IT Professional Services
Agile Coach II
Minimum/General Experience: 8 years of relevant experience.
Functional Responsibility: Provide coaching services to teams and mid-level managers, enabling agile principles and scrum values. Significant delivery and leadership experience with agile lifecycle management tools and demonstrated experience with organizational change and DevOps for information technology (IT) project.
Minimum Education: Bachelor’s Degree
Automated Test Engineer
Minimum/General Experience: 3 years of relevant experience.
Functional Responsibility: Design, develop, and execute automated test scripts to validate the functionality, performance, and security of software systems. Work closely with developers, QA analysts, and project stakeholders to define test strategies, establish test environments, and ensure test coverage. Build and maintain automated test frameworks, integrate testing with CI/CD pipelines, and analyze test results to identify defects and areas for improvement. Ensure systems meet quality standards and comply with applicable federal and organizational policies. Develop, execute, and maintain automated test scripts using tools such as Selenium, JUnit, TestNG, or equivalent.
Collaborate with developers and analysts to define testable requirements and acceptance criteria.
Perform functional, regression, integration, performance, and load testing. Track and report on test execution, defects, and metrics. Support system validation in agile, DevSecOps, or traditional SDLC environments.
AWS SME
Minimum/General Experience: 5 years of relevant experience.
Functional Responsibility: Provides strategic and technical leadership in the design, development, migration, and optimization of enterprise solutions on Amazon Web Services (AWS). Advises stakeholders on leading practices, cloud architecture, security compliance, DevSecOps, and modernization strategies. Serve as a technical authority on AWS services, architecture, and engineering. May guide cloud adoption efforts, including lift-and-shift migrations, hybrid cloud configurations, and containerization. Work with stakeholders to meet agency-specific security requirements such as FedRAMP, FISMA, and/or NIST 800-53. Provide performance tuning, cost optimization, and high-availability designs. Mentor project teams on cloud-native development, serverless computing, and emerging AWS technologies. Support system documentation, including cloud architecture diagrams, system security plans, and configuration management.
Chief Architect
Minimum/General Experience: 12 years of relevant experience.
Functional Responsibility: Responsible for the designer-engineering, development and implementation of computer systems architecture across multiple IT platforms, including:
Mainframe, Client/Server and Web-based systems. Recommends integration strategies, policies, and procedures.
Communications Analyst
Minimum/General Experience: 0 years of relevant experience.
Functional Responsibility: Supports strategic internal and external communications initiatives by developing, editing, and distributing content to enhance organizational awareness, improve stakeholder engagement, and convey key messages. Write, edit, and review materials such as newsletters, press releases, briefing materials, reports, website content, and social media. Support analysis of communication effectiveness through metrics, surveys, and stakeholder feedback.
Support outreach activities including event coordination, stakeholder meetings, and public engagement campaigns. Coordinate with stakeholders to gather and synthesize content. Ensure consistency in messaging, tone, and branding across all communication channels.
Conversion Manager
Minimum/General Experience: 8 years of relevant experience.
Functional Responsibility: Owns conversion strategy. Develops, amends, and facilitates conversion design or redesign, including technical, implementation, product and delivery team coordination;
Owns and maintains conversion playbook (detailed action-by-action, minute-by-minute calendar for any conversion period); Develops and owns interface and mapping specifications, working with product, implementations, and technical team; Works with the Customer Readiness squad leader to identify conversion-affected business rules.; works with End-to-End Integration squad leader, product, and technical team to identify and classify (P1, P2, P3, P4) conversion defects; Develops, analyzes, and reports detailed results of trial and production conversions to delivery team; Manages go-live activities, including detailed playbooks, planning with customer, and all internal planning activities to facilitate a smooth transition to production; Manages post-go-live support and transition of production support to the Client Support Team; Runs the daily Conversion scrum.
Data Analyst, Mid

Data Quality Assurance Analyst, Senior
Functional Responsibility: Lead and/or contribute to review and analyze requirements, specifications, and technical design documents, providing timely feedback. Develop detailed, comprehensive, and well-structured test plans and/or test cases. Perform various tasks for testing applications. Design, develop, and/or execute automated tests. Identify and report issues found, then verify that issues are resolved. Contribute expertise in issue resolution. Perform test approach, plan and/or strategy followed by execution. Conduct software and system testing to include Unit, System, Integration, Regression and support User Acceptance Testing for applications.
