Statement of Work (SOW)
1. Introduction
REID - Rules Engine Issue Detection program eliminates the manual handling of paper tax returns and provides central and local monitoring of all aspects of the Audit classification process. (formerly named CDEr3)
SWC- This requisition is to purchase Blaze Advisor software and maintenance for the LB&I SWC High Risk Return project.
BLARE-The Bankruptcy Law Advisor Rules Engine (BLARE) is a web-based decision support system for answering incoming calls from taxpayers by the Centralized Insolvency call center at the Philadelphia campus.
The primary purpose of this software is to prepare and convert more than 350 digital signatures placed on taxpayer notices and letters. The Quality Support Center also used this software to research, create and correct electronic overlap on some of these documents.
IDS - The Inventory Delivery System (IDS) determines the most efficient treatment stream, makes case assignment, and routes inventory to ACS, the Queue, or direct field assignment.
2. Scope
This software is required for the BLARE AD-CIO/ Selection and Workload Classification Project (SWC), effort. It has been determined that this is the only software that meets the needs in these efforts. The Service already has an installed suite of BAZE Advisor. This requirement renews those licenses and provide for on-going maintenance, patches and upgrades
The purpose of REID is to automate and increase workload efficiencies and fairness of audit case selection, and to address alternative compliance treatment. REID will automate current labor-intensive, manual analysis of data files not available in any other application, while incorporating fraud and collect ability indicators
The software will enable contractor to support an Enterprise standard development platform for the rules based engine system. This software will enhance the taxpayer analyst’s processing capability to a level where its functionality is more robust and timely for identifying high risk returns for LB&I. These applications which are developed applications that are utilized by IRS Revenue Agents to manage cases large business customers. The costs contained in this requisition are taken directly from the “Infrastructure Hardware Acquisition, Servers” (IHAS) contract, TIRNO-03-Z-0016, a Treasury BPA with APPTIS managed by EUES.
By encapsulating Chapter 7 and 13 Bankruptcy core knowledge into Fair Isaac’s Blaze Advisor rules engine, and providing an intuitive web based user interface, bankruptcy laws and terms can be defined as “terms-of-art” allowing a call center phone assister to use the system’s rules based engine as a probe and response guide to answer technical questions concerning taxpayer questions concerning Chapter 7 or Chapter 13 bankruptcy.
In addition, analysts are able to make use of decision analytics or models to prioritize cases for Automated Collection Services (ACS) and Collection Field function (CFf).
The production server is installed at the Memphis Computing Center and the test/development server and backup recovery server are installed at the Martinsburg Computing Center. Communication and exchange of data occurs between the two Computing, Centers.
