Service Contract Labor Standards: The Service Contract Labor Standards, formerly the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and/or when the contractor adds SCLS labor categories/employees to the contract through the modification process, the contractor shall inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract per the Multiple Award Schedule Solicitation.

Labor Category Descriptions

1. Application Engineer I

Minimum Education: A Bachelor’s Degree in Computer Science, Engineering, Information Systems or other related scientific or technical discipline and typically, an advanced degree or specialized certification.

Minimum Years of Experience: 1 year of experience in application engineering design, analysis, integration, and life cycle engineering support of large information systems projects.

Functional Responsibilities: Under some supervision, performs all life cycle support functions associated with the application engineering and development of large computer and information system projects.

Performs research, planning, design, cost benefit trade off analysis, specification development, and all aspects of systems analysis of IT systems. Works within a team to develop standards and interfaces, certifications, and performs tests and evaluates complex systems.

2. Application Engineer II

Minimum Education: A Bachelor’s Degree in Computer Science, Engineering, Information Systems or other related scientific or technical discipline and typically, an advanced degree or specialized certification.

Minimum Years of Experience: 5 years of experience in application engineering design, analysis, integration, and life cycle engineering support of large information systems projects.

Functional Responsibilities: Under little or no supervision, performs all life cycle support functions associated with the application engineering and development of large computer and information system projects. Performs research, planning, design, cost benefit trade off analysis, specification development, and all aspects of systems analysis of IT systems. Responsible for standards and interface development, certifications, and test and evaluations of complex systems.

3. Application Engineer III

Minimum Education: A Bachelor’s Degree in Computer Science, Engineering, Information Systems or other related scientific or technical discipline and typically, an advanced degree or specialized certification.

Minimum Years of Experience: 8 years of experience in application engineering design, analysis, integration, and life cycle engineering support of large information systems projects. At least two years supervisory experience.

Functional Responsibilities: Responsible for all life cycle support functions associated with the application engineering and development of large computer and information system projects. Oversees and performs research, planning, design, cost-¬benefit trade off analysis, specification development, and all aspects of systems analysis of IT systems. Responsible for standards and interface development, certifications, and test and evaluations of complex systems. Responsible for the supervision of subordinate application engineers.

4. Business Analyst I

Minimum Education: A Bachelor’s Degree in Computer Science, Business, Liberal Arts, Engineering, Information Systems or other related scientific or technical discipline and typically, an advanced degree or specialized certification.

Minimum Years of Experience: 2 years of related experience.

Functional Responsibilities: Analyze, assess, plan, design, and implement operational and functional baselines. Create conceptual business models to identify relevant changes needed. Assist in applying common best practices for the industry to the customer using a knowledge base to create conceptual business models and to identify relevant issues and considerations in selecting application software packages. Assess the operational and functional baseline of an organization and its organizational components and help to define the direction and strategy for an engagement while ensuring the organizational needs are being addressed. Identify information technology inadequacies and/or deficiencies that affect the functional area’s ability to support/meet organizational goals. Support the development of functional area strategies for enhanced IT. Proficient in Agile ceremonies and methodologies.

5. Business Analyst II

Minimum Education: A Bachelor’s Degree in Computer Science, Business, Liberal Arts, Engineering, Information Systems or other related scientific or technical discipline and typically, an advanced degree or specialized certification.

Minimum Years of Experience: 4 years of related experience.

Functional Responsibilities: Analyze, assess, plan, design, and implement operational and functional baselines. Create conceptual business models to identify relevant changes needed. Assist in applying common best practices for the industry to the customer using a knowledge base to create conceptual business models and to identify relevant issues and considerations in selecting application software packages. Minimum Education: A Bachelor’s Degree in Computer Science, Engineering, Information Systems or other related scientific or technical discipline and typically, an advanced degree or specialized certification.

Minimum Years of Experience: 2 years of related experience.

Functional Responsibilities: Supports configuration management planning. Describes provisions for configuration identification, change control, configuration status accounting and configuration audits. Supports configuration planning. Identifies and maintains the original configuration of requirements documentation, design documentation, and related documentation. Responsible for configuration change control. Supports the change process so that only approved and validated changes are incorporated into product documents and related software. Responsible for configuration status accounting. Tracks all problems and changes in product documents and reports changes and current configuration. Responsible for configuration audits.

