About this file

This document is a brand name justification for a federal contract opportunity issued by the Naval Surface Warfare Center Corona Division. The justification requests eight Dell Precision 7865 Tower Workstations to replace existing developer equipment that no longer meets software development and maintenance needs. The workstations must be compatible with the Navy's research network where they will be used. Procuring an alternative brand would require extensive testing and approval that could delay critical software fixes and improvements for at least two to three weeks at an estimated cost of $15,000. For these reasons, no immediate plans exist to competitively bid future requirements for these types of supplies and services, though the Navy will consider competition if other qualified sources emerge. The related federal contract opportunity is solicitation number N6426723Q0235 for Dell Precision workstations issued by the Department of the Navy Naval Sea Systems Command.

PA31 requires the procurement of Precision 7865 Tower Workstations. Alternatives would not be advised as any alternative would need to meet, at minimum, the specifications of the requested equipment and then be approved by the developer team to ensure that the alternative meets their needs. The Precision 7865 Tower Workstation configuration is also approved by the administrators of the cRDT&E network where the machine will reside. cRDT&E team have standard machine configuration recommendation but this custom configuration request is optimized towards software development tasks. Further delay could result in developers having insufficient equipment to effectively perform their duties and could risk delays in producing fixes and improvements to software.

PA31 requires the procurement of Precision 7865 Tower Workstations used on the cRDT&E network. This equipment will be replacing existing developer equipment which has been outgrown by the requirements for software development and maintenance. Not having proper equipment will result in continued delays in providing users fixes and improvements in a timely manner due to the long wait times for developers to perform necessary work.

An alternate solution is not an option because this equipment is approved and compatible with the target network. The internal research involved in replacing this equipment with an alternate brand require at least two to three weeks that involves software developers, network admins, and approving supervisor. Labor cost would be in the range of $15,000 which we do not have additional funds to cover.
