Substitute for Education Requirement Policy
Novilo Technology Solutions recognizes varying levels of minimum education and experience in their position descriptions. Novilo maintains that experience is as important as formal studies and preparation. Therefore, it is policy to substitute experience and education as outlined below:

1. Labor Category: IT Agile Expert Minimum Education and Experience: This position requires a minimum of three (3) years relevant experience, and a bachelor’s degree, or equivalent number of combined years of education or experience.
Functional Responsibility: Enables teams to overcome the challenges of developing software and delivering products, in particular through the design of agile organizations. Possesses prior reference-able experience in scaled agile, DevOps, or the management of APIs, lean SDLC, or other similar technology or organizational design experience will be considered for this role. Enables outstanding project organization, effective communications and collaborate using Agile best practices and frameworks.
2. Labor Category: IT Agile Lead Minimum Education and Experience: This position requires a minimum of five (5) years relevant experience, and a bachelor’s degree, or equivalent number of combined years of education or experience.
Functional Responsibility: Handles various responsibilities including planning, scheduling, coordinating, and managing all the aspects of an Agile project. Experience working with multiple Agile methodologies. Interacts with clients to understand their requirements. Maintain Agile reporting for senior management. Conducts training sessions for the team members and explaining them the Agile method.
3. Labor Category: IT Database Consultant Minimum Education and Experience: Minimum of three (3) years of experience and a bachelor’s degree, or equivalent number of combined years of education or experience. Experience includes at least one year in database development and/or administration.

Functional Responsibility: Develops and implements database projects. Assists in analysis of existing systems and develops systems to upgrade/replace existing systems in accordance with requirements.
Database technologies may include, but are not limited to, Oracle and Microsoft SQL Server.
4. Labor Category: IT Functional Area Analyst Minimum Education and Experience: This position requires a minimum of three (3) years’ experience and a bachelor’s degree, or equivalent number of combined years of education or experience.
Functional Responsibility: Analyzes user needs to determine functional and cross-functional requirements. Performs functional allocation to identify required tasks and their interrelationships.
Identifies resources required for each task.
5. Labor Category: IT Functional Area Expert 1 Minimum Education and Experience: This position requires a minimum of five (5) years relevant experience and a bachelor’s degree, or equivalent number of combined years of education or experience.
Functional Responsibility: Provides knowledge of business, functional and technical areas/disciplines and conducts research on special areas. Contributes to the development and implementation of new solutions to problems in the areas of their functional expertise. Works independently and/or as part of a team.
6. IT Functional Area Expert 2 Minimum Education and Experience: This position requires a minimum of ten (10) years relevant experience and a bachelor’s degree, or equivalent number of combined years of education or experience.
Functional Responsibility: Provides deep knowledge of business, functional and technical areas/disciplines and conducts research on special areas. Has a leadership role within team. Mentors and provides knowledge transfer to other team members and the client, where applicable. Proposes new solutions to problems in the areas of their functional expertise. Works both independently and as part of a team.
7. Labor Category: IT Infrastructure Specialist 2 Minimum Education and Experience: This position requires a minimum of four (4) years of related experience and a bachelor’s degree, or equivalent number of combined years of education or experience.
Functional Responsibility: Designs, implements and maintains infrastructure solutions including hardware and software. Possesses working knowledge of infrastructure focused technologies and tools to support service desk, system monitoring, network, data center or telecommunications environments.
May support configuration management and associated tools.
8. Labor Category: IT Infrastructure Specialist 3 Minimum Education and Experience: This position requires a minimum of six (6) years of related experience and a bachelor’s degree, or equivalent number of combined years of education or experience.

