3.0 LABOR CATEGORY DESCRIPTIONS

Solution Architect

General Experience: Twenty years of IT experience with native cloud experience with AWS or

Microsoft Azure cloud platforms. Ability to design and architect cloud solutions around applications, data, or infrastructure. Has knowledge of commonly used concepts, practices, and procedures within

Enterprise Java or .NET, Unified Modelling Language, and Object-Oriented Analysis and Design

(OOAD). Technical and Organizational Leadership is expected.

Functional Responsibility: Prepare a short- and long-term strategic roadmap for a functional area.

Viewed as a functional and industry expert with full awareness of business solutions. Serves as a relationship manager for across multiple functional areas. Has access to contacts with best practice functional and industry expertise.

Architects and designs complex Enterprise Java or Microsoft applications. Provides technical support to the entire project team. Designs, plans, and coordinates work teams. Demonstrates expertise in a variety of the field's concepts, practices, and procedures within Enterprise Java or .NET and Object-Oriented

Analysis and Design (OOAD). Relies on extensive experience and judgment to plan and accomplish goals. Provides consultation on technical design and analysis for the entire project and is the top-level contributor/specialist. May lead and direct the work of others.

Principal Consultant

General Experience: Fifteen years demonstrated performance in related technology. Experienced in topics such as complex networks, cloud technologies, cross-platform integration and large-scale, complex systems and applications design and implementation. Microsoft Solutions Framework, product futures, and relevant Certified Training in infrastructure and/or development areas associated with

Microsoft's products.

Functional Responsibility: Scope out a complex project based on business requirements and achievable benefits. Can create a complex project plan and Statement-of-Work. Can lead a complex project to completion on-time and on-budget. Able to effectively facilitate meetings with senior management.

Viewed as a functional expert with full awareness of business solutions. Requires both broad and deep technology knowledge and the ability to architect a solution by mapping a customer’s business problem to an end-to-end technology solution. Effective in fostering executive level relationships. Demonstrated ability to engage in senior level technology decision maker discussions related to agility and business value.

Leads role in technical presentations to customer. Meet/interview customer to capture specific requirements in concise format. Direct the activities of the implementation team. Participate in design of

Senior Consultant

General Experience: Fifteen years of experience in IT engineering capacity including cloud solutions with Microsoft Azure or AWS cloud. Experience in making a variety of recommendations based on skill, with concern for impact on others, but primarily affecting own of area of control. Proven ability to apply analytical skills in assessing concepts/principles and alternative solutions. Have been formally trained in product features, and relevant Certified Training associated with products. Able to operate independently when business objectives and goals are defined.

Functional Responsibility: Scope out a simple or semi-complex project based on business requirements and achievable benefits. Can create a semi-complex project plan and Statement-of-Work. Can lead a semi-complex project plan and Statement of Work. Evaluate, design, and implement enterprise IT-based business solutions, often working on-site to help customers deploy their solutions. Can lead teams for deployment activities and to meet deliverables. Have strong client satisfaction awareness. Can lead technology decisions and facilitate and articulate alternatives and direction to Senior IT and Business

Management. Strong Project Management Skills

Responsible for applying best practices and supported architectures during the integration of complex information technology systems. The senior consultant assists with all levels of project execution and planning as well as project and system lifecycle management. Senior Scrum Master

General Experience: Fifteen years of IT and/or Business experience with five years of hands-on experience managing IT projects and three years of experience working with external partners. Well versed in native cloud-based Project Management and DevOps tools. Broad base of technology and business experience including strategy, design, implementation, operations for application development organizations. Experience with Agile project methodology.

Functional Responsibility: Facilitate collaborative activities within the Agile delivery team. Champion

Agile principles, values, and practices. Facilitate the development of team norms. Ensure team is accountable for the agreed upon norms. Track delivery team process, ensuring sustainable pace and quality. Promote engagement of the Agile team by encouraging the team to self-organize. Promote continuous improvement within the Agile delivery team. Collaborate with other project leadership to effectively manage risks and coordinate mitigation efforts. General Experience: Twelve years of IT experience with at least three years of experience in the field of

UI/UE development. Has knowledge of commonly used concepts, practices, and procedures within UI and human systems integration.

Functional Responsibility: Designs, modifies, develops, writes, and implements everything associated with a systems user interface. Also involved in aspects of human systems integrations in the areas of human computer interaction. Collects, analyses, and documents requirements for design and development. May lead and direct the work of others.

Education: Bachelor's Degree or applied industry equivalent experience.

Program Manager

General Experience: Twenty years of demonstrated performance in related technology, and business management. Provides program management for multiple projects with complex multi-cloud platform solutions. Prepares project implementation plan, coordinates project activities, monitors project milestones, and provides progress reports. Experienced in managing projects involving such complex networks, cross-platform integration and large-scale, complex systems design and implementation. This individual will have been formally trained and has relevant Certified Training in infrastructure and/or development areas.

Functional Responsibility: Responsible for all aspects of performance (i.e., technical, contractual, administrative, financial). Consults with the customer to ensure adherence to contractual obligations, establishes and maintains technical and financial reports to show progress of projects to management and customers, organizes and assigns responsibilities to subordinates, and oversees the completion of all assigned tasks Performs overall management of contract support operations, possibly involving multiple projects and groups of personnel at multiple locations. Organizes, directs, and coordinates the planning and production of all contract support activities.

Project Manager

General Experience: Fifteen years of experience in the field with at least 4 years in applications development / project management. Familiar with a variety of the field's concepts, practices, and procedures in the applications development and project management arena. Experience managing projects involving Microsoft Azure or AWS cloud platforms.

Functional Responsibility: Establishes, plans, and administers the overall policies and goals for the project team. Designs, plans, and coordinates work teams. Manages day-to-day operations of the project and periodic project reporting. Provides technical support to project team members. Handles complex application features and technical designs. Designs and implements the components required for complex applications. Generally, manages a group of applications developers.

MS Delivery Manager

• The Project Manager is responsible for overseeing the delivery of a product/service/solution and associated resources within the constraints of schedule, features/functionality, and budget during one or more key lifecycle segments: opportunity, delivery or operations

• Manages key deliverables and associated project activities

• Strong business development skills in needs requirements and business case for projects, strong cross-group collaboration with sales, product development, partners and support

• Responsible for planning, executing, and controlling:

- Scope of project work, work objectives, deliverables, development of duration estimates and schedule, development of cost estimates, performance management of scope, schedule, resources and cost, project infrastructure to support communications and information needs, use and reuse of IP, support practice management in benchmarking and lessons learned to identify best practice and process improvements, continuous management of risk

Management Institute (PMI®)

4.0 SERVICE CONTRACT LABOR STANDARDS

The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
