Legal and Financial Services J.E. Federal Enterprises’ legal and financial consultation services are easily accessed by calling the same toll-free number used for accessing EAP and Work Life services. Our EAP Legal/Financial Service partner is Consolidated Legal Concepts (CLC). Callers will be “warm transferred” to CLC and assistance will be offered through one of CLC’s valuable resources. Listed below is a description of the services available to employees and family members through the EAP/CLC legal and financial service:
Legal Each member is entitled to one (1) initial office or telephone consultation per separate legal matter at no cost with a network attorney. In the event they wish to retain a participating attorney after the initial consultation, they will be provided with a preferred rate reduction of 25% from the attorney's normal hourly rate. Virtually all types of legal matters are eligible for these services. Members are never assisted, however, with employer issues through our legal/financial service.
Mediation Each member is entitled to one (1) initial office or telephone consultation per separate legal matter at no cost with a network mediator. In the event that the member wishes to retain a participating mediator after the initial consultation, they will be provided with a preferred rate reduction of 25% from the mediator’s normal hourly rate. Typical matters may include divorce & child custody, contractual & consumer disputes, real estate & landlord tenant, car accidents & insurance disputes, etc.
“Do It Yourself” Legal Forms Document Preparation Our simple and inexpensive online/assisted (members will have access to telephonic document preparers) process will enable consumers to complete their own legal document preparation from the comfort of their home, without incurring the cost of an attorney, or dealing with lengthy completion and delivery periods. Members will receive a preferred discount of 10% off the document preparers’ regular rates. The types of forms include divorce, living wills, power of attorneys, immigration and much more.
Financial Each member is entitled to no cost telephonic consultation with CLC’s staff model financial counselors. Typical matters include credit counseling, debt and budgeting assistance, tax planning, retirement, and college planning questions. These services are provided by seasoned financial professionals and licensed CPA’s. Telephone consultations are generally limited to thirty minutes per issue. Local referrals are available for more complex financial planning issues.
Tax Consultation and Preparation Members are entitled to receive a telephonic income tax planning related consultation per year on each separate tax issue they encounter. Preparation of all personal income tax documents are prepared by a CPA at a preferred rate reduction of 25% from the CPA’s normal fee.
Work-Life Web Portal J.E. Federal Enterprises teamed with AllOne Health, offers a web-accessible Work-Life Service offering users a research and referral service for everything from dependent care to pet care to wellness resources.

Management and Supervisor Training and Services:
J.E. Federal Enterprises provides both clinical and management consultation in addition to counseling and training. These services are included within the Per Employee Per Month (PEPM) pricing virtually. These services are also available live and on-site at an additional cost. Managers and supervisors may call upon the EAP Account Managers or counselors for advice and assistance in handling and/or referring an employee that they have identified as having problems of a personal nature. Additionally, our EAP provides management consultation services to management and/or Human Resources should there be a need for a Mandatory Supervisory Referral of an employee due to performance or behavior problems in the workplace. This administrative referral process is discussed and reviewed during our initial Supervisor Training sessions.
Managers frequently deal with employee problems. Once a supervisor identifies an individual who is having job performance problems that may relate to personal concerns the supervisor may call upon an EAP counselor for advice and assistance in handling and/or referring the employee. Management Consultation Services are available by phone or on-site.
Web services specific to supervisors are available for your management team. This manager-specific service offers valuable tools for supervisors under the “Working” tab selection of our unique state-of-the-art web service. Included under each topic selection are articles, tips, resource links, assessments, trainings, and skill building exercises.
J.E. Federal Enterprises’ will ensure that all supervisors have appropriate training available in the benefits offered with the EAP through live Webcasts. This training is designed to achieve the following objectives:
· Describe the comprehensive services offered by the EAP.
· Provide supervisors, managers, and human resource staff with the information and tools they need to encourage employee use of the EAP and to make supervisory referrals to the EAP when needed.
· Identify the behaviors that warrant a referral to the EAP, including, but not limited to, signs of substance abuse and changes in performance or attendance.
· De-stigmatize counseling and help supervisors understand its value in addressing everyday concerns that impact work performance.
· Emphasize the simple and confidential process for accessing care, so that supervisors feel comfortable using and referring employees to the program.
· We encourage our client organizations to schedule supervisory training sessions at least once each year. We believe understanding and promotion of the EAP increases utilization, which is necessary for the success of the program.