Functional Responsibility: Designs and implements infrastructure solutions including hardware and software. Possesses expertise related to infrastructure focused technologies and tools to support service desk, system monitoring, network, data center or telecommunications environments. Tools may include, but not limited to BMC Remedy (ARS, ITSM, CMBD), BMC Tools (ADDM, BEM, SIM), HP OpenView, IBM Tivoli, or CA-Unicenter. May provide design and architecture services as well as installation, configuration, and deployment of infrastructure related technologies. Troubleshoots and resolves complex infrastructure related issues. Interfaces with all client levels; may train users.
Provides guidance to less experienced team members as applicable.
9. Labor Category: IT Network Engineer 2 Minimum Education and Experience: This position requires a minimum of two (2) years of experience and a bachelor’s degree, or equivalent number of combined years of education or experience.
Functional Responsibility: With some supervision, designs and coordinates the installation and maintenance of a LAN/WAN. Monitors network hardware operations to ensure proper configuration settings; performs implementations of upgrades or enhancements to LAN/WAN. Administers, troubleshoots, and resolves network hardware, telecom, software, and other related device issues.
10. Labor Category: IT Network Engineer 3 Minimum Education and Experience: This position requires a minimum of five (5) years of related experience and a bachelor’s degree, or equivalent number of combined years of education or experience.
Functional Responsibility: Designs, configures and supports the installation and maintenance of a LAN/WAN including upgrades. Resolves complex network issues. Addresses network security issues.
Monitors network hardware operations and supports network interfaces and configurations. Monitors network hardware operations to ensure proper configuration settings; performs implementations of upgrades or enhancements to LAN/WAN. Administers, troubleshoots, and resolves network hardware, telecom, software, and other related device issues. Implements and coordinates network policies, procedures, and standards. Works with vendors and/or network analysts as appropriate to resolve complex network problems. Interfaces with all client levels. May train users. Provides guidance to less experienced network engineers/administrators as applicable.
11. Labor Category: IT Principal Consultant Minimum Education and Experience: Minimum of seven (7) years’ experience and a bachelor’s degree, or equivalent number of combined years of education or experience.
Functional Responsibility: Designs, builds, develops, deploys, and supports both custom and customized commercial off-the-shelf software. Tasks may include, but are not limited to, logical system design, technical system design, programming, user interface design and development, scripting, testing, test plan development, deployment planning, systems deployment, troubleshooting, technical support, and problem resolution. The Principal Consultant may also provide guidance to other team members in development-related activities.

Takes leadership role in analyzing functional business applications and design specifications for functional activities. Translates detailed design into computer software. Tests, debugs, and refines the computer software to produce the required product. Prepares required documentation, including both program-level and user-level documentation. Enhances software to reduce operating time or improve efficiency.
Provides technical direction/assistance to less experienced team members. Capable and experienced with managing multiple streams of technical work.
13. Labor Category: IT Project Manager Minimum Education and Experience: Minimum of eight (8) years’ experience and a bachelor’s degree, or equivalent number of combined years of education or experience.
Functional Responsibility: Leads team on large projects\programs or significant segment of large complex projects\programs. Translates customer requirements into formal agreements and plans to culminate in customer acceptance of results. Works with client to identify business requirements and develops the proposal. Subsequently leads a team in the initiating, planning, controlling, executing, and closing tasks of a project. Supports a wide range of process activities beginning with the request for proposal through development, test, and final delivery. Utilizes refined techniques for identifying, eliminating, or mitigating solution, and business risk.
14. Labor Category: IT Quality Assurance Engineer Minimum Education and Experience: Minimum of three (3) years’ experience and a bachelor’s degree, or equivalent number of combined years of education or experience.
Functional Responsibility: Reviews requirements, specifications, and technical design documents to provide timely and meaningful feedback. Creates detailed, comprehensive, and well-structured test plans and test cases. Estimates, prioritizes, plans, and coordinates testing activities. Designs, develops, and executes automation scripts using open-source tools Identify, record, document thoroughly and track bugs. Performs thorough regression testing when bugs are resolved. Develops and applies testing processes for new and existing products to meet client needs. Liaises with internal teams (e.g., developers and product managers) to identify system requirements. Monitors debugging process results. Investigates the causes of non-conforming software and train users to implement solutions.
Tracks quality assurance metrics, such as defect densities and open defect counts. Stays up to date with new testing tools and test strategies.
15. Labor Category: IT Senior Database Consultant Minimum Education and Experience: Minimum five (5) years of experience and a bachelor’s degree, or equivalent number of combined years of education or experience. Experience includes at least two years in database development and/or administration.
Functional Responsibility: Develops and implements database projects as well as provides database administration. Provides analysis of existing systems and develops systems to upgrade/replace existing systems in accordance with requirements. Database technologies may include, but are not limited to, Oracle and Microsoft SQL Server. May assist in project management and providing guidance to junior staff members.

