The Office of Legislative Affairs will shortly be leaderless in about two weeks. IRS will then have no experienced senior leadership to lead its legislative strategy and direct interactions with Congress. During this critical transition period to a new presidential administration and a new Congress as well as continued implementation of the Taxpayer First Act, a full-time senior level resource familiar with in-depth knowledge of IRS legislative affairs policies, procedures, business and legislative processes is needed. Hill Top Consulting, LLC, headed up by a former director of IRS Legislative Affairs, has intimate knowledge of IRS operations and legislative strategy, and has first-hand knowledge of the operations of Congress and the ability to understand and identify policy issues of concern to the IRS operating or functional divisions; convey those issues to Congressional staffs, GAO, and Treasury; and advise high level.
