The Service Contract Labor Standards, formerly the Service Contract Act (SCA), apply to this contract and it includes SCLS applicable labor categories. Labor categories and fixed price services marked with a (**) in this pricelist are based on the U.S. Department of Labor Wage Determination Number(s) identified in the SCLS Matrix. The prices awarded are in line with the geographic scope of the contract (i.e., nationwide).

The SCA Directory of Occupations provides guidance that the Quality Control Inspector “FGE [federal grade equivalent] is one grade above the class that performs the work being inspected." The Quality Auditor will be auditing work performed by the Customer Care Representatives. As there is no grade above General Clerk III, the SCA minimum used 10% above the General Clerk III.

The following labor category descriptions describe the functional responsibilities and the minimum education and experience requirements for each labor category. Education and experience may be substituted for each other. Each year of relevant experience may be substituted for one year of education and vice versa. In addition, GED, professional licenses, and vocational technical training may be substituted for experience or education.

Cloud Analyst Assists with analysis of business needs and processes, gathers, and organizes data from standard reports, analyzes data to identify trends and patterns and investigates issues, produces clear reports of results, process definitions and workflow diagrams, performs systems analysis or testing, creates, or maintains databases, develops and implements plans. Supports Cloud systems analysis and testing. Uses industry recognized methods to deliver work products in analysis, design, system testing, implementation or support and maintenance in a system lifecycle for the specific cloud technology. Analyzes cloud usage and performance using monitoring tools to identify trends, patterns and issue the may impact the environment. Assists with analysis of business needs and processes, gathers, and organizes data from standard reports, analyzes data to identify trends and patterns and investigates issues, produces clear reports of results, process definitions and workflow diagrams, performs systems analysis or testing, creates, or maintains databases, develops and implements plans. Makes recommendations to optimize resource allocation, application performance and cost reduction in the cloud environment.

Cloud Architect Designs cloud infrastructure, virtual private cloud, virtual private network, relational database services, auto scaling, and compute resources to meet customers’ requirements. Responsible for developing overall cloud strategy, ensuring security controls are in place along with management and monitoring services. Designs solutions for various deployment models and service models including Infrastructure as a Service (IaaS), Platform as a service (PaaS), Software as a Service (SaaS) and emerging cloud services to optimize the essential characteristics of cloud computing. Advises on storage and security solutions to securely store data in multi-tenancy environments. Collaborates with enterprise architecture team and other stakeholders to determine enterprise tools, technologies and processes. Responsible for delivering an end-to-end cloud architecture solution across all domains.

Cloud Developer Ability to integrate cloud services, such as databases, messaging systems, and authentication services into cloud applications. Ensures the cloud applications are secure and compliant with relevant regulations and standards. Provides computer systems programming for Cloud applications, cloud programming languages, databases, middleware, technical support, and consulting for applications support using tools compatible with the Cloud platform being utilized. Applies expertise in programming procedures to analyze, design, create or modify programs based on and related to system design specifications.

Cloud Developer/Progr ammer

Provides application development support within the Cloud IT environment. Develop block diagrams and logic flow charts. Ability to integrate cloud applications with other systems such as databases using APIs. Translate detailed design into computer software. Develop, Test, debug, and refine the computer software to produce the required product. Ensures the cloud infrastructure is secure and compliant with relevant regulations and standards, such as authentication and authorization, to protect data and application. Prepare required documentation, including both program-level and user-level documentation. Enhance software to reduce operating time or improve efficiency. Provide technical direction to programmers to ensure program deadlines are met. Experience in Cloud IT information system design, including application programming on large-scale DBMS and the development of complex software to satisfy design objectives.

Including overall network security, firewall, VPN, anti-virus, and data center backup & recovery. Creates scripts and templates to automate routine task to improve efficiency. Ensures the cloud infrastructure is secure and compliant with relevant regulations and standards. Ability to provide and maintain detailed documentation on each job. Demonstrate critical thinking, strong communication skills and the ability to develop strategic ongoing customer relationships. Provide support to monitor, install and perform maintenance on networks in the Cloud IT environment. Provide support in responding to system user requests for assistance. Provide support for on-the-spot diagnostic evaluations, implementation of corrections, and training users in proper operation of systems and programs. Assist in administering all computer platforms as directed and assist in resolving any operations problems. Support the agency LAN Administrator with server maintenance and administration.

Defines problems and analyzes and develops plans and requirements in a subject area for complex systems. Coordinates and manages preparation of analyses, evaluations, and recommendations for proper implementation of programs and system specifications in information systems architecture, automation, telecommunications, networking, communication protocols, software, email, M&S, or data storage and retrieval.
