JUSTIFICATION FOR OTHER THAN
FULL AND OPEN COMPETITION
In accordance with the authority granted under 41 U.S.C. 253(c), this request for award under other than full and open competition is hereby submitted.
1. Identification of the agency and the contracting activity:
Bureau of Land Management, Anchorage State Office
2. Nature and/or description of the action being approved:
The Bureau of Land Management has a need for (17) new R12i GNSS Units and (10) new
TDL 450Hx Radio Kits.
3. A description of the supplies or services required to meet the agency’s needs
(including the estimated value):
Trimble GNSS equipment is essential for Cadastral surveys to be able to efficiently survey and patent land to the state of Alaska.
Total cost to upgrade our GNSS equipment is $415,429.14

In addition to a technical overview, the description should include a discussion of where this requirement fits into the overall program, i.e., briefly state how this requirement was purchased in the past; if future requirements are planned; and if they will be competitively acquired.
The estimated price of this requirement is: (include a dollar amount, unit and total, if appropriate). This estimate is based upon: (i.e., history of prices OR program manager’s expert judgment based upon the similar requirements OR other appropriate description of the rationale used to determine the estimated price.

4. An identification of the Statutory Authority permitting other than full and open competition:
41. U.S.C. 253(c) (1) as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements.
5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:

Frontier Precision is the only Trimble authorized dealer in Alaska, this purchase is on the GSA contract.
The R12i GNSS Units and the TDL 450Hx Radios are the latest style of GNSS equipment available provided by Trimble. These Units will replace original R10
Units and TDL 450H Radios that are not upgradable or repairable.
These GNSS units will work with our existing GNSS equipment seamlessly. No other vender data collectors will work with our Trimble equipment. If Cadastral switched venders we would have to purchase new GNNS equipment to go along with the different GNSS Units at a cost that would be in the millions.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Federal Acquisition Regulation (FAR) Subpart 5.2, and, if not, which exception under
5.202 applies:
Trimble was contacted via webpage and they list Frontier Precision as the only authorized dealer / servicing vendor in Alaska.
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable, and the basis for that determination:

8. A description of the market research conducted (FAR part 10) and the results or a statement of the reason market research was not conducted:
This service is provided by only one vendor in Alaska as authorized by Trimble.
9. Any other facts supporting the use of other than full and open competition

Frontier Precision is the only authorized Trimble GPS repair / dealer facility in Alaska.
10. A listing of sources, if any, that expressed, in writing, an interest in the acquisition:

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:
Cadastral Survey, Alaska has been using Trimble GPS for a long time and has a large inventory of GPS gear. There is no immediate plan to change venders in the foreseeable future.
