About this file

This document is a Justification for Sole Source procurement for Fluke Electronics Pure Gas Piston Cylinder Modules. The document details the acquisition of specific Fluke Electronics components (Item# 3071581, 3071615, 3393662) for Navy calibration purposes, specifically for the Fluke PG7601 Piston Gage Pressure System. These modules are critical for calibrating physical test measurement and diagnostic equipment (TMDE) across multiple Navy locations including PSNS and IMF sites in San Diego, Everett, and Japan.

The sole source justification is based on the modules being the only authorized components listed in the NAVSEA OD 48939 Navy Calibration Equipment Publication, with Fluke Electronics being the original equipment manufacturer. The procurement is essential for maintaining calibration standards that support Naval Fleet Forces, ensuring the safety and operational readiness of physical test and measurement equipment. The document indicates these are direct replacement parts, and the procurement is limited to specific Fluke item numbers and manufacturer, with the goal of ensuring exact model specifications for calibration standards.

CHECK & FILL IN ALL APPLICABLE BLANKS BELOW

X The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system.

These particular Fluke Pure Gas Cylinder Modules are approved to work specifically in conjunction with already owned physical and mechanical test measurement standards (aka Fluke PG7601 Piston Gage Pressure System) for the calibrations of various U.S.

Navy owned physical test measurement and diagnostic equipment located locally and abroad. These Pure Gas Cylinder Modules will become part of the approved/existing PSNS and IMF (Shop Calibration Lab KBS) Physical Measurement Calibration Standards Equipment (a.k.a. form, fit and function). This calibration equipment is essential to keep the fleet afloat and personnel safe that support physical test measuring and diagnostics equipment located at PSNS and IMF, San Diego, Everett, and Japan locations. Calibrated physical test and Measurement Equipment is essential to the support of Naval Fleet Forces.

A patent, copyright, or proprietary data limits competition. The proprietary data is:

These are "direct replacements" parts/components for existing brand name equipment.

X Other information to support a sole-source buy:

The sole source is submitted to ensure that exact model and MFR are purchased without substitution due to item end use being a calibration standard. Actual source of procurement is not being limited, only Fluke item numbers 3071581 and 3071615 and manufacturer FLUKE apply.

I CERTIFY THAT STATEMENTS CHECKED, AND INFORMATION PROVIDED ABOVE, ARE COMPLETE AND CORRECT TO THE BEST OF MY KNOWLEDGE AND DO NOT CONTAIN CLASSIFIED INFORMATION. I UNDERSTAND THAT THE PROCESSING OF THIS SOLE-SOURCE JUSTIFICATION PRECLUDES THE USE OF FULL AND OPEN