Deploys applications using tools. Supports audits to verify that requirements of all baselines have been met.

Supports the quality assurance process audits. May assume the role of DevOps engineer within an Agile team.

Includes maintenance of database dictionaries and integration of systems through database design. Works on most phases of database administration. Develops SQL, PL/SQL and database objects such as Schemas, Tables, Triggers, Packages, Procedures and Queries. Test and implement changes or new database designs. Provide direction to programmers and analysts as required to affect changes to database management systems. Provide answers to database questions.

9. Database Specialist II

Minimum Education: A Bachelor’s Degree in Computer Science, Engineering, Information Systems or other related scientific or technical discipline and typically, an advanced degree or specialized certification.

Minimum Years of Experience: 3 years of related experience.

Determine business requirements, translate them to technical requirements. Coordinate with various teammates on schedules and scope of projects. Develop technical solutions using software and hardware. Design, test, install and monitor IT systems. Uses Agile development practices including automation, DevOps, continuous integration, user story estimation, test-driven development among others.

11. IT Consultant II

Minimum Education: A Bachelor’s Degree in Computer Science, Engineering, Information Systems or other related scientific or technical discipline and typically, an advanced degree or specialized certification.

Minimum Years of Experience: 5 years of experience in systems analysis and design of large information systems programs, and at least 3 years of experience in information technology.

Functional Responsibilities: Coordinates with clients, advising them how to use IT solutions in order to meet their business objectives. Improve structure and efficiency of various IT systems. Determine business requirements, translate them to technical requirements. Coordinate with various teammates on schedules and scope of projects. Mentor junior members on team. Develop technical solutions using software and hardware.

12. IT Consultant III

Minimum Education: A Bachelor’s Degree in Computer Science, Engineering, Information Systems or other related scientific or technical discipline and typically, an advanced degree or specialized certification.

Minimum Years of Experience: 8 years of experience in systems analysis and design of large information systems programs, and at least 5 years of experience in information technology.

Functional Responsibilities: Coordinates with clients, advising them how to use IT solutions in order to meet their business objectives. Improve structure and efficiency of various IT systems. Determine business requirements, translate them to technical requirements. Coordinate with various teammates on schedules and scope of projects. Mentor junior members on team. Develop technical solutions using software and hardware.

Design, test, install and monitor IT systems. Creates and presents designs and architecture to team members and clients. Uses Agile development practices including automation, DevOps, continuous integration, user story estimation, test-driven development among others. Oversees the work of program personnel. Oversee multiple parts of project, from planning to completion. Provides high-level expertise to project.

13. Principal Engineer

Minimum Education: A Bachelor’s Degree in Computer Science, Engineering, Information Systems or other related scientific or technical discipline and typically, an advanced degree or specialized certification.

Minimum Years of Experience: 10 years of related experience.

Functional Responsibilities: Directs multiple work steams and oversees the work of program personnel.

Oversee every aspect of the engagement from planning to completion. Provides high‐level expertise and guidance for multiple projects. Interacts with the client on program related issues and directs communication across the program.

14. Program Manager I

Minimum Education: A Bachelor’s Degree in Business, Computer Science, Engineering, Information Systems or Management

Minimum Years of Experience: 6 years of related experience

Functional Responsibilities: Responsible for the effective management of funds and personnel and is accountable for the quality and timely delivery of all contractual deliverable items. Serves as the contractor's authorized point of contact with the customer and is responsible for overall contract task performance.

Responsible for formulating and enforcing work standards, assigning schedules, reviewing work discrepancies, supervising technical personnel, hiring and termination, and communicating policies, purposes, and goals of the organization to subordinate personnel. Responsible for ensuring that all required resources including manpower, funds, production components, computer time, and facilities are available for program implementation and completion. Responsible for the supervision of subordinate managers, engineers, scientists, analysts, and technicians.

15. Program Manager II

Minimum Education: A Bachelor’s Degree in Business, Computer Science, Engineering, Information Systems or Management.

Minimum Years of Experience: 10 years of related experience.

Functional Responsibilities: Responsibilities include project management of information systems development, project development from inception to deployment, providing technical guidance if needed and direction in multiple tasks across several functional areas. Also manages and control of funds and resources.

Is accountable for the quality and timely delivery of all contractual deliverable items. Assigns schedules, reviews work discrepancies and supervises technical personnel. Authority to hire and terminate resources on projects. First line manager for senior staff on task order or project. May act as a Scrum Master and provide Agile development guidance to the team leveraging principles such as Scrum and Kanban among others.

