Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Business Process Reengineering Specialist, Principal (IV) Functional Responsibilities: Oversees Business Process Reengineering Specialist, Associate (I), Mid‐Level (II), and Senior (III). Reports to Business Process Reengineering Specialist, SME (V). Applies process improvement and reengineering methodologies and principles to conduct process modernization projects. Duties include activity and data modeling, developing modern business methods, identifying best practices, and creating and assessing performance measurements. Responsible for effective transitioning of existing project teams and the facilitation of project teams in the accomplishment of project activities and objectives. Provides group facilitation, interviewing, training, and provides additional forms of knowledge transfer. Key coordinator between multiple project teams to ensure enterprise‐wide integration of reengineering efforts. Identify opportunities to improve work processes, formulate and implement enhance quality of services and productivity, communicate implementation activities using change management approaches to senior leadership as well as involved staff members.
Continuously monitor and measure success of process improvement initiatives and formulate future road maps of business processes.

Computer Security Systems Specialist, SME(V) Functional Responsibilities: Oversees Computer Security Systems Specialist, Associate (I), Mid‐Level (II), and Senior (III), and Principal (IV). Analyzes and defines security requirements for Multilevel Security (MLS) issues. Designs, develops, engineers, and implements solutions to MLS requirements. Gathers and organizes technical information about an organization's mission goals and needs, existing security products, and ongoing programs in the MLS arena. Performs risk analyses which also includes risk assessment. Uses tools and techniques to implement security policies, procedures, and architectures.
Includes developers who implement identity management through software tools or implement public key infrastructure across an enterprise.

Data Center Technician, Associate (I) Functional Responsibilities: Reports to Data Center Technician, Mid‐Level (II), Senior (III), Principal (IV), and SME (V). Physically Installs network and systems equipment in data center. Provides support for facilitating and identifying current security infrastructure and define future programs, design and implementation of firewall and other related security issues on LANs/WANs. A working knowledge of the following areas is required: understanding of business security practices and procedures; knowledge of current security tools available;
hardware/software firewalls and their implementation; different communication protocols; encryption techniques/tools; familiarity with commercial products, and current Internet/EC technology. Includes operators at the Security Operations Center (SOC).

Information Systems Security Engineer, Principal (IV) Functional Responsibilities: Oversees Information Systems Security Engineer, Associate (I), Mid‐Level (II), and Senior (III). Reports to Information Systems Security Engineer, SME (V). Provides the expertise to conduct systems analysis, certification and accreditation, integration of secure products, security test and evaluation, and development of complex information systems to meet information system security requirements. A broad knowledge of the technical information systems security discipline is required.

Information Systems Security Officer, Principal (IV) Functional Responsibilities: Oversees Information Systems Security Officer, Associate (I), Mid‐Level (II), and Senior (III). Reports to Information Systems Security Officer, SME (V). Drafts and reviews all certifications and accreditation documentation. Provides security lifecycle support to ensure security is appraised in all phases from concept through decommissioning. Advises and assists in developing relevant information system security documentation and artifacts, such as SSPs, CONOPS, and test plans in accordance with applicable best practices. Assists in obtaining applicable approvals and authorities.
Ensures federal, state, and local information security and system controls are implemented.
Information Systems Security Specialist, SME (V) Functional Responsibilities: Oversees Information Systems Security Specialist, Associate (I), Mid‐Level (II), Senior (III), and Principal (IV). Provides technical support in the areas of vulnerability assessment, risk assessment, network security, product evaluation, and security implementation. Responsible for designing and implementing solutions for protecting the confidentiality, integrity, and availability of sensitive information. Provides technical evaluations of customer systems and assists with making security improvements. Participates in design of information system contingency plans that maintain appropriate levels of protection and meet time requirements for minimizing operations impact to customer organization. Conducts security product evaluations, and recommends products, technologies, and upgrades to improve the customer’s security posture. Conducts testing and audit log reviews to evaluate the effectiveness of current security measures.
Integration and Test Engineer, Principal (IV) Functional Responsibilities: Oversees Integration and Test Engineer, Associate (I), Mid‐Level (II), and Senior (III). Reports to Integration and Test Engineer, SME (V). Highly specialized in one or more phases of systems engineering and development. Advises technical personnel on the conceptualization, development, and implementation of a broad range of information systems issues, including hardware/software integration, compatibility, and multiple platforms. Performs feasibility analysis on potential future projects to management. Plans strategies for improvement of information systems and services. Communicates current innovations and trends in information systems development to technical staff. Prepares justification for selection of new technology. May serve as the chief architect for complex information systems development. Designs and develops proposed solutions to business problems and client requirements. Performs high‐level system analysis and directs technical strategy for accomplishing new objectives. Maintains knowledge of current systems and system development actions and analyzes for data redundancies and system/program overlap. Responsible for task completion.

Network Administrator, SME (V) Functional Responsibilities: Oversees Network Administrator, Associate (I), Mid‐Level (II), Senior (III), and Principal (IV). Acquires, installs, and maintains local area and campus networks. Studies vendor products to determine those which best meet user needs and presents information to management for acquisition approval. Purchases and installs new products. Manages LAN performance and troubleshoots problems. Ensures that security procedures are implemented and enforced. Establishes and implements LAN policies, procedures, and standards. Maintains distributed processing databases on the LAN. Trains users on LAN operation and use.
Network and Computer Systems Administrator, Mid‐Level (II) Functional Responsibilities: Oversees Network and Computer Systems Administrator, Associate (I).
Reports to Network and Computer Systems Administrator, Senior (III), Principal (IV), and SME (V).
Installs, configures, and supports an organization's LAN, WAN, and internet systems or a segment of a network system. Monitors network to ensure network availability to all system users and may perform necessary maintenance to support network availability. May monitor and test website performance to ensure it is operating correctly and without interruption. May assist in network modeling, analysis, planning, and coordination between network and data communications hardware and software. May supervise computer user support specialists and computer network support specialists. May administer network security measures.