Integration Engineer
Functional Responsibility: Responsible for the design, development, and implementation of integration solutions for enterprise systems. Analyze system requirements, design integration architectures, implement and test data and application interfaces, and maintain integration solutions to ensure seamless information flow between internal and external systems. Collaborate with developers, system architects, project managers, and end users to meet technical and business needs.
Ensure compliance wit security and data governance policies during integration processes. Support troubleshooting, performance tuning, and optimization of integration solutions. Create and maintain system documentation including integration workflows and technical designs.
Jr. Product Analyst
Functional Responsibility: Assist development teams in removing blockers and getting questions answered; Document requirements provided by the client as user stories and acceptance criteria in a scrum backlog; Consult on UI/UX design and usability; Facilitate communication between Frontend and Backend development teams, DevOps Engineers, UI/UX Designers and clients.
Product Analyst
Functional Responsibility: Develop an understanding of company products to meet the company’s current and future needs and the benefits to our clients; responsible for contributing to the design, specifications, and development of products to meet the client needs; develop user stories and break down requirements into deliverable functionality; analyze application/business domain data requirements and business rules, understanding the data flow from source to screen.
Product Manager
Functional Responsibility: Connect business strategy, design knowledge, and customer needs in order to develop a product that is relevant, feasible, and valuable. PMs are focused on optimizing a product to achieve the business goals and user necessities while maximizing return on investment.
Product Manager II
Minimum/General Experience: 7 years of relevant experience.
Functional Responsibility: Oversee all stages of product creation including design and development. Manage product backlog. Conduct product gap analysis and provide remediation plan.
Act as liaison for product team and end users.
Product Manager III
Minimum/General Experience: 9 years of relevant experience.
Functional Responsibility: Lead product managers. Oversee the establishment and maintenance of backlog and work prioritization. Provide overall test leadership, coordination, and management of all forms of product testing to ensure product deliverables are met.
Program Manager
Minimum/General Experience: 10 years of relevant experience.
Functional Responsibility: Acts as the single point of accountability for program success. Serves as the first point of contact for client escalations, ad hoc calls, reports, and other requests and will delegate responsibility among the program management office team. Responsible for keeping program stakeholders informed of the current program schedule, status, risks, and issues, as well as managing risks and issues to mitigate risk to the program. Program Manager leads multiple teams to deliver the scope outlined in the contract. Responsible for the execution of all areas of the project.
Servant leader and understands the value streams and alignment of investment themes to business values to manage program execution.
Project Manager
Minimum/General Experience: 6 years of relevant experience.
Functional Responsibility: Lead multiple IT projects from initiation to completion. Monitor daily squad scrums, daily scrum of scrums and semi-weekly update to leadership for actions required.
Communicate with stakeholders, including IT managers, vendors, and executive leaders. Lead risk management and mitigation efforts. Gather, analyze, and report IT metrics.
Release Train Engineer (RTE) II
Functional Responsibility: Support and Coach an Agile Release Train (ART) by steering it to success and navigating the complexity of delivering software in large, cross-functional environments. Resolve and escalate impediments, manage risk, ensure value delivery, and drive program level continuous improvement. The RTE is accountable for the overall planning, coordination, execution, and delivery of value through the program.
Salesforce SME
Functional Responsibility: Provide expert-level guidance on the implementation, configuration, integration, and optimization of Salesforce solutions to meet business and technical requirements.
Lead the design and architecture of Salesforce solutions and custom applications. Advise stakeholders on Salesforce leading practices, capabilities, limitations, and potential third-party tools.
Perform system evaluations and gap analyses to recommend optimal configurations and data models.
Support Agile development teams with detailed knowledge of Salesforce development lifecycle
(DevOps, sandbox strategy, etc.). Ensure compliance with security, data governance, and regulatory requirements. Coordinate with clients, product owners, and cross-functional teams to deliver strategic business outcomes.
