Service Contract Labor Standards (SCLS)

The Service Contract Labor Standards (SCLS), also referred to as the Service Contract Act

(SCA) is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories/services have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and

29 CFR 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the contractor adds SCA labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Applications Programmer - Level I

Devises or modifies procedures to solve problems considering computer equipment capacity and limitations, operating time, and form of desired results. Designs, codes, tests, debugs, and documents.

Minimum Education: Bachelor’s degree

Minimum Years of Experience: 5 years

Applications Programmer - Level II

Assist with the analysis of information requirements. Aid in the evaluation of problems with workflow, organization, and planning and help in the development of appropriate corrective action.

Minimum Years of Experience: 7 years

Applications Programmer - Level III

Participate in the design of software tools and subsystems to support reuse and domain analysis. Assist Applications Engineer and Applications Programmer to interpret software requirements and design specifications to code, and integrate and test software components.

Minimum Years of Experience: 10 years

Business Analyst - Level I

Provide analysis and design of business systems for different applications such as:

financial, accounting, human resources, and other enterprise systems. Handle test scripts and service requirements; work closely with end users on project development and implementation.

Analysts should have a working knowledge of relational database environments, structured analysis, data modeling, information engineering, mathematical model building, sampling, and cost accounting to plan the system. Prepare cost-benefit and return-on-investment analyses to help management decide whether implementing the proposed system will be financially feasible.

Business Analyst - Level III

Analysts should have a working knowledge of relational database environments, structured analysis, data modeling, information engineering, mathematical model building, sampling, and cost accounting to plan the system. Specify the inputs to be accessed by the system, design the processing steps, and format the output to meet the users’ needs. Prepare cost- benefit and return-on-investment analyses to help management decide whether implementing the proposed system will be financially feasible. Possess excellent verbal and written communications skills.

Project Manager - Level I

Typically oversee all aspects of the project, leading a team on small projects or a segment of large and complex projects. Analyze new and complex project-related problems and create innovative solutions that normally involve the schedule, technology, methodology, tools, solution components, and financial management of the project. Provide applications systems analysis and long and short-range plans for application selection, systems development, systems maintenance, and production activities for necessary support resources. Commensurate experience and education for the specific level.

Minimum Years of Experience: 6 years

Project Manager - Level II

Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects. Takes projects from original concept through final implementation. Interfaces with all areas affected by the project including end users, computer services, and client services. Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Provides technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of problems.

Minimum Years of Experience: 12 years

Project Manager Level III

Quality Assurance Analyst - Level I

Provide technical and administrative direction for personnel performing software development tasks, including the review of work products for correctness, adherence to the design concept and to user standards, review of program documentation to assure Government standards/requirements are adhered to, and for progress in accordance with schedules.

Coordinate with the Project Manager and/or Quality Assurance Manager to ensure that problems are solved to the user’s satisfaction. Make recommendations, if needed, for approval of major systems installations.

Quality Assurance Specialist - Level II

Develop and implement quality control methodologies to ensure compliance with quality assurance standards, guidelines, and procedures in a large computer-based organization. Develop and define major and minor characteristics of quality including quality metrics and scoring parameters and determines requisite quality control resources for an actual task order. Establish and maintain a process for evaluating hardware, software, and associated documentation and/or assist in the evaluation. Conduct and/or participate in formal and informal reviews at pre-determined points throughout the development life cycle.

Quality Assurance Analyst -Level III

Carries out procedures to ensure that all information systems, products and services meet organization standards and end-user requirements. Performs and leads tests of software to ensure proper operation and freedom from defects. May create test data for applications. Documents and works to resolve all complex problems. Reports progress on problem resolution to management.

Devises improvements to current procedures and develops models of possible future configurations.

Acts as information resource about assigned areas to technical writers and other Quality Assurance

Analysts. Performs complex workflow analysis and recommends quality improvements.

Systems Administrator - Level II

Perform the daily activities of configuration and operation of systems which may be mainframe, mini, or client/server based. Perform the optimizing of system operation and resource utilization, and perform system capacity analysis and planning. Provide assistance to users in accessing and using business systems. Commensurate experience and education.

Systems Administrator - Level III

Responsible for activities related to system administration. Assigns personnel to various projects, directs their activities, and evaluates their work. In addition to all SA-Intermediate level duties, ensures long-term requirements of systems operations and administration are included in the overall information systems planning of the organization. Responsible for the installation, maintenance, configuration, and integrity of computer software. Implements operating system enhancements that will improve the reliability and performance of the system.

