Service Contract Labor Standards: C & R Communications Inc. DBA Current Technology Group has reviewed clause 52.222-41 The Service Contract Labor Standards (SCLS) of 1965 (formerly known as the Service Contract Act (SCA)) and understands that the SCLS is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to the SCLS due to exemptions for professional employees, this contract still maintains the provisions and protections for SCLS eligible labor categories. If and/or when the contractor adds SCLS labor categories/employees to the contract through the modification process, we will inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupation code, SCLS labor category titles and the applicable wage determination number.

IT Security Architect Functional Responsibilities: Responsible for determining enterprise information technology security standards and has years of experience adhering to information technology compliance and regulatory requirements. Along with being a cybersecurity professional, has expertise in multiple disciplines such as networking, systems, programming, or cloud. Develops and implements information technology security standards and procedures. Ensures that all information systems are functional and secure. An information technology expert with the ability to perform technical writing and can present and articulate concepts in a way that is easily understandable. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks such as design, implementation, and optimization of information technology security technologies. Leads and directs the work of others. Has obtained professional level certifications such as CISSP, OSCP, and GCIH. A wide degree of creativity and latitude is expected.

Minimum Education: Bachelors Minimum Experience: 6 years

IT Security Specialist Functional Responsibilities: Responsible for concentrating on overall technical and operational effectiveness of capabilities in coordination with client and management. Responsible for providing recommendations on continuous improvement of the processes and architectures supporting the overall Cyber Defense operational activities including, but not limited to analysis, incident handling and reporting products, and the reporting lifecycle. Ensures the effective operations of client’s IT systems and network defenses, providing effective incident response capabilities, usable and effective reports that address overall situational awareness. This individual works to maximize the use of existing tools to correlate information and synthesize data into usable and actionable events. Identifies and provides an agile approach to the automation of any manual and inefficient processes that exist across the cyber defense program.

Minimum Education: Bachelors Minimum Experience: 6 years

IT Technician Functional Responsibilities: Performs network design and management tasks including, but not limited to, system enhancement or technology insertion analysis, user and group access assignments, manages network queues, network performance monitoring, adjustments to network structure as directed by supervisors, assignment of user rights and access to various network functions and peripherals.

Individual must possess certification or experience in network operating system being utilized, a bachelor’s degree in EE (with computer science focus), CS, Information Science or Technology with experience on a specific network operating environment.

Minimum Education: Bachelors Minimum Experience: 5 years

Network Architect Functional Responsibilities: Responsible for designing computer networks, including local area networks (LANs), wide area networks (WANs), the Internet, intranets, and other data communications systems.

Creates, tests, and evaluates networks.

Minimum Education: Bachelors Minimum Experience: 6 years

Network Engineer Functional Responsibilities: Responsible for designing, implementing, monitoring, and managing the local and wide area networks of an organization to ensure maximum uptime for users. The role can include designing system configurations, documenting and managing the installation of a new network, and maintaining and upgrading existing systems as necessary.

Minimum Education: Bachelors Minimum Experience: 2 years

Program Manager Functional Responsibilities: Manages a government support contract in which the contractor personnel are expected to participate in IPTs in a Federal acquisition and procurement environment (specifically not limited to long range planning). Responsible for execution aspects of the project management life cycle (Agile and/or Waterfall) to include initiating, planning, executing, monitoring, controlling, and closeout for information technology projects. Successful experience performing management functions such as quantitative measurement, process design and automation, performance orientation in service contracting must be demonstrated, in accordance with the Project Management Institute’s (PMI) Project Manager Professional (PMP) principles, methodologies and practices. Provide IT leadership, strategy, policy, strategic business, and investment management guidance and assistance enabling agencies to plan, budget and implement their IT resources to support IT baseline assessments, interagency functional analysis, contingency planning, and disaster recovery. Successful experience working in a complex procurement environment with multiple COs, each working to various personalized version of procurement artifacts while providing supporting analysis and recommendations to those disparate approaches. Communicate with multiple contracting officers and program leadership and key stakeholders within the agency and throughout the federal government and industry to ensure technical information related to the contract is properly documented and communicated.

Minimum Education: Bachelors Minimum Experience: 8 years

Project Manager Functional Responsibilities: Relevant experience includes system, network, or IT engineering and project management experience with full life cycle, design, logistic elements, development and manufacturing or production of complex multiple communications, software systems, and enterprise system segments. Project Management Professional (PMP) or equivalent project or program management certification is required.

Minimum Experience: 6 years

Senior Systems Engineer Functional Responsibilities: May provide guidance and support to other Systems Engineers. Provides technical guidance in the development of network and systems architecture and integration. Conducts studies and provides technical inputs for system development, implementation and life cycle support including recommendations for resolution of technical problems. Develops requirement documentation and conducts performance and implementation assessment of system requirements through on-line testing and analysis of the system design. Develops engineering change recommendations to system baseline and monitors adherence to baseline requirements through system development. Provides liaison between software and hardware engineering. Individuals must possess experience in a systems engineering discipline and a bachelors degree in EE, CS, Information Technology, Systems, Math, Science or equivalent discipline.

Minimum Education: Bachelors Minimum Experience: 8 years

Solutions Architect Functional Responsibilities: Expert authority in IT discipline that applies advanced concepts, theories, and principles and contributes toward the development of new principles and concepts. An information technology expert with the ability to perform technical writing, well versed in the latest security technologies available, understands cost drivers associated with a proposed solution, and can present and articulate concepts in a way that is easily digestible to all. Has obtained top-tier professional level certifications such as CISSP, CISM, OSCP, CCSP, or GCIH. A Works unusually complex problems with consultative direction; erroneous decisions would normally result in failure to achieve goals critical to major organizational objectives and damage the image of the organization’s technological capability.

Advises top management and customers on advanced technical research studies and applications.

Managerial/leadership experience or necessary skills required.

Minimum Education: Bachelors Minimum Experience: 15 years

Subject Matter Expert Functional Responsibilities: Serves as an IT subject matter expert, possessing in-depth knowledge of computer science. Provides program management support, technical knowledge and analysis of highly specialized applications and operational environments, high-level functional systems analysis, design, integration documentation and implementation advice on exceptionally complex problems that need extensive knowledge of the subject matter for effective implementation. Organizes, directs, and manages contract operation support functions, involving multiple, complex, and inter-related project tasks. Manages teams of contract support personnel at multiple locations. Maintains and manages the client interface at the senior levels of the client organization.

Systems Administrator Functional Responsibilities: Performs system monitoring, network and server problem isolation and resolution tasks. Adds and removes user accounts and modifies access and restrictions. Conducts all server backups utilizing installed hardware and software. Has experience with network hardware integration, installation, and modification activities. Performs network performance analysis and provides recommendations for and implements system improvements. Possesses a certification or experience in the network operating system being utilized and experience in a specific network operating environment.

Minimum Education: Bachelors Minimum Experience: 4 years
