The Contractor shall reply to the inquiry within three (3) workdays after receipt

(Telephonic replies shall be confirmed by the Contractor in writing). If the Contractor offers an accelerated delivery time acceptable to the ordering activity, any order(s) placed pursuant to the agreed upon accelerated delivery time frame shall be delivered within this shorter delivery time and in accordance with all other terms and conditions of the contract.

GSA LABOR CATEGORY DESCRIPTIONS

Quasars-JPI Joint Venture, LLC (doing business as Quasars-JPI JV) recognizes that successful performance is dependent on having the right people with specialized skills and experience to complete the requirements. As such, each Labor Category is defined according to the requirements for Minimum

General Experience, Job Descriptions & Functional Responsibilities, and Minimum Education. All awarded Labor Categories are also subject to the below Education and Experience Substitution /

Equivalencies guidance:

▪ Substitution of Experience for Minimum Education: Additional experience in excess of the minimum requirement may be substituted for education as follows –

• Two (2) years of work experience may be substituted for an Associate’s Degree;

• Four (4) years of work experience may be substituted for a Bachelor’s Degree;

• Six (6) years of work experience may be substituted for a Master’s Degree;

▪ Substitution of Education for Minimum Experience: Additional education in excess of the minimum requirement may be substituted for experience as follows –

• Associate’s Degree may be substituted for two (2) years of work experience;

• Bachelor’s Degree may be substituted for four (4) years of work experience;

Program Analyst – Level 1

Minimum General Experience: This position has no minimum experience requirement.

Job Description & Functional Responsibilities: Provides analytical consultative services required to administer programs throughout all phases of business requirements analysis, software design, system and performance testing, and implementation. Analyzes and reviews budget, schedule, and other program resources. Identifies resource shortfalls and make corrective recommendations. Participates in analysis sessions to provide program requirements. Reviews the business and system, software and system integration requirements to ensure the requirements meet the program needs. Considers alternatives and develop recommendations. Identifies, communicates, and resolves risks. Identifies and resolves issues to eliminate or mitigate the occurrence of consequences that may impact the success of the project. Researches and analyzes resource material. Monitors system tests, reviews test results, and identifies project issues.

Minimum Education Requirement: High School Diploma/General Educational Development (GED)

Program Manager

Minimum General Experience: This position requires a minimum of 10 years of experience.

Job Description & Functional Responsibilities: Serves as the program manager typically responsible for organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks that often require managing teams of contractor personnel at multiple locations. Provides overall direction of program activities. Manages and maintains contractor interface with the senior levels of the customer's organization. Consults with customer and contractor personnel to formulate and reviews task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations.

Establishes and maintains reports to show progress of projects to management and customers, organizes and assigns responsibilities to subordinates, oversees the completion of all assigned tasks, and assumes the initiative and provide support to marketing personnel in identifying/acquiring potential business.

Minimum Education Requirement: Bachelor’s Degree

Functional Analyst 1

Minimum General Experience: This position requires a minimum of three (3) years of experience, of which at least two (2) years must be specialized in large scale IT projects. Specialized experience must be in the desired specialized work stream (e.g., large-scale IT program management, IT governance development, strategic planning for Enterprise Systems, etc.). Must demonstrate the ability to work independently or under only general direction.

Job Description & Functional Responsibilities: Works directly with client or client teams on largescale IT projects in a subject matter expert capacity. For large development projects, performs functional allocation to identify required tasks and their interrelationships. Identifies client technical tasks required and resources needed to complete tasks. Provides daily supervision and direction to support staff.

Minimum Education Requirement: Bachelor’s Degree

Functional Analyst 2

Minimum General Experience: This position requires a minimum of seven (7) years of experience, of which at least three (3) years must be specialized. Specialized experience includes developing functional requirements for complex integrated systems. Must demonstrate the ability to work independently or under only general direction.

Job Description & Functional Responsibilities: Analyzes user needs to determine functional requirements. Performs functional allocation to identify required tasks and their interrelationships.

Minimum Education Requirement: Bachelor’s Degree

Subject Matter Expert – Level 1

Minimum General Experience: This position has no minimum experience requirement.

Job Description & Functional Responsibilities: Provides technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation and implementation advice on moderately complex problems that require an appropriate level of knowledge of the subject matter for effective implementation. Applies principles, methods and knowledge of the functional area of capability to specific task order requirements, advanced mathematical principles and methods to exceptionally difficult and narrowly defined technical problems in engineering and other scientific applications to arrive at automated solutions.

Assists other senior consultants with analysis and evaluation and with the preparation of recommendations for system improvements, optimization, development, and/or maintenance efforts in the following specialties: information systems architecture, networking; telecommunications, automation; communications protocols, risk management/electronic analysis, software; lifecycle management, software development methodologies, and modeling and simulation. Commensurate experience in IT and in new and related older technology that directly relates to the required area of expertise preferred.

Minimum Education Requirement: High School Diploma/General Educational Development (GED)

Subject Matter Expert – Level 2

Minimum General Experience: This position requires a minimum of five (5) years of experience.

telecommunications, automation, communications protocols, risk management/electronic analysis,

Possesses requisite knowledge and expertise so recognized in the professional community that the Government can qualify the individual as an expert in the field for an actual task order. Demonstrates exceptional oral and written communication skills. Commensurate experience in IT and in new and related older technology that directly relates to the required area of expertise preferred.

Minimum Education Requirement: Bachelor’s Degree

SERVICE CONTACT LABOR STANDARDS

The Service Contract Labor Standards (SCLS) is applicable to this contract as it applies to the entire

Multiple Award Schedule (MAS) and all services provided. While no specific labor categories

(LCATs) have been identified as being subject to SCA due to exemptions for professional employees

(FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible LCATs. If and/or when Quasars-JPI JV adds SCLS LCATs / employees to the contract through the modification process, Quasars-JPI JV must inform the Contracting Officer

(CO) and establish a SCLS matrix identifying the GSA LCAT titles, the occupational code, SCLS

LCAT titles and the applicable WD number. Quasars-JPI JV understands that the failure to do so may result in cancellation of the contract.
