Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Project Manager Under general supervision, responsible for all aspects of project performance (i.e., technical, contractual, administrative, financial). Database Administrator Participates in the design, creation, and maintenance of computerized databases. Responsible for the quality control and auditing of databases to ensure accurate and appropriate use of data. Programmer Analyst Under general direction, designs, implements, and maintains complex databases in a client/server environment with respect to access methods, access time, validation checks, organization, security, documentation, and statistical methods. Involved with the design of the databases and working with the users to develop specifications. Includes maintenance of database dictionaries, overall monitoring and standard procedures, and integration of systems through client/server database design. Competent to work at the highest level of all phases of client/server database management.

IT Subject Matter Expert Well-read and published in subject field. Recognized as bona fide expert. Provides highest-level functional expertise. Analyzes complex problems, makes recommendations, develops alternative solutions and draft and executes implementation plan. Converses with and provides assistance to highest levels of corporate and government management. Requires bachelor’s degree in field relative to area of expertise, masters preferred plus ten years professional expertise of which at least ten years of experience is directly relative to subject matter. Computer Programmer Must be capable of using third- and fourth-generation or current state-of-the-art IT equipment and languages to develop and prepare diagrammatic plans for solution of business, management, communications, tactical, and strategic problems. Must be able to design detailed programs, flowcharts, and diagrams showing the mathematical computations and the sequence of machine operations necessary to copy and process data and print results. Must be able to verify the accuracy and completeness of programs and systems by preparing sample representative data and perform testing by means of cycle and system processing. Must have 8 years of programming experience in software development or maintenance.

Network Administrator Under general supervision, responsible for the acquisition, installation, maintenance, and usage of the organization's local area network. Manages network performance and maintains network security. Ensures that security procedures are implemented and enforced. Installs all network software. Evaluates, develops and maintains telecommunications systems. Troubleshoots network problems. Establishes and implements network policies, procedures, and standards and ensures their conformance with information systems and organization objectives. Trains users on network operation.

Network Engineer Under minimum supervision, monitors network hardware operations to ensure properly set configuration options. Plans implementation of enhancements and upgrades to the network; performs cost/benefit studies of network configurations and recommends enhancements; directs the acquisition, installation, and testing of network hardware; advises network users of hardware requirements, configurations, and limitations; and isolates, resolves, or circumvents network problems. Three years of experience analyzing, identifying, and resolving complex network hardware, circuit, and transmission logic problems. Must be familiar with the principles of assessing and analyzing network transmission application to resolve reported malfunctions.

Lan Administrator Administers day-to-day operations of a LAN. Provides integrated team support and maintenance of LAN hardware and software. Studies vendor products to determine those which best meet needs and assists in presentation of information to management resulting in purchase and installation of hardware, software and modem/communications equipment. Performs LAN security procedures, including implementing login requests. Evaluates new products/technologies to determine impact on existing system configurations. Prepares proposals, cost/benefit analyses, and feasibility studies. Provides liaison support between the PC/LAN team, vendors and other IT groups as needed.

Network Security Engineer Analyzes and defines security requirements for local and wide area networks. Designs, develops, engineers, and implements solutions that meet network security requirements. Responsible for integration and implementation of the network security solution. Performs vulnerability/risk analyses of computer systems and applications during all phases of the system development life cycle. At least 5 years of experience in defining network security requirements for local and wide area networks, evaluation of approved network security product capabilities, configuring standard communications protocols, detecting and analyzing network vulnerabilities, and developing proper computer system security solutions.

Consultant Provides technical and administrative direction for personnel performing software development tasks, including the review of work products for correctness, adherence to the design concept and to user standards, and progress in accordance with schedules. Incumbent must be able to coordinate with the Program Manager to ensure solutions problems and user satisfaction. Makes recommendations, if needed, for approval of major systems installations. Prepares milestone status reports and deliveries and presentations on the system concept to colleagues, subordinates, and end user representatives. Provides daily supervision and direction to support staff. May require a master's degree; at least 5-12 years of experience in the field or in a related area. Network Specialist Analyzes and defines security requirements for local and wide area networks. Designs, develops, engineers, and implements solutions that meet network security requirements. Responsible for integration and implementation of the network security solution. Security Analyst Under general direction, performs all procedures necessary to ensure the safety of information systems and to protect systems from intentional or inadvertent access or destruction. Information Assurance Engineer Establishes and satisfies complex system-wide information security requirements based upon the analysis of user, policy, regulatory, and resource demands. Software Engineer Under general direction, conducts or participates in multidisciplinary research and collaborates with equipment designers and/or hardware engineers in the planning, design, development, and utilization of electronic data processing systems software. Adapts functional business requirements and processes to technical solutions based upon comprehensive enterprise application solution sets. Data Architect:

