IT Professional Services and/or labor categories for database planning and design; systems analysis, integration, and design; programming, conversion and implementation support; network services, data/records management, and testing. NOTE: Subject to Cooperative Purchasing Actively represented DTRA at the JCBRND Architecture Working Group to create integrated and aligned CBRNE architectures and establish best practices.
o 541611 – Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services. Provide operating advice and assistance on administrative and management issues. Examples include:
strategic and organizational planning, business process improvement, acquisition and grants management support, facilitation, surveys, assessment and improvement of financial management systems, financial reporting and analysis, due diligence in validating an agency's portfolio of assets and related support services, strategic financial planning, financial policy formulation and development, special cost studies, actuarial services, economic and regulatory analysis, benchmarking and program metrics, and business program and project management. IT professional services that are focused on providing the types of services that support the Government's adoption of migration to, or governance/management of cloud computing. Specific cloud related IT professional labor categories and/or fixed-price professional services solutions (e.g., migration services) that support activities associated with assessing cloud solutions, refactoring workloads for cloud solutions, migrating legacy or other systems to cloud solutions, providing management/governance of cloud solutions, DevOps, developing cloud native applications, or other cloud-oriented activities are within scope of this SIN.
3 Education Substitutions, All Labor Category Levels
Substitution Guidelines: Consistent with ViaTrie’s hiring practices, experience can be substituted for education and education for experience. In lieu of the required degree or experience, candidates with special qualifications may be considered on a case-by-case basis by the ordering agency.

Experience, education, and description of duties for the service categories in the schedule are provided as a guideline to the typical background for staff to be provided under individual task orders.

5 Labor Category Descriptions
Analyst 1
Description: Supports the project team in performing requirements analysis, design, development, installation, testing, training, and maintenance for application system components for software/hardware, which can include problem diagnosis/ resolution including help desk. May also assist with additional duties, such as data analysis and reporting, documentation, and administrative tasks.
Minimum Education and Experience: Associate Degree and no experience.

Analyst 2
Description: Level 2 performs more varied and difficult tasks compared to Level 1 yet has less autonomy than Level 3. Supports the project team in performing requirements analysis, design, development, installation, testing, training, and maintenance for application system components for software/hardware, which can include problem diagnosis/resolution including help desk. May also assist with additional duties, such as data analysis and reporting, documentation, and administrative tasks.
Minimum Education and Experience: Bachelor’s Degree and a minimum of 4 years of experience within the scope of the contract.

Analyst 3
Description: Level 3 is competent in subject matter and concepts and may lead individuals assisting in the work. Supports the project team in performing requirements analysis, design, development, installation, testing, training, and maintenance for system components. Work may include systems analysis and design, network services, database planning and design, facilities management, programming, conversion and implementation support, project support, data management, and other computer related services. Participates in the evaluation of computer hardware and software and assessment of its ability to support specific requirements and to interface with other equipment and systems. Responsibilities may require developing new or improved techniques and procedures relating to the development or operation of systems.
Minimum Education and Experience: Bachelor’s Degree and a minimum of 8 years of experience within the scope of the contract.

Solutions Architect
Description: Minimum 9 years technical experience, which applies to large-scale application integration system planning. Requires demonstrated competence in the specific applications or technologies required for project delivery. Ability to propose technical solutions to complex technical problems and implement solutions with minimal supervision. Provide support and direction to team members. Functional Responsibility:
Defines and documents Enterprise Architectures for large scale applications. Provides comprehensive definition of all aspects of system development from analysis of needs to verification of system performance. Performs evaluation of alternatives and assessment of risks and costs. Assign work, provide support, directions, and assistance to fewer senior architects.
Minimum Education and Experience: Bachelor’s Degree and a minimum of 9 years of experience within the scope of the contract.

IT Engineer 1
Description: Level 1 performs more routine aspects of the position and is supervised by higher levels. Responsibilities include developing and simplifying algorithms, creating code in programming and/or scripting languages, testing new systems and designs and improving computer software and/or hardware performance. Will also conduct research involving experimentation and modelling and works in development teams with other programmers, IT professionals and mechanical, electrical or software engineers to solve problems and create new products.
Minimum Education and Experience: Bachelor’s Degree and no experience.

IT Engineer 2
Description: Level 2 performs more varied and difficult tasks compared to Level 1 yet has less autonomy than Level 3. Performs requirement analysis, systems design, development, installation, testing, training, system certification and accreditation, or operational support for computer systems/applications. Performs analysis of alternatives, architecture, systems design, integration, testing, or problem diagnosis/resolution. Provides technical leadership, reviews of work products, and makes technical recommendations, as needed, for changes in the supported technology. Assist in ensuring operational readiness by providing technical expertise in developing and modifying applications and systems and/or providing technical expertise in capacity planning. Designs and implements modifications or enhancements to system components. Also, may prepare cost- benefit and return-on-investment analyses to help management decide whether implementing the proposed system will be financially feasible. Leads staff and other IT specialists.
Minimum Education and Experience: Bachelor’s Degree and a minimum of 4 years of experience within the scope of the contract.

