Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Application Engineer 4 Functional Responsibilities: Responsible for the training and supervision of less experienced application engineering staff and acts as a team leader. Formulates and defines system scope and objectives for assigned projects. Establishes procedures to solve complex software problems. Prepares detailed specifications from which programs will be written and designs, codes, tests, debugs, and documents newly written programs. Designs, codes, tests, and debugs new software or enhancements to existing software. Resolves customer issues with software and responds to suggestions for software modifications or enhancements. Participates in the development of software user manuals and software documentation. Performs at an advanced technical level and has complete understanding of all phases of applications systems analysis and programming activities. Responsible for quality assurance review of assigned projects.

Minimum Education: Bachelors Degree Minimum Experience: 10 years

Software Developer 1 Functional Responsibilities: Reports to senior level software development staff. Designs, codes, tests, and debugs new software or enhancements to existing software. Works with technical staff to understand and to develop resolution of software problems. Resolves customer issues with software and responds to suggestions for software modifications or enhancements. Participates in the development of software user manuals and software documentation.

Minimum Education: Bachelors Degree Minimum Experience: 1 year

Software Developer 2 Functional Responsibilities: Assists in the training of less experienced software development staff.

Develops procedures to maintain systems as a whole with all components such as file servers, network access, document, analyze, and troubleshoot system anomalies to ensure optimum performance and maintain such systems.

Minimum Education: Bachelors Degree Minimum Experience: 10 years

System Engineer 3 Functional Responsibilities: Assists in the training and supervision of less experienced system engineering staff and may act as a team leader. Responsible for the activities of the software engineering department with other sections of the corporation's information systems operation.

Provides and assists in the definition, programming, modification, and testing of moderate to complex software. Works effectively on all phases of systems/software programming/analysis with little direction. Provides functional and empirical analysis related to the design, development, and implementation of hardware and software operating systems for the organization's products.

Investigates and resolves operational problems in conjunction with other engineering and technical personnel. May assist in the coding of benchmark testing, job accounting and other control modules developed internally by the company. Develops logic, codes, tests, and debugs software packages.

Modifies, tests, and debugs retail utilities. Packages and engineers releases to integrate with the company's operating systems. Develops and modifies complex software, such as routines supporting multiprogramming, telecommunications, and file management.

Minimum Education: Bachelors Degree Minimum Experience: 7 years

Test Engineer 3 Functional Responsibilities: Assists in the training and supervision of less experienced test engineering staff and may act as a team leader Executes test scripts to ensure that quality software is provided for release to production. Develops test scripts. Reviews requirements, specifications, and documentation to gain a thorough understanding of the programs and processes. Creates and modifies test scripts to automate testing. Develops test control databases. Maintains test databases and ensures their integrity and currency. Distributes test data from control database to development staff to satisfy adequate unit testing. Assists in continuous integration and configuration management as required. Releases completed projects into production. Writes test reports.
