM), ETL or another agency performing testing and follow-up inspection services for firestop materials that is acceptable to the authority having jurisdiction. The GSA Regional Fire Protection Engineer is the Authority Having Jurisdiction (AHJ). Compliance problems arising from the use of the FCIA specification shall be referred to the Contracting Officer.

8.5.1 Contractor/Installer's qualifications: The Contractor/Installer must be experienced in installation or application of systems similar in complexity to those required for this project, and shall be:

FM-approved in accordance with FM AS 4991 and/or UL Qualified Firestop Contractor.

8.5.2 Single Source Responsibility: Obtain firestop systems for each kind of penetration and construction condition indicated from a single primary firestop systems manufacturer.

8.5.3 Materials of different manufacture than allowed by the tested and listed system shall not be intermixed in the same firestop system or opening.

8.5.4 Tested and listed firestop systems are to be used before an Engineering Judgment (EJ) or Equivalent Fire Resistance Rated Assembly (EFRRA) is installed.

8.6 Guarantee: The firestop Contractor/Installer shall provide written guarantee agreeing to repair or replace joint sealers which fail in joint adhesion, co-adhesion, abrasion resistance, weather resistance, extrusion resistance, migration resistance, stain resistance, or general durability or appear to deteriorate in any other manner not clearly specified by submitted manufacturer's data as an inherent quality of the material for the exposure indicated. The guarantee period shall be one year from date of substantial completion.

8.7 Record Documents

8.7.1 A separate package of specifications, cost estimates and schedules shall be prepared. Provide all UL listings and assemblies documentation.

8.7.2 The basis for the formulation of final working documents during this phase is to be the pre-final phase (75%) working documents as may be modified by the GSA through the issuance of review comments to this criteria or a written directive by the CO.

8.7.3 Working Drawings: Working drawings during this phase are to be developed as outlined in the Facilities Standards for the Public Buildings Service, PBS – P100 (Latest Edition).

8.7.4 Specifications: Final specifications are to be prepared from approved outline type specifications and edited Master spec guide specifications (see Appendix D and E for specific fire stopping specification). Master spec register to be finalized and to include submittals by section, submittal dates relative to notice to proceed, quantities, and any other relative information in an editable format compatible with Microsoft Word 2007. Items of work designated to be carried as Base Bid and Options D and E are to be priced separately in the order specified by GSA in Section 2. Phasing of the project is to be reflected in the estimate and all estimates are to be submitted in CSI format.

8.7.5 Schedules: The Project Construction Schedule is to be reviewed and finalized based on the final working documents and any GSA directives.

8.8 Correspondence for Meetings: The Installer shall document and provide a copy of all correspondence to the CO.

8.9 Post Contract Construction Services :

8.9.1 Value Engineering: Participate in value engineering sessions (if any) conducted prior to the initiation of construction. Evaluate proposals formulated during construction and advise the COR as to their viability.

8.9.2 Worker Certifications: Review and approve any required worker certifications (e.g., welders, etc.) for the project.

8.9.3 Project Submittals: Provide for the recording, transmitting and review of all submittals (i.e., submittal drawings, brochures, catalog cuts, technical data sheets, etc.) and samples furnished in conjunction with the execution of the work.

Submittals are to be processed and returned within fifteen (15) calendar days from receipt unless otherwise approved by the CO (Contracting Officer). The Contractor/Installer shall inform the COR immediately of any instances where reviews cannot be completed within established time frames.

8.9.4 Responses to Requests for Information (RFIs): Respond to RFIs issued by the COR with regard to the clarification of the intent of the contract documents or the resolution of conflicts regarding the contract documents (e.g., errors or omissions, etc.) in a timely manner.

8.9.5 Changes: Furnish assistance to the CO in the administration of changes to construction contract requirements which shall include, but not be limited to, the following:

8.9.6 Upon receipt of any change proposed by the construction Contractor/Installer, the Contractor/Installer shall review the merit thereof and recommend to the CO that it be accepted/rejected. If the proposed change is deemed to have merit, the Contractor/Installer shall request a change order proposal to the Construction Contract from the construction Contractor/Installer.

8.10 Whenever a change appears to be necessary, so inform the CO, and initiate a request to the construction Contractor/Installer for a change proposal to the construction contract when and as directed by the CO.3. Evaluate change proposals received from the Contractor/Installer and advise the PM / COR as to whether the proposal is are fair and reasonable. In those instances wherein the proposal is determined not to be fair and reasonable, inform the PM /COR as to those aspects of the proposal wherein negotiation is warranted.

8.10.1 Assist the CO in negotiating a mutually agreeable settlement of change proposals, subject to final approval by the CO as indicated in the letter outlining the duties, responsibilities and authorities of the CO.

8.10.2 Determine if a change to the construction contract will extend or shorten the specified construction completion date.

8.10.3 Operations & Maintenance (O&M) Manuals: Review (to include a determination as to completeness) and approve (or reject) any and all O&M manuals (e.g., removable bollards) furnished by the Construction Contractor.

8.10.4 Record “As-Built” Documentation: Review final record (i.e., “as-built”) documentation submitted by the Contractor/Installer at the completion of the work.

Provide reproducible updated record drawings (in the latest version of AutoCAD) on CD-ROM to the COR.

8.11 All work shall be scheduled, with the Property Manager, two (2) weeks in advance to allow coordination with building tenants and/or to arrange physical access.

8.12 Code Compliance – Fire stopping submittal, installation and materials shall comply with the IBC (Sections 714 and 715), PBS P-100 (Latest Version April 2017, GSA specification, FCIA specification and other federal regulations.
