Rationale:
The vendor is the only one who can provide the parking spaces that meet the Office of Enforcement and Removal Operation’s requirements. This parking facility provides 24/7/365 access, with the requisite security, and is across the street of the ERO facility. The location enables ERO agents to promptly respond to potentially time sensitive calls. Furthermore, these officers are fully armed with weapons and protective gear. Once agents return from the calls, the proximity of the parking facility is vital in ensuring the safety of both the agents and the detainees as they are taken into the ERO facility. The next closest parking areas are at a minimum .2 miles away from the ERO facility. It is not viable for these agents to walk several blocks before responding to or returning from a call with a detainee.

The vendor’s proposed price was compared to the price of the base award that was found to be fair and reasonable. The CO determined the offered price for the two additional parking spot utilized the same pricing as the base award. Accordingly, the proposed pricing for the additional spots is fair and reasonable.