IT Engineer 3
Description: Level 3 is competent in subject matter and concepts and may lead individuals assisting in the work. Performs requirement analysis, systems design, development, installation, testing, training, system certification and accreditation, or operational support for systems/applications. Performs analysis of alternatives, architecture, systems design, integration, testing, or problem diagnosis/resolution.
Provides technical leadership, reviews of work products, and makes technical recommendations, as needed, for changes in the supported technology. Assist in ensuring operational readiness by providing technical expertise in developing and modifying applications and systems and/or providing technical expertise in capacity planning.
Designs and implements modifications or enhancements to system components Also may prepare cost- benefit and return-on-investment analyses to help management decide whether implementing the proposed system will be financially feasible. Leads staff and other IT specialists.
Minimum Education and Experience: Bachelor’s Degree and a minimum of 6 years of experience within the scope of the contract.

IT Engineer 4
Description: In-depth knowledge of principles, concepts, and techniques appropriate to systems/software development, design, build, install, integration, evaluation, enhancement, testing, maintenance, operations, and problem diagnosis. Interprets requirements, performs highly complex analyses, and resolves difficult problems. Develops advanced technological concepts and supports their development into a final product. Requires thorough understanding of system development, system integration, implementation, and configuration management, system certification and accreditation, documentation/guidelines, and life cycle maintenance. Broad knowledge of and experience with computer systems, software architectures and technologies, and has strong problem solving, analysis skills, and very good interpersonal skills. May operate in a project leadership role.
Minimum Education and Experience: Bachelor’s Degree and a minimum of 10 years of experience within the scope of the contract.

Subject Matter Expert 1

Recognized expert in their field who is capable of strategic thinking and thought leadership in that field. Capable and experienced in supporting organizations in the following areas: managing functional and cross-functional teams to develop solutions;
expert in problem definition, analysis, requirements development and implementation for complex to extremely complex systems in the subject matter area; as an independent expert, covering a variety of subject areas including specific technologies and products, markets and market trends, competitor analysis, financial impact, etc.; leading thinking and structure for a project; conducting primary technology research including market surveys of vendors and users as well as secondary research; analyzing findings, developing insights and integrating individual work streams into a single, cohesive plan with specific actionable recommendations and deliverables; supporting development of work plan estimates and resource/staff plans; planning and facilitating meetings with company or client project management; participates in strategy sessions, strategic assessments, and design reviews to validate enterprise approach and associated work products. Requires experience (as applicable) in advising on technical, operational, or business issues;
managing/supporting business/technology projects; gathering, compiling and analyzing data; surveying and statistical analysis; developing consensus; ability to analyze problems;
and have excellent written, verbal and presentation skills. In general, work complexity and responsibility will be greater at higher levels.

Functional Expert 1
Description: The Level 1 performs more routine aspects of the position and is supervised by higher levels. Provides task-unique functional expertise and in-depth knowledge necessary to interpret requirements, ensure responsiveness and achieve successful performance in a business, operational, engineering, mathematics, or scientific area.
Manages/supports major functions, disciplines, or segments of a program/project relating to resources and facilities management and planning, architecture and design, database planning and design, systems analysis, engineering, conversion and implementation support, project management, data/records management, and other business, engineering, and information technology related services. Responsibilities may include long-range planning and full responsibility for all aspects of program/project performance.
Utilizes functional area expertise gained through experience to assess the operational and functional baseline of an organization and its critical components. Works with senior managers and executives to provide industry vision and strategic direction with regard to their enterprise. Guides the determination of information technology inadequacies and/or deficiencies that affect the functional area’s ability to support/meet organizational goals.
Generates functional area strategies for enhanced IT operations in a cross-functional area mode throughout the organization. Senior Program Manager
Description: Directs programs to meet customer mission requirements. Provides overall management of budget and ensures projects and programs are executed within contract parameters. Serves as the customer’s primary point of contact. Maintains full authority and responsibility for contract and financial management, resource commitment, staffing, and client satisfaction. Ensures correct resources and technical approaches are applied.
Organizes, directs and coordinates the planning and production of all contract support activities. Oversees the QA program established for the contract. Ensures effective communication between and among the contract management team and the customer.

Program Manager
Description: Program Managers plan and manage projects to control overall project scope, budgets and schedules for multi-project engagements. Technical Program Managers maintain contractor interface with the senior levels of the customer’s organization and consult with customer and contractor personnel to formulate and review task plans and deliverables and provide conformance with program and project task schedules and costs and contractual obligations.

Project Manager
Description: The Project Manager manages, plans, and coordinates activities of projects.
This individual reviews project proposals or plans to determine schedule, funding limitations, procedures for accomplishing projects, staffing requirements and allotment of available resources to various phases of projects. The Project Manager establishes work plans and coordinates staffing for each phase of project and arranges for recruitment or assignment of project personnel. Project Coordinator
Description: Manages project schedules and budgets and oversees administrative contractual requirements. Tracks deliverables and reporting requirements for multiple projects and communicates frequently with project managers regarding budgets, schedules, and contract terms and conditions. Also responsible for all invoice backup preparation and procurement and subcontract management on a project.

Technical Writer
Description: Assists in collecting and organizing information for preparation of user manuals, training materials, installation guides, and reports.