16. Security Specialist I

Minimum Education: A Bachelor’s Degree in Computer Science, Engineering, Information Systems or other related scientific or technical discipline and typically, an advanced degree or specialized certification.

Minimum Years of Experience: 2 years of related experience.

Functional Responsibilities: Provides support to plan, coordinate, and implement the organization’s information security. Provides support for facilitating and helping agencies identify their current security infrastructure and define future programs, design and implementation of security related to IT systems.

Oversees the efforts of security staff to design, develop, engineer, and implement solutions to security requirements. Responsible for the implementation and development of the DHS IT security. Gathers and organizes technical information about an organization's mission goals and needs, existing security products, and ongoing programs in the MLS arena. Performs risk analyses which also include risk assessment.

Provides support to plan, coordinate, and implement the organization’s information security. Provides support for facilitating and helping agencies identify their current security infrastructure and define future programs, design and implementation of security related to IT systems. A working knowledge of several of the following areas is required: understanding of business security practices and procedures; knowledge of current security tools available; hardware/software security implementation; different communication protocols; encryption techniques/tools; familiarity with commercial products, and current Internet/EC technology. Ability to serve as Information System Security Officer.

17. Security Specialist II

Minimum Education: A Bachelor’s Degree in Computer Science, Engineering, Information Systems or other related scientific or technical discipline and typically, an advanced degree or specialized certification.

Minimum Years of Experience: 5 years of related experience.

Functional Responsibilities: Provides support to plan, coordinate, and implement the organization’s information security. Provides support for facilitating and helping agencies identify their current security infrastructure and define future programs, design and implementation of security related to IT systems.

Oversees the efforts of security staff to design, develop, engineer, and implement solutions to security requirements. Responsible for the implementation and development of the DHS IT security. Gathers and organizes technical information about an organization's mission goals and needs, existing security products, and ongoing programs in the MLS arena. Minimum Education: A Bachelor’s Degree in Computer Science, Engineering, Information Systems or other related scientific or technical discipline and typically, an advanced degree or specialized certification.

Minimum Years of Experience: 1 year of related experience.

Functional Responsibilities: Analyzes functional business requirements and design specifications for functional activities. Must possess experience of system engineering in one or more areas including telecommunications concepts, computer languages, operating systems, database/DBMS and middleware. Performs research, planning, design, cost-benefit trade off analysis, specification development, and all aspects of systems analysis of IT systems. Uses Agile development practices including automation, DevOps, continuous integration and deployment, user story estimation, test-driven development among others. Automates processes. Uses and deploys cloud infrastructure.

22. System Engineer II

Minimum Education: A Bachelor’s Degree in Computer Science, Engineering, Information Systems or other related scientific or technical discipline and typically, an advanced degree or specialized certification.

Minimum Years of Experience: 5 years of related experience.

Functional Responsibilities: Provides identification/fixing of problems within existing systems, design/implementation of new systems and enhancement of existing systems. Must have a good technical background with a focus on IT systems.

23. Technical Architect I

Minimum Education: A Bachelor’s Degree in Computer Science, Engineering, Information Systems or other related scientific or technical discipline and typically, an advanced degree or specialized certification.

Minimum Years of Experience: 5 years of related experience.

Functional Responsibilities: Under occasional supervision, applies a wide set of engineering disciplines for planning, design, analysis, specification development, coding, and construction of computer and telecommunications information systems architectures. Assists in designing interface standards, quality assurance standards, performance standards, and cost‐benefit analysis of state-of-the-art information systems. Uses industry standard CASE and non‐CASE tools to perform functions. Leverages Agile and DevOps methodologies.

24. Technical Architect II

Minimum Education: A Bachelor’s Degree in Computer Science, Engineering, Information Systems or other related scientific or technical discipline and typically, an advanced degree or specialized certification.

Minimum Years of Experience: 8 years of related experience.

Functional Responsibilities: Under little or no supervision, applies a wide set of engineering disciplines for planning, design, analysis, specification development, coding, and construction of computer and telecommunications information systems architectures. Responsible for, or assists in the designing of interface standards, quality assurance standards, performance standards, and cost‐ benefit analysis of modem state of the art information systems. Leverages Agile and DevOps methodologies.
