Sr Network Engineer

Provide Senior/Lead Engineering for a team involved in performing design, development, production engineering, strategic and technical assistance of all supported GCSS capabilities, VTC, Knowledge Operations (KO) tools mentioned in this PWS and network systems supporting KO information processing operations throughout ACC. The contractor shall provide the support required to fulfill this contract as described in the following subtask(s).:
•Devise methods and procedures that become established precedents for delivered solutions.
•Perform system engineering and computer network design support, functions, and duties.
•Build and review engineering specifications and determine funding, personnel, and equipment requirements.
•Simplify the original functional designs for the prototype component to improve the system from a production engineering standpoint.
•Resolve novel engineering and network problems as they occur which require the development of new techniques and additional design considerations. Lead evaluation teams reviewing technical proposals and develops proposal evaluation reports for assigned complex systems.
•Remain cognizant of the latest developments in the subject matter area by maintaining contact with research and development laboratories, manufacturers, scientists, and other activities.
•Propose coordinate, execute, and evaluate various tests, including factory acceptance tests of production models for complex systems requiring a team of subject matter experts.
•Chairs and briefs at meetings and conferences involving personnel at contractor sites and other Government agencies to discuss problems and procedures.
•Perform daily execution of operations, technical assistance, and customer support on all current and future supported KO tools. For example, KO tools include but are not limited to Evaluation Management System, Office Communicator Server, Customer Relationship Management/Task Management Tool, and Microsoft Office SharePoint Server.

Troubleshoot/Analyze Supported Networks: Perform command and/ or agency-level investigations and evaluations of problems involving highly complex networks and/or telecommunications equipment or software. The contractor shall:

•Identify the problem and provide expert technical advice to supported ACC location on new or improved information technology and procedures.
•Determine if established networks need improvements and implement recommended solutions within command standards.
•Design and document system modifications in response to user requirements. Perform testing to insure operability, efficiency, and compliance with existing standards.
•Design and document test plans working with functional experts and customers. Deliver initial draft within 10 business days after request.
•Operate and maintain functional tests of the hardware and software to resolve technical problems and implement appropriate on-site repairs.
•Ensure that new or altered programs interface with existing systems.
•Design procedures for networks, system operations, and product assembly and installation.
•Maintain technical proficiency by attending local symposia, expositions, meetings, and reviewing current communications and computer literature.
•Generate proposals for a variety of highly specialized systems and enhancements to improve operational efficiency and meet future network and/or telecommunications requirements.

Network Design/Implementation: Provide technical expertise to accomplish analysis and execution of network design options, security reviews, and development of the design for advanced networks and/or telecommunications systems. Projects typically involve analyses of systems with high visibility or widespread impact within the command. The contractor shall:

•Assesses network long-range needs related to system architecture development and system and program specifications.
•Determine physical storage requirements based on the volume of data, data relationships, size of records, anticipated growth, access methods, and data compression techniques.
•Determine networking requirements based on study of network traffic, usage patterns, and projected growth.
•Design local and wide area networks fulfilling Command requirements and meet established standards.
•Create and recommend standards to meet unique requirements while remaining compliant with Air Force guidance i.e., DISA requirements.
•Review documentation to ensure that all requirements are included, such as functional descriptions, maintenance manuals, user manuals, test and implementation plans, cost analysis, specification documents, and/or database feasibility studies.
•Perform systems analysis and software development related to engineering functions, networks, and/or telecommunications including:
•Serve as the functional expert in assigned work-center.
•Establish priorities with decision makers in setting program goals to support the organizational mission.
•Build procedures for implementing Air Force technical directives and provide advantages and disadvantages of different approaches.
•Monitor management of quality, determine need for changes in the function, originate the development of program improvements, and brief ACC CSS management on program status. 3.1.11.12 Provide continuity documents which includes all policies, standards, duties, and functions performed under task order.
•Ensure the operational environment is in line with AF network policies and procedures.
•Coordinate with local personnel and other MAJCOMs in support of system engineering-related services.
•Evaluate impact of new technologies on current systems and policies. Assesses performance and effectiveness of new or substantially modified systems.
•Serve as team leader responsible for complete projects that are important segments of much larger overall efforts. Provide guidance to lower level analysts.
•Serve as a member of the ACC CSS technical team in support of special projects or programs.
