All bids must include a sworn statement disclosing any familial relationships between bidder owners or employees and school board members or the superintendent, as well as an Affidavit of Compliance with the Iran Economic Sanctions Act. Michigan use and sales tax applies to the project. The project does not require prevailing wages. Proposals must remain firm for 60 days from the bid opening date. The owner reserves the right to accept or reject any or all bids and to waive irregularities in proposals.

SECTION 00 11 13
NOTICE TO BIDDERS
1 .1 NOTICE TO BIDDERS
A. Reed City Area Public Schools, Reed City, Michigan, will receive proposals from qualified contractors for the G.T. Norman Elementary School Fire Alarm System Upgrade project, located at 338 W Lincoln Ave, Reed City, MI 49677.
B. The Owner will enter into one contract with the successful Contractor, who will be fully responsible for coordination of all required work between all trades.
C. Proposals must be mailed or delivered in person to Mr. Paul Lewis, Facilities and Transportation Director at 21809 Coyote Trail, Reed City, MI 49677. All proposals must be sealed in envelopes, plainly labeled “G.T. Norman Elementary School Fire Alarm System Upgrades” and must be received prior to 11:00 A.M., local time, on Tuesday, May 8, 2018. This will be a public bid opening. Evaluation of proposals and award will be at a later date; the successful contractor will receive a letter of intent prior to receipt of contract.
D. A pre-bid meeting will be held at G.T. Norman Elementary at 10:00 A.M., local time on Tuesday, April 24, 2018.
E. The Schedule of Work shall be as follows:
May 8, 2018 @ 11:00 AM Bids Due
May 16, 2018 Anticipated award of contract
June 11, 2018 Facility available for start of construction
July 11-13, 2018 No access to gymnasiums (floor refinishing)
August 10, 2018 Substantial Completion, Inspections Completed
Upon award of contract, Contractor shall propose an exact construction schedule / time frame window for Owner to review and approve, as incidental programs will have to be moved out of the building for the duration. Building is not intended to be occupied during construction period.
F. All bidders are required to furnish Bid Security in the amount of five (5%) percent of the Base Bid. Form of the security may be a bid bond, certified or cashiers’ check made payable to Reed City Area Public Schools. This will be a guarantee that the bidder selected by Reed City Area Public Schools will furnish the required PLM Bonds; failure to do so could mean forfeiture of the Bid Security.
G. All bidders must indicate, where shown on the Proposal Form, the cost of Performance and Labor and Material Payment Bonds covering 100% of the value of the Project. Do not include the cost of the Bonds in the Base Bid.
H. All bids shall be accompanied by a sworn statement disclosing any familial relationship that exists between the owner(s) or any employee of the bidder and any member of the Board of Education of the School District or the Superintendent of the School District. The Board of Education shall not accept a bid that does not include a sworn and notarized familial relationship disclosure statement.
I. All bids shall be accompanied by Affidavit of Compliance – Iran Economic Sanctions Act in compliance with “Iran linked business” within the meaning of the Iran Economic Sanctions Act, Michigan Public Act No. 517 of 2012. The Board of Education shall not accept a bid that does not include the Affidavit of Compliance.
J. Applicable Michigan use and sales tax apply to this project.

K. All bidders should note that this project does not require prevailing wages.
L. Bidding Documents may be viewed and/or requested via GMB’s website www.gmb.com under “Bid Sets”. Bidding Documents will be available after April 20, 2018. Bidders may order a complete set and receive a “hard” copy and/or may download drawings and specifications from the Plan Command site. Please note that contractors are responsible to review information on all drawings and specifications. GMB is not responsible for missing information as a result of printing from on-line PDF’s due to variations in printer capabilities. Only prints supplied by GMB should be used.
