Program Manager
The Program Manager is responsible for formulating and enforcing work standards, assigning contractor schedules, and communicating policies, purposes, and goals of Mind Computing to subordinates and subcontractors.
Responsible for the overall contract performance. Organizes resources to support multiple concurrent projects and manages the execution of multiple concurrent projects. Organizes, directs, and coordinates planning and production of all contract support activities. Conducts oral and written communications with all levels of management for planning and control of projects. Communicates with all levels of Government management personnel, other contract personnel, and customer agency representatives.
Formulates and reviews project feasibility studies, determines costs, and ensures conformance to work standards. Assigns, schedules, and reviews work of subordinate Project Managers including subcontractors. Prepares and delivers presentations to colleagues, subordinates, and government representatives. The Program Manager will be an employee of Mind Computing.

Develops software solutions in alignment with requirements. Performs software unit and integration testing. Supports testing and customer acceptance activities. Supports deployment activities including documentation, training, and other relevant activities.

Senior Application Analysts must have experience in conducting analysis of various commercial off-the-shelf computer applications and internal applications and identify strengths and weaknesses for use in different environments. Release Manager
The Release Manager is responsible for the Release Management lifecycle for IT programs which includes scheduling, coordinating and the management of releases across the enterprise for multiple applications across various Portfolios. The releases can be inclusive of application updates, operating system patches, security improvements, hardware upgrades, Projects and Programs. The Release Manager provides tools and services to help product management and project teams manage and deploy releases into production.
The position is responsible for implementing and managing release processes for the progression of code in the development, test, and production environments. The Release Manager Job function works collaboratively with all participants in software development projects and is supportive of developers and testers as they set up their build, development and test environments. This position also works with IT management to improve the software engineering processes and practices associated with continuously building, deploying, and updating software and environments.

The Program Management Analyst Expert is responsible for providing high-level expertise and strategic guidance in the planning, coordination, execution, and oversight of complex programs. The Program Management Analyst Expert will work closely with senior leadership to ensure the successful delivery of programs that align with organizational goals, performance metrics, and budgetary constraints.

Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
