Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service
Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable
WD number. Failure to do so may result in cancellation of the contract.

Principle Subject Matter Expert (SME)
Minimum Experience: 15 Years
Functional Responsibility: Responsible for highly complex Information Technology projects and tools.
Uses high-level functional systems analysis, design, integration, documentation and implementation methodologies on complex problems that require in-depth knowledge of the subject matter for effective implementation.
Minimum Certifications and Education: Master’s Degree

Senior Subject Matter Expert
Minimum Experience: 10 Years
Functional Responsibility: Applies subject matter knowledge to high level analysis, collection, assessment, design, development, modeling, simulation, integration, installation, documentation, and implementation. Resolves problems, which require an intimate knowledge of the related technical subject matter. Applies principles and methods of the subject matter to specialized solutions. Includes but not limited to; identity management, medical and legal transcription, scientific encoding environmental, scientific, maintenance and repair processes, business processes, and logistical support activities.

System Programmer
Minimum Experience: 5 Years
Functional Responsibility: Assists senior level programmers in maintaining the basic utility programs, job control language (JCL), input/output (I/O) handling programs, macros and subroutines. Converts symbolic statement of work processes to detailed logic work flowcharts and codes into program language. Prepares sample test data, conducts program tests, and analyzes test results; recommends corrections for debugging program errors. Confers with systems personnel to clarify program intent, output requirements, and input data acquisition.
Minimum Certifications and Education: Bachelor’s degree
Database Administrator
Minimum Experience: 10 Years
Functional Responsibility: Responsible for administration and installation of databases across wide variety of infrastructure. Setting up Roles and permissions for database access and maintain high availability with geo replication and fail over setups. Set up database server’s on premises and cloud and implement security for database access.
