Offender count is set once annually; agency chooses whether it is on contract anniversary or start of agency's fiscal year.
Volume Discount For first 25000 offenders, fee for each offender is listed fee above.
For next 25000 offenders (25001-50000), fee for each offender is 95% of the listed fee.
For next 25000 offenders (50001-75000), fee for each offender is 90% of the listed fee.
For next 25000 offenders (75001-10000), fee for each offender is 85% of the listed fee.
For remaining offenders (100001+), fee for each offender is 80% of the listed fee.

This License fee is a one-time fee that provides perpetual right to use the software for the named institution.

Has previously functioned as an Enterprise Architect for the particular software solution for 10+ years, manages the software team responsible for delivering the enterprise-grade correctional solution, has previously implemented the solution to at least 4 large State and Federal correctional agencies who each have at least 2000 staff and supervise over 30000 offenders.
Is a subject matter expert on the particular software solution, will advise the customer of best practices from other agencies, business decisions, coordinate the gap analysis with customer's subject matter expert, identify risks and develop mitigation strategies, oversee the software customizations needed, and ensure solution is delivered on time and on budget.
1. Project Planning: Defines project scope: objectives, deliverables, and boundaries. Creates a WBS to break down the project into manageable tasks with timelines, milestones and deadlines using Microsoft Project.
2. Resource Management: Manage resources, including personnel, equipment, and materials, ensuring they are available and utilized effectively.
3. Budget Management: Estimate costs for resources, labor, and other expenses. Ensure expenditures stay within budget.

Responsibilities of an Enterprise Software Architect
1. Architectural Design: Develop high-level software architecture, design patterns and frameworks that ensure scalability, reliability, performance, and compliance with FedRAMP security requirements, including implementing controls for confidentiality, integrity, and availability of data.
2. Integration: Oversee the integration of ATG’s software systems with correctional agency’s various existing software systems and technologies to ensure they work together efficiently and securely.
3. Technical Leadership: Provide guidance and mentorship to development teams, ensuring they follow architectural guidelines and best practices. Includes code reviews.
4. Standards and Governance: Define and enforce technical standards, best practices, and policies to ensure consistency across the software development lifecycle. Incorporate mechanisms for data encryption, secure data transmission, and access controls to ensure that sensitive information is protected in compliance with FedRAMP standards.

Responsibilities of an Enterprise Database Architect
1. Database Design and Architecture: Create logical and physical database schemas optimized for performance, scalability, and data integrity. Develop data models using techniques like Entity- Relationship Diagrams (ERDs) and Unified Modeling Language (UML) to visualize data structures and relationships. Implement database security and scalability technologies (partitioning, data replication, data warehousing, etc.) based on correctional agency’s requirements and performance considerations.
Implement monitoring tools to track database performance, resource usage, and query execution.
2. Data Security and Compliance: Define and enforce access control policies to ensure that only authorized users and applications have access to sensitive data; includes implementing RBAC and managing database permissions; encryption standards (AES, TLS, FIPS 140-2, etc.) required by FedRAMP for data at rest and in transit.
3. Backup and Recovery: Develop and maintain backup and DR plans to ensure data availability and integrity in case of hardware failures, data corruption, or other incidents.

1. Design and Planning: Developing comprehensive network design and architecture plans, including network topology, hardware, and software specifications. They ensure that the correctional institution’s LAN and Wi-Fi network, WAN network connecting institutions to central data centers and cloud providers, is is robust, scalable, and capable of supporting current and future business requirements.
2. Implementation and Integration: Overseeing the deployment and integration of network solutions, including routers, switches, firewalls, and other network devices. Work closely with other IT teams to ensure seamless implementation and integration with existing systems.

Responsibilities of a Senior Database Analyst

Implement indexing strategies and analyze execution plans to improve query efficiency. Utilize database monitoring tools (SSMS, Redgate, etc.) to track performance metrics, identify bottlenecks, and proactively address issues.
3. Data Analysis and Reporting: Extract, transform, and load (ETL) data to support business intelligence and reporting needs. Use ETL tools and SQL scripts to manage and manipulate data.

Has previously managed and supported secure networks at least 2 large State and Federal correctional agencies who each have at least 2000 staff and supervise over 30000 offenders.

1. Network and Server Implementation: Configure and install network devices such as routers, switches, firewalls, and load balancers such that it conforms to architecture determined by Executive Management team. 1) Test Planning and Strategy: Develop detailed test plans and test cases, ensuring comprehensive coverage of the affected portion of the software system, based on project requirements and design documents.
2) Testing and Validation: Execute test cases, compare outcomes against expected results and document results. Formally track defects or issues found during testing, collaborate with developers to resolve issues and verify fixes.

3. Server Setup and Configuration: Assist with the installation and configuration of servers, including physical hardware and virtual servers. Configure server settings, including network configurations, user permissions, and system preferences.
4. Server Maintenance: Apply software updates, patches, and security fixes to keep servers up-to-date and secure.

