10d. Urgent Requirements When the Federal Supply Schedule contract delivery period does not meet the bona fide urgent delivery requirements of an ordering activity, ordering activities are encouraged, if time permits, to contact the Contractor for the purpose of obtaining accelerated delivery.
The Contractor shall reply to the inquiry within 3 workdays after receipt. (Telephonic replies shall be confirmed by the Contractor in writing.) If the Contractor offers an accelerated delivery time acceptable to the ordering activity, any order(s) placed pursuant to the agreed upon accelerated delivery time frame shall be delivered within this shorter delivery time and in accordance with all other terms and conditions of the contract.

The following labor categories describe the typical functional responsibilities, education, and experience requirements for each labor category under the Highly Adaptive Cybersecurity Services SIN 54151HACS Highly Adaptive Cyber Security Services. Note – because of the specialized skills required for highly adaptive cybersecurity work, experience is often substituted for degree or degree for experience as shown in the substitution table. The responsibilities identified below are representative and may not be all inclusive of the responsibilities associated with each category.

Cybersecurity Information Analyst (Principal) - Duties/Responsibilities: Lead analysis of systems, programs, and/or planning activities. Duties may involve research and contributing authorship in support of policies, procedures, and other technical documentation and supporting analysis of IA/Cyber related programs and initiatives. Duties may also include the research and analysis in support of the design and development of relationships and solutions to resolve problems within the specialty area.
Working independently, responsible for maintaining and modifying moderately complex Cyber Security technologies. Cybersecurity Information Analyst (Jr) - Duties/Responsibilities: Supports analysis of systems, programs, and/or planning activities. Duties may also include the research and analysis in support of the design and development of relationships and solutions to resolve problems within the specialty area. Working with senior oversight and assistance responsible for maintaining and modifying moderately complex Cyber Security technologies. Provide project planning, guidance, and technical expertise in the following areas:
Cyber Security engineering program, policy, process, and planning; risk management, auditing, and assessments; Assessment and Authorization (A&A) using the NIST Risk Management Framework (RMF) guidelines; and quality planning and control. Education and Experience: 0 to 2 years’ experience with Cyber Security technologies including the design, building, and implementing of Cyber Security solutions. Associates Degree or experience equivalent Experience. Cyber Security certifications as required.
Cybersecurity/Information System Manager - Duties/Responsibilities: The Program Manager (PM) provides oversight and technical review of project tasks and provides functional analysis in order to achieve optimal design configurations. PM has the ability to interpret various regulations, policies and other constraints and assess their impact on project costs. The PM is an expert in an IT discipline/technology or specific functional area related to IT (i.e. compliance and assurance). The PM possesses a thorough knowledge of design requirements and operational procedures for IT systems, applications and relational databases. The PM assists other leads in identifying all required system/software/design changes to be incorporated into project documents as well as configuration management databases. Education and Experience: 4 to 7 years of experience with managing Cyber Security technologies including the design, building, and implementing Cyber Security solutions.
Bachelor’s Degree in Computer Science, Information Technology, or related field. Cyber Security certifications as required.
Cybersecurity Network Support (Principal) - Duties and Responsibilities: Plans and designs security solutions and capabilities that enable the organization to identify, protect, detect, respond, and recover from cyber threats and vulnerabilities for systems and networks. Defines and develops security requirements using risk assessments, threat modeling, testing, and analysis of existing systems.
Develops security integration plans to protect existing infrastructure and to incorporate future solutions.
Designs action plans for policy creation and governance, system hardening, monitoring, incident response, disaster recovery, and emerging cybersecurity threats. Utilizes a variety of security information and event management (SEIM), data loss prevention (DLP), intrusion prevention systems (IPS), and other tools in designs. Partners with stakeholders to encourage the adoption of security-compatible software designs and best practices. Keeps abreast of the latest intelligence from law enforcement and other sources of cyber threat information. May require security certifications such as Security +, Certified Information Systems Security Professional (CISSP) or Certified Information Security Manager (CISM). Work is highly independent. May assume a team lead role for the work group. A specialist on complex technical and business matters. Education and Experience: 8 to 10 years of experience in an Information Security position. Bachelor’s degree or an equivalent combination of education and experience. Cyber Security certifications as required.
Cybersecurity SOC Analyst (Sr) - Duties/Responsibilities: Maintains system cybersecurity monitoring operations. Analyzes, reports, and responds to detected cyber incidents. Conducts network defense analysis and provides recommendations for improvements. Uses cybersecurity tools to proactively search for threats to systems or networks. In addition, Develops and maintains thorough, up-to-date knowledge of cybersecurity threats and incident response best practices. Collaborates with peers and stakeholders to establish and ensure consistent response practices and prioritization of security events.
Requires a bachelor's degree or equivalent. May require security certifications such as Security +, Certified Information Systems Security Professional (CISSP) or Certified Information Security Manager (CISM). Typically reports to a manager or head of a unit/department. This position work is generally independent and collaborative in nature. Contributes to complex aspects of a project. Education and Experience: 4 to 7 years’ experience in an Information Security position. Bachelor’s degree or an equivalent combination of education and experience. Cyber Security certifications as required.
Cybersecurity Engineer (Sr) - Duties and Responsibilities: Assist customers design, engineer, and implement technical solutions, Lead teams of cybersecurity engineers and analysts in developing solutions across multiple customer programs. Coordinate with Risk Management Framework team to ensure design meets specified requirements. Coordinate with customers to ensure solutions meet specific security guidelines. Conduct research, review documentation, and provide input for Risk Management Framework packages to the customers for review and approval. Review Risk Management Framework documentation for completeness and readiness for certification analysis. Coordinate with the program team to gather artifacts and assist the customer in resolving issues precluding the program from receiving an Authority to Operate. Assist with FISMA compliance audits and provide status updates to the PM. Perform regular STIG and vulnerability analysis in compliance with customer guidelines.
Review compliance with current Cybersecurity policy, regulations, and directives to ensure secure configuration and operation of all operated and maintained IT assets, recommending corrective actions as required. Assist customers developing new system to design and engineer the systems to meet current cyber security requirements and best practices. Education and Experience: 6 to 7 years’ experience with Cyber Security technologies including the design, building, and implementing of Cyber Security solutions. Bachelor’s Degree in Computer Science, Information Technology, or related field.
Cyber Security certifications as required.
