Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Computer Network Integrator Functional Responsibility: The Computer Network Integrator handles operation, integration, testing, and troubleshooting across various network and related computer systems, as well as data dissemination to internal subsystems and external networks.
Minimum Experience: 5 years Minimum Education: Bachelors*
Computer System Administrator Functional Responsibility: The Computer System Administrator handles computer systems administration in support of assigned programs. Provides support for day-to-day operations of network operations center infrastructure in a 24/7 operational production environment.
Minimum Experience: 1 year Minimum Education: Bachelors*
IT Test and Eval Engineer Functional Responsibility: The IT Test and Eval Engineer assists with various areas of testing of current and new applications/software. Testing is required for all software development that relate to changes requested for any existing software functionality, as well as any new functionality that is installed within an application. The role will be focused on executing testing for user acceptance in addition to supporting Engineers with evaluations, documentation, and documenting all findings related to testing and evaluation.

PMO Engineer Functional Responsibility: The Project Management Office (PMO) Engineer handles successful management and execution of a variety of IT projects, employees, primary software implementation, and business systems projects. As the Project Manager (PM), they will need to understand the business objectives and proactively manage all aspects of the project to meet or exceed expectations. This includes resource assignment and planning, scope, timeline, and budget, and developing and maintaining a positive and professional relationship with all project stakeholders. Acts as the first Point-of-Contact (POC) for questions about a project and are responsible for external communication with clients and stakeholders, ensuring project adherence to scope, timeline, and budget, and proactively acting on any anticipated changes, issues, risks, or delays.

System Network Engineer Functional Responsibility: The System Network Engineer handles operation, integration, testing, and troubleshooting across various network and related computer systems, as well as data dissemination to internal subsystems and external networks.

Lead Senior Technical Writer Functional Responsibility: The Lead Senior Technical Writer translates IT technical content from multiple sources into a style and format that meets multiple end-users needs and project goals. Consults with Subject Matter Experts (SMEs) to evaluate, standardize, write, and maintain materials. Trains, coaches, and monitors Technical Writer manuals to ensure standards and compliance with contract requirements.
Minimum Experience: 7 years Minimum Education: Bachelors*
Program Manager Functional Responsibility: The Program Manager oversees and manages all aspects of projects for large, multi-site accounts. The Program Manager must be able to marshal internal resources, leverage process, manage financials, and customer relationships, while directing subcontractors in the field across multiple locations and projects. Must be able to forecast and budget, manage a portfolio of projects, compile client documents, read installation drawings, and communicate effectively with internal and external stakeholders.
Minimum Experience: 4 years Minimum Education: Bachelors*
Technical Writer II Functional Responsibility: The Technical Writer II writes and revises military technical manuals and training materials on advanced military equipment, is support of Aerostat programs. Must have 3-5 years of Technical Writing experience to Military (MIL) standards, as well as Arbortext and XML experience.

Technical Writer III Functional Responsibility: The Technical Writer III writes and revises military technical manuals and training materials on advanced military equipment, in support of Aerostat programs. Must have more than 5 years of Technical Writing experience to MIL Standards, as well as Arbortext and xml experience.

PMO Trainer Functional Responsibility: The PMO Trainer oversees and directs the training infrastructure, design, development, delivery, and program support for the contract. Partners with other departments to train employees in job skills necessary to develop and provide training to our nation’s military. Uses instructional systems design, human performance technology, software engineering, customer support, and program/project management to provide these services to accomplish its training mission.
Maintains and updates the infrastructure to support training delivery and reporting requirements.
Minimum Experience: 3 years Minimum Education: Bachelors and PMP Certification
Technical Trainer/SME Functional Responsibility: The Technical Trainer/SME designs, develops, and delivers classroom and practical technical training using sound instructional design strategies and content to align with the developmental performance requirements of the Department of Defense (DoD) and Other Government Agencies (OGAs). Candidates will use current and advanced technologies to lead innovative approaches to achieve higher quality and shorter duration training cycles from novice to operational competence.
