SERVICE CONTRACT LABOR STANDARDS (SCLS) MATRIX
The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Web Developer
Minimum Education: Bachelor’s Degree
Minimum Years’ Experience: 10 years
The user interface/web developer will take projects from concept through production. They work closely with customers and other members of the development team conceptualizing new application requirements to ensure that all facets of a user’s experience are considered. Their primary objective will be to work with customers and the development teams through the project lifecycle to envision, create, and validate user interfaces and experiences for desktop software and web services. They employ participatory design, creative brainstorming, and other techniques to collaborate with customers/stakeholders, software engineers and other project team members as part of an agile software development process. They also map workflows and user paths, create wire frames, mockups, prototypes, and write UI specifications to support development on multiple platforms. They design graphics, icons and other visual design elements. They evaluate designs using user-centered design techniques such as UI reviews and cognitive walk-throughs. They maintain an awareness of current trends in technology, design and usability.
Application Developer
Minimum Years’ Experience: 15 years
Application Developers provide full stack development support for elements and management of hardware and software resources. They also translate requirements into end-to-end design for applications that involve multiple interfaces to other applications and supporting data repositories.
Application developers also perform end-to-end quality assurance of data feeds and data sets;
Operate configuration-based web scrapers; Train users to configure web scrapers; Troubleshoot problems with web scrapers; Identify and document areas for improvement in workflows or systems;

IT Program Manager
Minimum Years’ Experience: 10 Years
Manages daily operations for complex, mission-critical, and strategic, information technology related programs which may involve multiple projects and groups of personnel. Serves as the program manager typically responsible for organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks that often require managing teams of contractor personnel at multiple locations. Provide overall direction of program activities, effectively manages funds, personnel, production standards and resources (equipment and facilities) and ensures quality and timely delivery of all contractual items. Manage and maintain contractor interface with the senior levels of the customer's organization. Systems Engineer
Minimum Years’ Experience: 12 years
The System Engineers provide development engineering and programming support to projects and infrastructure support activities. They design and develop enterprise applications in a web environment, and they develop, create, and modify general computer applications software or specialized utility programs. They analyze user needs and develops software solutions as well as, design software or customize software for client use with the aim of optimizing operational efficiency.
The software engineers analyze and design databases within an application area, working individually or coordinating database development as part of a team. They also manage websites including design, develop, deploy and maintain activities as well as perform testing and quality assurance of web sites and web applications.
Software Developer
Minimum Years’ Experience: 15 years
The Software Developer designs, develops, enhances, debugs, implements software, and troubleshoots production problems related to software applications. They escalate things which impact the release / product launch to manager / senior manager. They also analyze process flows, identify process improvements, document best practices to drive continuous improvement and act as the last line of defense against code failure.
IT Project Manager
Minimum Years’ Experience: 7 years
Acts as manager and overall point of contact for a specific project within an overall enterprise-wide IT solution program. Directs project-specific IT staff and reviews work products for completeness and adherence to customer requirements. Provides communication to management to review project plans, status reports, and deliverables. Develops overall project milestones and monitors the execution of the project against planned timelines. Serves as focal point for the contract and client regarding programs direction, task scheduling and budget control.