Designs and builds relational databases. Develops strategies for data acquisitions, archive recovery, and implementation of a database. Works in a data warehouse environment, which includes data design, database architecture, metadata and repository creation. Translates business needs into long-term architecture solutions. Defines, designs, and builds dimensional databases. Develops data warehousing blueprints, evaluating hardware and software platforms, and integrating systems. Evaluates reusability of current data for additional analyses. Application Programmer Analyzes business and scientific systems specifications and procedures to solve complex problems based on equipment limitations and capacity, operating time, and form of desired results. Develops logic flowcharts, encodes programs, prepares test data, and tests and debugs programs. Revises and updates programs as required and provides necessary documentation for the customer/client. Provides technical consulting on complex applications programming projects. Has full responsibility for program design, coding, testing, debugging, and documentation. Information Services Consultant Top-level technical expert supporting unlimited end user groups. Works with user groups to solve business problems with available technology including hardware, software, databases, and peripherals. Requires high level of diverse technical experience related to studying and analyzing systems needs, systems development, systems process analysis, design, and re-engineering. Has skills and experience related to business management, systems engineering, operations research, and management engineering. Typically requires specialization in particular software or business application utilized in an end user environment. Keeps abreast of technological developments and applications.

Business Systems Specialist Top-level technical contributor with expertise in particular business processes responsible for formulating systems scope and objectives relative to the organization’s business plan and industry requirements. Acts independently or as a member of a project team responsible for providing technical guidance concerning the business implications of the application of various systems. Provides technical consulting on complex projects. Devises and/or modifies procedures to solve the most complex technical problems related to computer equipment capacity and limitations, operating time, and form of desired results. Enterprise Architect Provides high-level architectural expertise to managers and technical staff. Develops architectural products and deliverables for the enterprise and operational business lines. Develops strategy of system and the design infrastructure necessary to support that strategy. Advises on selection of technological purchases with regards to processing, data storage, data access, and applications development. Sets standards for the client/server relational database structure for the organization (SQL, ORACLE, SYBASE, etc.). Advises of feasibility of potential future projects to management.

Minimum Education: Bachelors Degree Minimum Years of Experience: 5

Principal Consultant Leads multiple client programs/projects and develops recommendations. Proficiently applies consulting methodologies to collect and analyze data. Leads the development of programs and the implementation of solutions to meet client’s business needs. Applies extensive knowledge of client’s industry to meet the objectives of the engagement. Coordinates planning the engagement, establishing the engagement requirements, managing the costs of the engagement, and delivering the results to the client. May require a Master's Degree and have over 10 years of experience in providing consulting services and an additional 5 years spent at a manager level or above within industry. Has demonstrated experience in both architecting and delivering value propositions that are consistent with the strategic direction of an organization or agency.

Configuration Management Specialist Provides configuration management planning. Describes provisions for configuration identification, change control, configuration status accounting, and configuration audits. Regulates the change process so that only approved and validated changes are incorporated into product documents and related software.

Applications Architect Under general direction, plan, design, develop, redesign or enhance, install, or implement various technology products, or enhance computer programs. This individual applies knowledge of Software and programming to develop and test computer systems and produce the necessary outcome for clients. Draft technical white papers to better understand the technology behind them, and to provide instructions that help the client better understand the nature and applications of a specific product. Is competent in subject matter and may lead individuals assisting in the work.

Information Systems Security Specialist Analyze and defines security requirements for Multilevel Security (MLS) issues. Design, develop, engineer, and implement solutions to MLS requirements. Gather and organize technical information about an organization's mission goals and needs, existing security products, and ongoing programs in the MLS arena. Perform risk analyses which also includes risk assessment.

Cyber Security Specialist Performs assessment of present levels of cyber security, defines acceptable levels of risk, trains all personnel in proper cyber hygiene and establishes formal maintenance procedures. Performs privacy impact assessments and provides PII data security and monitoring, migration strategies, and System Privacy Plans for DOJ systems. Identifies potential vulnerabilities to cyber and information security using penetration testing and red teams. Possess working knowledge of Relational Database Management Systems (RDBMS) and data warehouse front-end tools, including the knowledge of data warehouse and data mart concepts.

Systems Engineer Performs a variety of systems engineering tasks and activities that are broad in nature and are concerned with major systems design, integration, and implementation, including personnel, hardware, software, budgetary, and support facilities and/or equipment. Provides quality assurance review and the evaluation of new and existing software products.

Project Engineer Manages long-term IT engineering projects. Performs engineering design evaluations and works to complete projects within budget and scheduling restraints.