For three hundred and sixty five (365) days (the "Warranty Period") from the Customer’s date of purchase, ATG warrants for the Customer’s benefit alone, that (i) the Software will substantially conform to the applicable Documentation and (ii) the media on which the Software is distributed and the Documentation (if any) are free from defects in materials and workmanship and, (iii) during the Warranty Period, the Software will operate substantially in accordance with the Documentation. If during the Warranty Period an error in the Software occurs, the Customer may return the Software to ATG for either repair or replacement, or if so elected by ATG, refund of the license fee paid by the Customer under this Agreement.
THE FOREGOING ARE THE ONLY WARRANTIES PROVIDED BY ATG AND ATG DISCLAIMS ANY
AND ALL OTHER WARRANTIES, WHETHER EXPRESS OR IMPLIED, INCLUDING BUT NOT LIMITED
TO, ANY IMPLIED WARRANTIES OF MERCHANTABILITY OR FITNESS FOR A PARTICULAR
PURPOSE.
Because computer software is inherently complex and may not be completely free of errors, it is the Customer’s responsibility to verify its work and to make backup copies, and ATG will not be responsible for the Customer’s failure to do so. ATG’s cumulative liability to the Customer or any party for any loss or damages resulting from any claims, demands, or actions arising out of or relating to this Agreement shall not exceed the license fee paid to ATG for the applicable Software.
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, IN NO EVENT WILL ATG BE
LIABLE FOR INDIRECT, SPECIAL, INCIDENTAL, ECONOMIC, EXEMPLARY, OR CONSEQUENTIAL
DAMAGES ARISING OUT OF THE USE OF OR INABILITY TO USE ATG PRODUCTS OR SERVICES,
INCLUDING, WITHOUT LIMITATION, DAMAGES OR COSTS RELATING TO THE LOSS OF PROFITS,
BUSINESS, GOODWILL, DATA, OR COMPUTER PROGRAMS, EVEN IF ATG HAS BEEN ADVISED OF
THE POSSIBILITY OF SUCH DAMAGES. THE FOREGOING EXCLUSION/LIMITATION OF LIABILITY
SHALL NOT APPLY (1) TO PERSONAL INJURY OR DEATH CAUSED BY ATG’S NEGLIGENCE; (2) FOR FRAUD; OR (3) FOR ANY OTHER MATTER FOR WHICH LIABILITY CANNOT BE EXCLUDED BY LAW.
The Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.
Limitation of Liability. Except as otherwise provided by an express or implied warranty, the Contractor will not be liable to the ordering activity for consequential damages resulting from any defect or deficiencies in accepted items.
TABLET HARDWARE
ATG warrants to the original end-user purchase, that the SCORE® Secure Device, excluding content and/or software supplied with or on it, will be free from defects in material and workmanship under normal use for a period of ninety (90) days from the date the SCORE® Secure Device is delivered to you. This warranty is non-transferrable, and you agree that this warranty may be further limited by circumstances beyond ATG’s control, including but not limited to security measures or other polices or procedures put in place by the institution in which you are housed.
ATG’s liability under this warranty, and your exclusive remedy, is limited (at ATG’s discretion) to either replacing or repairing the SCORE® Secure Device; provided however, if ATG is unable to repair or replace your SCORE® Secure Device, ATG may provide you with an equivalent product, which may be a refurbished product, at ATG’s sole discretion.

Advanced Technologies Group LLC (ATG) Perpetual Software License Agreement
READ THE TERMS AND CONDITIONS OF THIS AGREEMENT CAREFULLY BEFORE LOADING,
AND/OR OTHERWISE USING THE SOFTWARE. THIS AGREEMENT, TOGETHER WITH THE SCHEDULE
PRICE LIST, THE UNDERLYING GSA SCHEDULE CONTRACT, AND ANY APPLICABLE GSA
CUSTOMER PURCHASE ORDERS REPRESENTS THE ENTIRE AGREEMENT CONCERNING THE
SOFTWARE BETWEEN THE GSA CUSTOMER AND ATG, AND THEY SUPERSEDE ANY PRIOR
PROPOSAL OR UNDERSTANDING BETWEEN THE GSA CUSTOMER AND ATG. THIS AGREEMENT,
HOWEVER SHALL NOT TAKE PRECEDENCE OVER THE TERMS OF THE UNDERLYING GSA
SCHEDULE CONTRACT OR ANY SPECIFIC, NEGOTIATED TERMS ON THE GOVERNMENT’S
PURCHASE ORDER.
THE GSA CUSTOMER ACCEPTS AND AGREES TO THE TERMS OF THIS AGREEMENT, AND THEREBY
CREATES A CONTRACTUAL AGREEMENT BETWEEN THE GSA CUSTOMER AND ATG. IF THE GSA
CUSTOMER IS NOT WILLING TO BE BOUND BY THE TERMS OF THIS AGREEMENT, THE GSA
CUSTOMER SHOULD NOT DOWNLOAD, INSTALL, OR USE THE SOFTWARE, AND PROMPTLY
RETURN THE SOFTWARE AND ASSOCIATED DOCUMENTATION.
1. LICENSE GRANT
ATG grants to the GSA Customer, a perpetual, non-exclusive, and non-transferable license to use software program(s) provided by ATG, and the accompanying user documentation (“Documentation”), (collectively, the “Software”) as purchased by the GSA Customer only as authorized in this Agreement. The GSA Customer may not assign, transfer, rent, or sublicense the Software. The Software consists of proprietary products of ATG or its third party suppliers, and the proprietary rights that protect such property may include, but are not limited to, U.S. and international copyrights, trademarks, patents, and trade secret laws of general applicability. All right, title and interest in and to the Software are and shall remain with ATG or its third party suppliers, as applicable. This Agreement does not convey to the GSA Customer any interest in or title to the Software, but only a limited right of use, revocable in accordance with its terms.
ATG software is licensed to a named prison facility that is owned, operated and managed by the particular ordering activity that purchased the license. The software can only be used to manage information about inmates residing at the named prison facility. The license does not limit number of users, even from other agencies that need access to the information stored. The licenses are not transferable between agencies or between prison facilities within an agency. The only exception to the previous statement is that in the event that a prison facility is permanently closed, the agency can transfer that prison’s license to another prison facility owned, operated and managed by the same agency.
The GSA Customer may use the Software on unlimited number of computers to support residents of facilities licensed for using this software. The GSA Customer may only license software for facilities that are owned, operated and managed by the GSA Customer.
For Software provided to the GSA Customer for an evaluation period, the GSA Customer may use the Software until the completion of the evaluation period.
