THREAD TECH SOFTWARE Federal contract opportunity
Solicitation number
N6426723Q0167
Issued by
Department of the Navy Naval Sea Systems Command

About this file

This document provides a justification for a sole source award for Thread Tech software. The Navy seeks to procure a single-user license of Thread Tech Software V2.24 from Thread Tech Inc. to support the calibration of thread gages at the Corona Division Navy Laboratory. The software is required to interface with existing thread gage calibration equipment and modify integrated calibration programs across thirteen systems if an alternative product was selected. Procuring anything other than the specified Thread Tech software would result in unacceptable delays in mission readiness for ships and submarines due to over a year needed to modify integrated calibration programs.

CERTIFICATION

I certify that the facts and representations under my cognizance, which are included in this justification and its supporting data/documentation, are complete and accurate to the best of my knowledge and belief.

CUSTOMER:

Daniel Martinez, Code MS35 951-393-5355 4/13/2023

Name, Title, Code Phone No. Date

Another Brand/Manufacturer software would not be compatible with the calibration of Thread Gages. This is specialized software.

This requirement is included in thirteen (13) ICPs. If any other model is procured, the delay of modifying ICPs would incur an estimated 1,560 additional hours (13

ICPs @ 120 hours each at $155.19 per hour), totaling $242,096.40 in additional estimated costs.

The real-time delay is estimated between 10-12 months to complete the ICP modifications at each step for the required research, reviews, and approvals throughout the technical, financial, and leadership chain.

Procurement of a model other than the one listed would impact the calibration of

Humidity Generators, Liquid Flow Calibrators, Electric Flowmeter Calibrating Stand and would further delay the readiness on ships and submarines, causing ships to remain docked at ports awaiting mission readiness status.

For the reasons set forth in section 3 and 4, the Corona Division has no plans at this time to compete future contracts for the type of supplies/services covered by this document. If another potential source emerges, the Corona Division will assess whether competition for future requirements is feasible.
