*Ordering activities may request a price reduction at any time before placing an order, establishing a BPA, or in conjunction with the annual BPA review. However, the ordering activity shall seek a price reduction when the order or BPA exceeds the simplified acquisition threshold. IT Business Analyst
The job requirements for the IT Business Analyst starts with a rigorous analysis of project specifications, data availability (and quality), client-specific business drivers, delivery timelines and constraints, comprehensive end user functional requirements, and performance metrics. The result from this analysis is the creation of a high-level conceptual design for the overall IT solution and a detailed IT implementation plan. Additional deliverables from this analysis include information flow diagrams, mockups representing the proposed end user interaction with the system, the outline of an overall solution algorithm, an assessment of technology requirements, and identified interfaces to required third-party solutions.

The job also involves coordinating the delivery of the overall IT project from start to finish, including supporting an internal team, and coordinating IT design, development and deployment activities with testing resources and relevant stakeholders.

The IT Business Analyst is also responsible for the deployment and commissioning of the overall IT solution in the operations environment designated by the client.

End client interaction includes requirements gathering, design reviews, periodic project status updates and demonstrations, validation testing and subsequent commissioning based on a predefined set of acceptance criteria.

Specific technology implementation areas include general software applications, implementation of complex IT-driven solutions, integration with databases and subsequent analysis. Delivery platforms may include the desktop, a collaborative multi-user cloud environment, or mobile hand-held applications.

IT Quality Analyst
Quality validation starts from the initial IT design and extends to final acceptance and commissioning. The high-level IT design provides the basis for a set of rigorous quality assurance procedures that cover all aspects of the deliverable including user interactions, validation of algorithms and results, performance metrics, and testing of external interfaces. These procedures are subsequently refined following the detailed design.

Quality analysis is implemented at the unit level when the individual components of the overall deliverable are functionally tested on a standalone basis, and subsequently at the system-wide level when the functionality and performance is rigorously validated as part of the integrated solution. The responsibility of the solution architect is to provide a detailed IT design of the individual software components as well as the overall solution that meets the client’s functional requirements and performance metrics using the conceptual design as a starting point. This includes the system architecture identifying the data flows and interactions between all components in the system, the user interface design, detailed solution algorithm(s), the selection of all required third party technologies, and specific details for any interfaces to external databases and applications.

The solution architect is the lead developer and is responsible for the development of the software components as well as the integrated system. He/she provides technical guidance to other software developers in interpreting the requirements.

The solution architect is responsible for integrating with all third party solutions (applications, databases, and utility tools) at the technical level to ensure that these interfaces are fully functional and are implemented per design specifications. Client interaction includes providing clarification on specific IT features through periodic demonstrations. The solution architect is also the interface with the quality assurance team to ensure that development and QA efforts are synchronized through the development lifecycle.

The role of the IT engineering advisor is specific to software development projects that involve a significant component of IT engineering design in the solution.