Scrum Master
Functional Responsibility: Use the application of Agile Development practices to support application development. Bring experience in support of user stories, prioritization of stories in a software backlog, Sprint Planning, Spring Review and Sprint Retrospective activities and facilitate daily standup meetings of the software development team, technology experts, and product owners to implement successful technology strategies. Act as servant leader, remove barriers and assist teams with issue resolutions and escalations.
Scrum Master II
Functional Responsibility: The Scrum Master may facilitate or guide a software development product owner, team, and organization on how to use Agile/Scrum concepts, values, practices, and principles focusing on improving team effectiveness. The Scrum Master leads discussions and decision making and assists in mediation of conflict resolution. Scrum master can lead teams (6-8
FTE) of multiple skills and varying experiences. Scrum master removes blockers and has experience in risk management and ROAM (Resolved, Owned, Accepted, and Mitigated).
Security Analyst
Functional Responsibility: Plan and implement security measures to protect computer systems, networks, and data. Identifies, analyzes, and resolves security threats and vulnerabilities in a timely manner. Conduct security assessments, risk analyses, and recommend appropriate mitigation strategies. Support development, implementation, and enforcement of security policies and procedures. Monitor networks and systems for potential security incidents and responds to cybersecurity events. Assist in compliance efforts with applicable federal regulations and standards
(e.g., FISMA, NIST, FedRAMP). Provide technical support during audits, security reviews, and incident response. Coordinate with IT teams to implement patches and security configurations.

Senior Azure Engineer
Functional Responsibility: Responsible for developing and implementing Azure-based, data warehousing solutions; data ingestion, data processing, and ETL solutions. Creates and manages CI/
CD pipelines. Utilizes best practices in systems engineering, network engineering, and multi-region design strategies develop developing.
Senior Engineer
Functional Responsibility: Provides engineering and/or scientific solutions for highly complex technical/scientific matters. Enhances processes and quality to increase reliability. Designs and conducts tests to affirm design and development. Analyzes results of tests or outputs intended for
Customer.
Senior Managing Solution Architect
Functional Responsibility: Identify gaps or problems in clients’ computer systems; establish the client’s business strategy and technical needs; develop IT solutions to meet those needs; determine the cost implications of various solution options; Develop plans to show how options will work and discussing these with the client in an understandable way; ensure meets industry regulation specifications; give technical advice to clients and maintaining ongoing relationships with them;
provide customer feedback in a timely manner to the production department to ensure that product development or modification meets the clients’ needs.
Software Engineer
Minimum/General Experience: 1 year of relevant experience.
Functional Responsibility: Assist in developing, and maintaining applications and services.
Support coding, troubleshooting, and integrating services, while gaining hands-on experience with different platforms. Learn leading practices while improving understanding of infrastructure, and contributing to the development of scalable and secure solutions. Collaborate with cross-functional teams to address business needs effectively. Assist existing applications modifications, configure applications and support general-purpose applications development.
Subject Matter Expert
Functional Responsibility: Apply subject expertise in evaluating business operations and processes;
Identify areas where technical solutions would improve business performance; consult across business operations, providing mentorship, and contributing specialized knowledge; recommend technical solutions and determining software development requirements; provide subject expertise and guidance to IT developers during the software development life cycle; oversee the development, testing, and implementation of technical solutions; determine whether technical solutions meet defined requirements; verify technical reference information, including user guides, training manuals, and system requirements; ensure accurate representation of expertise prior to the distribution of technical solutions to end-users; document processes and disseminating information to all relevant stakeholders.
Test Engineer
Minimum/General Experience: 1 year of relevant experience.
Functional Responsibility: Review and analyze requirements, specifications, and technical design documents, providing timely feedback. Prepare and review test plans and test cases. Change Manager
Functional Responsibility: Focused on the people side of change, the Change Manager provides a systematic approach to organizational or technological transitions. Collaborates with project managers and project teams, setting up change management processes, and implementing strategies to help make necessary changes successful. Oversees change requests; monitors change request process and works with users to accept and adapt to the transition. The Change Manager also documents all changes for future reference and audits.
