IT Professional Services and/or labor categories for database planning and design; systems analysis, integration, and design; programming, conversion and implementation support; network services, data/records management, and testing.

The Contractor shall not resell IT Professional Services, except that IT professional services may only be resold in direct support of products that are authorized to be sold via the schedule contract, e.g. SIN 54151 - Software Maintenance Services that supports SIN 511210 - Software Licenses. (This does not include SINs within the IT Services Subcategory).

SIN OLM Order-Level Materials (OLM)

OLMs are supplies and/or services acquired in direct support of an individual task or delivery order placed against a Schedule contract or BPA. OLM pricing is not established at the Schedule contract or BPA level, but at the order level. Since OLMs are identified and acquired at the order level, the ordering contracting officer (OCO) is responsible for making a fair and reasonable price determination for all OLMs.

OLMs are procured under a special ordering procedure that simplifies the process for acquiring supplies and services necessary to support individual task or delivery orders placed against a Schedule contract or BPA.

Using this new procedure, ancillary supplies and services not known at the time of the Schedule award may be included and priced at the order level.

OLM SIN-Level Requirements/Ordering Instructions:

OLMs are:

• Purchased under the authority of the FSS Program

• Unknown until an order is placed

• Defined and priced at the ordering activity level in accordance with GSAR clause 552.238-115

Special Ordering

Procedures for the Acquisition of Order-Level Materials. (Price analysis for OLMs is not conducted when awarding the FSS contract or FSS BPA; therefore, GSAR 538.270 and 538.271 do not apply to OLMs)

• Only authorized for use in direct support of another awarded SIN.

• Only authorized for inclusion at the order level under a Time-and-Materials (T&M) or Labor-Hour (LH)

Labor Category Descriptions

DevOps Engineer, Senior – Design, build and maintain a stable and efficient infrastructure to optimize service delivery across production, QA, and development environments throughout the development lifecycle. Monitor, troubleshoot, maintain, and continuously improve building, packaging, and deployment processes. Implement automated infrastructure capabilities like backups, security tools, monitoring. Utilize a consistent DevOps approach to improve all phases of the process and ensure end-to-end quality across functions. Knowledge of deployment/configuration management tools like

Jenkins, Maven, Puppet, or Ansible. Utilizes version control tools like GIT, Bitbucket, SVN, or CVS.

Experienced with network infrastructure, database, cloud and data center operations, and security protocols. Strong knowledge of Linux and/or Windows OS. Understands AWS and other services.

Experience with programming and scripting with languages like Python, Perl, Bash, PHP, Java, SQL, or C++. Typically reports to a manager or head of a unit/department.

DevSecOps Engineer – Researches, designs, implements and manage software programs as well as testing and evaluating new programs. Resolves problems with software and responds to suggestions for improvements and enhancements. Writing and implementing efficient code. Develop quality assurance procedures and deploy software tools, processes and metrics. Works closely with other developers, designers, business and systems analysts. Acts as team leader on projects. Participates in development of software user manuals. Instructs, assigns, directs, and checks the work of other software developers on development team. Consults with engineering staff to evaluate software-hardware interfaces and develop specifications and performance requirements.

Test and Integration Engineer, Junior – Resolves problems associated with various applications.

Evaluates and modifies applications programs including encoding, testing, debugging and documentation. Detects, diagnoses, and reports related problems, works on projects/matters of limited complexity in a support role. Typically reports to a project leader or manager. Interacts with other engineering groups to define, document, analyze, perform, and interpret tests for products, systems, components, or modifications. Participates in final system integration and validation to identify functional problems. Defines internal quality control standards and the maintenance of reliability programs. Creates, documents, and analyzes the most complex test cases and provides feedback and recommendations for product or design changes. Ensures testing procedures are in compliance with any required industry specific standards. Identifies chronic or systemic problems in testing and develops and implements improvements to process. May coordinate with vendors or suppliers to modify or develop testing for components or other parts.

Provides recommendations for procedural improvements; Support the definition of processes and policies, supply business rules and procedures, and communicate the contexts in which the rules, processes and polices are applied; Provide input for the design and construction of test cases and scenarios, and may also validate executed test results; Guide other professionals on the project/program to ensure the content is accurate; Resolve issues relevant to project/program deliverable(s) within their area of expertise; Obtain or provide approval for changes to rules, processes and policies.

Test Architect – Develop strategic plans for testing efforts. Create test estimates and define/build reusable testing assets for large/complex projects. Develop and implement test automation frameworks. Provide technical leadership and support the creation of complex tests.

Systems Architect, Senior – Establishes system information requirements using the analysis from information engineer(s) in the development of enterprise-wide or large scale information systems.

Designs architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces.

Ensures that the common operating environment is ELC compliant, evaluates analytically and systematically problems of workflows, organization, and plans and develops appropriate corrective action. Senior level supervisor who provides daily supervision and direction to staff.

Systems Architect – Responsible for the architectural design, development, and deployment of the enterprise's overall systems. Defines system solutions based on user/client needs, cost, and required integration with existing applications, systems, or platforms. Researches, identifies, selects, and tests technology products required for solution delivery. Establishes, implements, and documents the technology integration or migration strategies. Typically reports to the top management.

Infrastructure Engineer – Responsible for designing, coordinating, and maintaining the infrastructure of a company. Requires knowledge of how devices communicate with each other and the understanding of the equipment that makes this communication possible. Document all infrastructure issues and the actions needed to address the issues.

Database Architect – Designs and builds relational databases for data storage or processing. Develops strategies for warehouse implementation, data acquisition and access, and data archiving and recovery. Builds data models and defines the structure, attributes and nomenclature of data elements.

May evaluate new data sources for adherence to the organization's quality standards and ease of integration. Typically reports to a manager or head of a unit/department. A specialist on complex technical and business matters. Work is highly independent. May assume a team lead role for the work group.

Functional Area Analyst – Functional analysts are responsible for the computer systems required to meet the needs of a company; analyzing the requirements based on internal discussions; studying the existing systems and update accordingly. Plan and manage the work of information systems project teams. Design and implement new organization structures, conceptual design and development of training curricula.

Minimum/General Experience – 3 years

Scrum Master - Understanding of the basic fundamentals of iterative development as well as backlog tracking, burndown metrics, velocity, and task definition. Experience working with distributed software development products and teams. Demonstrated ability to lead cross functional teams.

Familiarity with common Agile practices and service-oriented environments. Ability to understand and simplify customer requirements.

Program Manager - Plan and manage projects to control overall project scope, budgets and schedules for multi-project engagements. Program Managers maintain contractor interface with the senior levels of the customer’s organization, and consult with customer and contractor personnel to formulate and review task plans and deliverables and provide conformance with program and project task schedules and costs and contractual obligations.

CRITERIA FOR EXPERIENCE/EDUCATION SUBSTITUTIONS

Due to the availability or limitation of education, occasionally, substitution of experience (as referenced below) for a professional labor type with additional years of experience will be provided to the Federal Agency when responding to their IT requirements and it is solely the acquiring agency’s determination if the substitution is considered acceptable prior to an award.
