Title: Business Analyst Description: Works with the business community and the technology group to provide business or technical solutions to meet customer needs. Possesses expertise in the business and an understanding of the organization’s technology architecture, systems and capabilities. Analyzes the business strengths and weaknesses; assists with the determination of opportunities for process or functional improvements;

assists in business process redesign; and provides appropriate documentation. Translates high level business requirements into functional specifications, and review them with the business users, and make/track changes as appropriate. A solid, but high-level understanding of current and customer technology infrastructure and architecture is required. May also support the Project Manager and project team in the performance of project administration activities such as scheduling metings and recording meeting minutes. Serves in a team member role.

Description: Provides financial management, oversight, and analysis for government IT projects and programs. Brings extensive experience managing federal funds, completing feasibility studies including cost benefit analysis, and developing Advance Planning Documents (APDs), Implementation Advanced Planning Documents (IAPDs), and RFPs. Provides extensive regulatory, policy, and financial management expertise. Assesses compliance with existing financial management controls and performance-based contracting mechanisms and makes recommendations for improvements.

Recommends financial and contract management controls to enhance the quality and accuracy of financial reporting.

Title: Project Management Officer Description: Oversees the day-to-day functions of the project management office team in a multi-phase system implementation with multiple project workstreams. Provides oversight and ensures quality of project management documents, project work activities, monitors risks and provides recommendations including risk mitigation strategies. Facilitates and supports business prioritization and planning activities across cross-functional teams to support multiple project plan releases. Title: Program Manager

Description: Provides program management (managing multiple projects) and leads highly complex information technology projects. Brings experience overseeing all project phases including design, development, change management, and maintenance of a variety of technology implementations.

Title: Project Manager Description: Manages a specific project and the work performed. Directs the day-to-day management of the project, identifies issues and risks, and recommends possible issue and risk mitigation strategies.

Acts as a facilitator between an agency and the design, development, and implementation (DDI) contractor. Is responsible for ensuring that work performed is within scope, consistent with requirements, and delivered on time and on budget. Identifies critical paths, tasks, dates, testing, and acceptance criteria. Provides solutions to improve efficiency (e.g., reduce costs while maintaining or improving performance levels). Description: Designs and implements large-scale, highly complex systems involving information processing, communications, and networking. Identifies necessary interfaces between enterprise solution applications and legacy IT environment. Supports all program/project legacy modernization planning and milestone development. Is knowledgeable of state-of-the-art and emerging technologies and methodologies.

Title: Subject Matter Expert Description: Possesses knowledge of a specific body of work, functional area, computer platform, business area, or process. Title: Senior Systems/Security Analyst Description: Provides technical expertise including review of software architecture for feasibility, consistency, and adherence to industry standards and best practices, assessment of the existing code base for appropriate portability and maintainability, taking into consideration software metrics. Experienced in requirements analysis, application of FIPS and NIST standards to complex information security programs, system security audits, and hands-on experience and/or industry certifications such as CISSP, GIAC, CISA, etc.

Title: Technical Analyst Description: Develops or reviews requirements for information systems from a project’s inception to conclusion. Title: Senior Testing Specialist Description: Designs and executes IT software tests and evaluates results to ensure compliance with applicable regulations. Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101,

22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