Management Reports:
J.E. Federal Enterprises will provide non-identifying statistical information on a quarterly basis. The report will provide various indices regarding program utilization and can be particularly useful as a gauge for planning wellness seminars, promotion of the program and as useful feedback for management. The report includes:
· Number of new clients seen during the quarter
· Number of sessions provided during the quarter
· Number of self-referrals
· Contacts with supervisors during the quarter
· Number of supervisory referrals by mandate
· Number of supervisory referrals by suggestion
· Number of employees and dependents seen
· Number of clients accessing work life services during the quarter
· How clients heard about the EAP
· Demographic information
· Primary and secondary problems
· Number of clients managed by EAP and number referred to other sources
· Disposition of referrals
· Number and type of training sessions/wellness seminars
· Number and types of promotion materials provided
· Urgency of Care data
· The EAP Account Manager will monitor and report significant trends and patterns and discuss such issues with their contact on a quarterly basis.
· The progress of each employee, whether seen and resolved within the EAP or referred out to other resources, will be reported on a quarterly basis.
Real-World Application:
Our clients find our hands-on account management service most valuable. They know we are one phone call away when needed for employee emergencies. The most often occurring example of the value of this service involves supervisors needing assistance when employees display psychotic symptoms or become suicidal. The supervisor contacts their Account Manager from the EAP for assistance. Our Account Manager will usually help resolve the crisis by contacting family members of the employee and coordinating transportation to a local emergency room or acute psychiatric facility for assessment and possible admission. With written permission from the employee our Account Manager will communicate back to the supervisor the outcome of the assessment and the recommended treatment plan once the employee has been professionally assessed.
Other common issues where supervisors call upon the EAP for assistance involves situations where employees come to work under the influence of drugs and/or alcohol and the supervisor requests immediate assistance. Depending on the client company’s drug and alcohol policies, our Account Managers will promptly assist in coordinating an assessment and referral to a treatment facility or other substance abuse treatment programs (if appropriate).
When supervisors call upon us for assistance with a crisis situation, our Account Managers assigned to your contract will respond immediately and will continue to assist until the crisis has been resolved. We understand the need for prompt response when dealing with Government contracts.
For severe crisis situations our Account Managers and EAP counselors will continue to collaborate with employees (and their dependents if appropriate) until we feel they are safe and returned to a healthier status.
Orientation Service:
Visibility of the EAP is essential to its success. Education promotes utilization. J.E. Federal Enterprises’ will provide unlimited virtual orientation sessions (lasting approximately 30 minutes) for all employees to introduce, educate, and promote the service. Orientation sessions are provided onsite (at an additional cost, see pricing schedule) by qualified personnel (per SOW) or through webinar. Brochures and wallet cards are distributed to employees during orientation sessions. Promotional supplies are unlimited and are at no extra charge.

As part of this EAP service, we offer interactive webcasts and archived, “on-demand” webinars each month at no extra charge to all our client companies. Schedules and invitations to both are emailed to our client companies two weeks in advance.
Confidentiality:
Confidentiality is emphasized at J.E. Federal Enterprises. It is essential to the functioning of the EAP. The importance of maintaining strict client confidentiality is a part of our corporate policies and procedures. We maintain a record system that adheres to applicable laws and regulations relating to alcohol and drug prevention, treatment, and rehabilitation Privacy Act of 1974; and HIPAA requirements implemented in 2003.
J.E. Federal Enterprises maintains HIPAA compliance. All materials and services are guaranteed as confidential material.
When deemed clinically appropriate and helpful, consent to release information forms will be obtained to involve supervisors in the EAP process.
J.E. Federal Enterprises makes all clients aware of mandates of breaking confidentiality including Duty to Warn and Duty to Report.
Before the release of any confidential information, the client’s signature is required. This signature allows for the flow of information between the client, the program, and the requisite organization. Disclosure may occur when there is a danger to self, others, or property as outlined in the Statement of Understanding signed by the employee and as authorized by law.
All counseling records are owned by independent clinical providers with associations with EAP provider and are maintained in the strictest confidence. All information contained within the counseling records is considered privileged, an under the protection of the Privacy Act of 1974, Pub.L. No. 93-579m 88 Stat. 1897 (1974) (codified as amended at 5 U.S.C., 552a (1999))l 42 C.F.R. Part 2 (2001), Confidentiality of Alcohol and Drug Abuse Patient Records (“the Confidentiality Regulations”); and Pub.L.No. 104-191, 110 Stat. 1936 (1996)), as applicable.
Counseling records are used as documentation of the services rendered and/or as a source document for obtaining statistical data for EAP management use. No record will be released except as permitted by the Confidentiality Regulations, the Privacy Act, and as otherwise authorized by law.