Creates conceptual business models and points out relevant issues and considerations in selecting application software packages, such as those provided by ERP vendors. Assesses the operational and functional baseline of an organization and its organizational components and helps to define the direction and strategy for an engagement while ensuring the organizational needs are being addressed.
Leads the determination and classification of information technology inadequacies and/or deficiencies that affect the functional area’s ability to support/meet organizational goals. Supports the development of functional area strategies for enhanced IT operations in a cross- functional area mode throughout the organization. Provides work direction and guidance to other personnel; ensures accuracy of the work of other personnel; operates under deadlines; able to work on multiple tasks.
17. Labor Category: IT Senior Project Manager Minimum Education and Experience: Minimum of ten (10) years’ experience and a master’s degree, or equivalent number of combined years of education or experience.
Functional Responsibility: Leads team on large projects\programs or significant segment of large complex projects\programs. Translates customer requirements into formal agreements and plans to culminate in customer acceptance of results or have acceptance in the targeted market, while meeting business objectives. Works with client to identify business requirements and develops the proposal.
Subsequently leads a team in the initiating, planning, controlling, executing, and closing tasks of a project\program or segment of a project\program to produce the solution deliverable. Executes a wide range of process activities beginning with the request for proposal through development, test, and final delivery. Utilizes refined techniques for identifying, eliminating, or mitigating solution, project\program, and business risk. Understands customer, industry, and business trends. Applies this understanding to meet project\program objectives.
18. Labor Category: IT Senior Software Developer Minimum Education and Experience: Minimum of eight (8) years’ experience and a bachelor’s degree, or equivalent number of combined years of education or experience.
Functional Responsibility: Leads solutions for software problems of diverse scope where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Networks with senior internal and external personnel in own area of expertise. Receives little instruction on day-to-day work, general instructions on new assignments.
Mentors less experienced team members. Responsible for technical documentation and ensuring processes around technical documentation are understood by less experienced members of the team.
19. Labor Category: IT Senior Software Engineer Minimum Education and Experience: Minimum of five (5) years’ experience and a bachelor’s degree, or equivalent number of combined years of education or experience.
Functional Responsibility: Develops computer software code using a variety of software programming languages. Supports various business systems and applications. Responsible for designing, testing, debugging and documenting software. Provides technical guidance to less experienced team members.

22. Labor Category: IT Subject Matter Expert Minimum Education and Experience: This position requires a minimum of seven (7) years and a bachelor’s degree, or equivalent number of combined years of education or experience.
Functional Responsibility: Provides extremely high-level subject matter expertise for work described in the task. Offers advanced technical or practical knowledge of highly specialized tasks. Prepares and organizes reports identifying results of study and evaluation. Makes recommendations on appropriate actions. Applies principles, methods, and knowledge of functional areas of expertise to task requirements. Provides advice and consultation on problems, which require extensive knowledge of subject matter. Prepares and delivers presentations and briefings as required by task order. May serve as task leader responsible for ensuring the quality and timeliness of services delivered.
23. Labor Category: IT Systems Analyst/Engineer Minimum Education and Experience: Minimum of two (2) years’ experience and an associate degree. Experience or education requirements may be met through an equivalent number of combined years of education or experience.
Functional Responsibility: A Systems Analyst gathers information and specifications about client systems and the client’s approach to using and applying state-of-the-art technology solutions to their information processing and e-business needs. Provides support to senior staff and interacts with client personnel and other professionals supporting the project.
24. Labor Category: IT Technician Minimum Education and Experience: This position requires a minimum of three (3) years and an associate degree.
Functional Responsibility: Responds to and diagnoses general IT problems. May serve as initial point of contact via in-person or phone support for troubleshooting hardware/software, PC, printer, server
P a g e | 11 problems. Role may include system administration for basic server/system configurations. Conducts problem recognition, research, isolation, resolution, and follow-up steps. Resolves less complex problems independently and assigns more complex problems to second-level support, senior operator, or supervisor. Assures timely close-out of trouble tickets and escalates additional support as needed.
25. Labor Category: IT Test Engineer Minimum Education and Experience: Minimum of three (3) years’ experience and an associate degree. Experience or education requirements may be met through an equivalent number of combined years of education or experience.
Functional Responsibility: Maintains and executes regression test procedures that are both manual and automated. Maintains and executes performance, stability, and stress test procedure. Identifies and verifies defects to the System. Prepares data for the system testing.

Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101,
22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
