Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Labor Category Descriptions

Cybersecurity Practitioner I Functional Responsibility: The Cybersecurity Practitioner I is responsible for supporting cybersecurity projects as directed. Responsibilities may include drafting, reviewing, or updating cybersecurity documentation. Supports assessment activities by capturing notes during interviews.

Minimum Education: Associates Minimum Experience: 1 year

Cybersecurity Practitioner II Functional Responsibility: The Cybersecurity Practitioner II has basic familiarity with cybersecurity capabilities and principles. Responsible for identifying themes and messages required in key cybersecurity documentation. Assists in conducting cybersecurity assessments including identifying stakeholders, evaluating technologies, and coordinating meetings.

Minimum Education: Associates Minimum Experience: 3 years

Cybersecurity Practitioner III Functional Responsibility: The Cybersecurity Practitioner III is familiar with the domains of a cybersecurity program. Responsible for leading small teams in developing, reviewing, and updating cybersecurity documentation, as well as conducting assessments. Ability to use common tools (e.g., Endpoint Detection and Response (EDR)) to implement cybersecurity capabilities.

Minimum Education: Bachelors Minimum Experience: 5 years

Cybersecurity Practitioner IV Functional Responsibility: The Cybersecurity Practitioner IV has experience in many domains of a cybersecurity program. Responsible for leading large teams and performing cybersecurity assessments.

Identifies mitigation strategies for weakness found during cybersecurity assessments. Defines goals and objectives for cybersecurity program to inform policies, standards, and procedures.

Minimum Education: Bachelors Minimum Experience: 8 years

Cybersecurity Practitioner V Functional Responsibility: The Cybersecurity Practitioner V has expertise in many domains of a cybersecurity program. Responsible for leading security assessments. Trains personnel in the proper techniques for performing security assessments as well as general users in cybersecurity principles.

Defines complex security architectures to mitigate identified security weakness. Leads and directs the development and implementation of security plans, policies, and procedures.

Minimum Education: Bachelors Minimum Experience: 15 years

Experience & Degree Substitution Equivalencies Experience exceeding the minimum shown may be substituted for education. Likewise, education exceeding the minimum shown may be substituted for experience.