Test Engineer

Subject matter specialist providing testing know-how for the support of user requirements of complex to highly complex software/hardware applications. Directs and/or participates in all phases of risk management assessments and software/hardware development with emphasis on analysis of user requirements, test design and test tools selection.

Web Software Developer

Designs, develops, troubleshoots, debugs, and implements software code (such as HTML, CGI, and JavaScript) for a component of the website. Works with graphic designers and other members of a project team to develop the site concept, interface design, and architecture of the website. Responsible for interface implementation. Integrates web applications with backend databases. Deploys large web-based transaction systems using application servers. Researches, tests, builds, and coordinates the integration of new products per production and client requirements. Requires strong navigation and site-design instincts.

Application Engineer Sr.

Aids in the design and development of IT systems and redesign of existing systems to fulfill the needs of customers. Design, develop and implement new Information Technology applications. Perform software and application enhancements in conjunction with functional users and system alternative solutions. Review and analyze program specifications to meet design changes required in the development of the systems.

IT Process Consultant

Research and analyze basic and complex IT issues surrounding the technology processes and systems of an organization. Makes recommendations surrounding improving IT processes, efficiency and technology practices. Ensure enterprise- wide integration of IT upgrade efforts between multiple projects. Provide effective IT training and information technology knowledge transfer to group members. Activities include data modeling, assessing IT performance measurements and managing customer technology/user expectations.

Functional Analyst Senior

Define business requirements to successful completion ▪ Discovery, analysis, reporting and documentation. Drive the development of the functional requirements and data model to support the user’s reporting requirements. Facilitate meetings with the government client to prioritize and validate stated requirements. Utilize Rational tools i.e. Clear Quest, Requisite Pro and Rational Quality Manager. Coordinate with the technical architect, developers and client subject matter experts to ensure requirements are understood. Perform testing and develop use/test cases. Assist the Work Order Project Manager.

IT Program Manager

Ensures technology and infrastructure conformity to all IT contractual obligations and is responsible for the overall IT contract performance. Responsibilities include organization, direction, coordination, and planning of all technology and infrastructure support activities during performance of IT project Serves as the single point of contact and is the authorized interface with the Government Contracting Officer, COTR, management personnel and customer agency representatives. Formulates and reviews strategic technology plans to adhere to IT objectives and technology deliverable items, determines IT contract costs, and ensures conformance with applicable IT standards. Assigns IT schedules and reviews work of team members. Applies quality assurance measures to the management and performance of the IT contract. Monitors financial status of the program and resolves programmatic and financial issues under IT project performance.

Senior Technical Consultant

Provide comprehensive consulting and development services to enterprise clients for a wide range of drupal-based technology projects. Serve as the dedicated, technical experts for

Communications and Strategy programs providing strategic planning and communication outreach services. Developing and updating strategy and documenting and maintaining the customer’s strategic plan. Creating cost-effective methods for engaging end-users and sponsors.

Documenting methods. Providing effective messages to increase user acceptance and ease transitions for new tools and services. Developing clear sponsorship activities, roles, and guidelines. Implementing outreach and communications plans for customers and workforce.

Information Technology Consultant I

Applies, as appropriate, activity and data modeling, transaction flow analysis, internal control and risk analysis and modern business methods and performance measurement techniques.

Applies business process improvement practices to re-engineer methodologies/principles and business process modernization projects. Assists in establishing standards for information systems procedures. Develops and applies organization-wide information models for use in designing and building integrated, shared software and database management systems. Constructs sound, logical business improvement opportunities consistent with corporate information management guiding principles, cost savings, and open system architecture objectives. Provides daily supervision and direction to staff.

Programmer III

Designs and codes COTS software components, units, and modules that meet product specification and development schedules. Tests and debugs assigned components and units.

Solution Architect

Serve as primary technical contact with the client and gather product requirements from customers. Evaluate, and when necessary prototype, alternatives to determine the most appropriate approach for each solution. Prepare functional specifications that can be understood by customers and internal development teams. Transition finished projects to the support group.

Represent the platform in discussions with client’s engineering, marketing, business development, and other high-level departments. Will prepare and maintain documents that include architecture diagrams, data models, and navigation maps. Will analyze and prepare recommendations to address existing and potential trouble areas in systems and procedures as well as design and recommendation on new solutions both in relation to hardware and software design.

Develops complete specifications to enable programmers to prepare required programs. Reviews task proposal requirements, gathers information, analyzes data, prepares project synopses, compares alternatives, prepares specifications, and resolves processing problems. Coordinates work with programmers and engineers, and orients users to new systems. Prepares recommendations for system improvement for management and user consideration.
