ID/IQ Task Order/Delivery Order (e.g. NASA SEWP or ARMY CHESS)
FAR 16.505(b)(2)(i)(A) The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays.
FAR 16.505(b)(2)(i)(B) Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized
FAR 16.505(b)(2)(i)(C) The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order. [When utilizing this exception, the rationale shall describe why the relationship between the initial order and the follow-on is logical (e.g., in terms of scope, period of performance, or value).]
FAR 16.505(b)(2)(i)(D) It is necessary to place an order to satisfy a minimum guarantee.
3. Rationale Justifying Use of Cited Regulatory Authority.
a.) The Items Described in Paragraph 1 Must Be Compatible In All Aspects
(Form, Fit And Function) With Existing Systems Presently Installed.
b.) A Patent, Copyright, or Proprietary Data Limits Competition.
c.) The Items Described in Paragraph 1 are “Direct Replacements”
Parts/Components for Existing Equipment.
d.) Foreign Military Sales (FMS) Supported By A Case Letter.
e.) Unusual and Compelling Urgency.
f.) Other: If required, discuss any other rationale that supports the use of a brand name/sole source for this effort.
Axis is the original equipment manufacturer (OEM) of the camera system that is currently used around the globe as part of the WISS camera system. It is also approved to be the brand utilized for network video recorder (NVR).

4. Implication of Procuring another Brand/Manufacturer.
a.) Unacceptable Delays in Fulfilling the Agency’s Requirements.
b.) Substantial Duplication Of Cost To The Government That Is Not Expected
To Be Recovered Through Competition.
Axis brand name cameras are certified under the WISS system currently installed in different ranges around the globe. If other brand is procured, If non-Axis network capable equipment is purchased the Government will be at increased risk of experiencing lengthy delays driven by accreditation, licensing, drawing changes, incompatible port assignments, and unsupportable or interoperable devices within an existing Network Video Recorder. These delays may impact essential mission and leave the range assets vulnerable to threats, security breaches, and harmful intrusive activities.
Procuring IP Based Camera Security Systems from a manufacturer other than Axis Communications Incorporated may result in several significant Government expenditures that are not expected to be recovered through competition. For example, in addition to extended downtime from the Network Video Recorder and potential security breaches, the time taken to retrain personnel on the use of a non- Axis Networks system may increase due to the introduction of unfamiliar or unsupported equipment. It is estimated the Government will incur a retraining labor cost of $35,500.00, as shown in Table 1 below, in order for the end users to become proficient in utilizing the alternate brand of equipment. Prior to retraining, as also shown in Table 1 below, the Government could be required to expend an estimated $49,000.00 in labor resources to develop a new system design and infrastructure as well as $77,000.00 for installation and an additional $42,000.00 to test the non-Axis Networks system. When the aforementioned costs are combined, the result is an inherent increase in estimated labor expenditures of $203,000.00. This cost, largely due to duplication of efforts, can be avoided if the Government procures Axis IP Based Cameras, which have been deemed to be interoperable, integratable, and compatible with the recently installed Network Video Recorder.

For the reasons described in aforementioned paragraphs 3a, 4a and 4b, NSWC Corona Division has no plans at this time to compete future contracts for the types of supplies/services to be procured for this effort. If another potential source emerges, NSWC Corona Division will assess whether competition for future requirements is Feasible.
