Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Cloud Database Administrator Senior Functional Responsibilities: Proficient in Cloud Database Administration and automation. Designs, maintains, enhances, and codes relational databases; analyzes and determines information needs and elements, data relationships and attributes, data flow and storage requirements based on cloud storage architecture, and data output and reporting capabilities; develops data modeling and is responsible for data acquisition and access analysis and design, and archive, recovery, and load strategy design and implementation; coordinates new data development ensuring consistency and integration with existing data warehouse structure; supports business analytics; reviews business requests for data and data usage, participates in continuous improvement efforts in enhancing performance and providing increased functionality; designs data structures to accommodate database production, storage, maintenance, and accessibility; tests designed applications; may perform upgrades; may serve as team or technical task lead and provides guidance, problem solving expertise, and training to lower-level staff.

Ability to work with cloud architects in designing high availability architecture that woks within the constraints of the cloud vendor capabilities. Design deployment architecture that allows for database synchronization and failover across multiple regions and identify latency impact to systems and data availability. Familiar with cloud monitoring and security tools for databases provided by Azure and AWS, also design solution that assists in filling gaps identified in cloud vendors’ capabilities.

Cloud Quality Assurance Manager Functional Responsibilities: Proficient in Cloud Quality Assurance Management. Improves reliability of product development processes, maintain company quality standards and review products, processes, and systems on an ongoing basis to for continual improvement. Develops and implements quality control methodologies to ensure compliance with quality assurance standards, guidelines, and procedures. Establishes and maintains a process for evaluating hardware, software, and associated documentation and/or assist in the evaluation. Conducts and/or participates in quality reviews throughout the development life cycle. Experience in Cloud tools and technologies that allow capture and analysis of system performance and security related data. Understand high availability architecture that is deployed in multi region deployment architecture. Designs, codes, tests, debugs, and documents those programs. Assists all phases of software systems programming applications. Evaluates new and existing software products. Understanding of system failover impact from one region to another in a high availability deployment architecture. Experience in Dev Sec Ops Methodology and build deployment automation for VM and container-based deployment architecture. Cloud Software Project Manager Functional Responsibilities: Proficient in Software Project Management. Understands cloud native capabilities. Leads team on large projects or significant segment of large complex projects. Analyzes new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components. Experience in cloud-based tools for monitoring software development life cycle (SDLC) within cloud architecture. Willing ness to learn and implement new technologies (tools) and techniques to address bottlenecks identified as part of SDLC analysis in cloud.

Minimum Education: Bachelors Minimum Experience: 10 years of experience in Cloud

Cloud Software System Administrator Functional Responsibilities: Proficient in Cloud Software System Administration and cloud native tools and fabric. Responsible for the functionality, efficiency, and maintenance of one or more operating systems. Responsible for installations, configuration, and maintenance of systems to ensure operational efficiency. Collaborates with architecture and development teams and makes recommendations for system enhancements to improve the reliability, scalability, and performance of the system.

Understanding of security requirements and follow organizational guidelines for system security compliance. Understanding of cloud vendor specific tools that provide system health checks, performance, availability. Cloud Software Test Engineer I Functional Responsibilities: Proficient in Cloud Software Test Engineering. Provides development of project Software Quality Assurance Plan and the implementation of procedures that conforms to the requirements of the contract. Provides an independent assessment of how the project's software development process is being implemented relative to the defined process and recommends methods to optimize the organization's process. Experience in Cloud. Understanding of system deployment architecture to test for high availability design and user experience. Understand security requirements and access to systems behind the DMZ for internal system testing if required. Experience with could monitoring tools specifics to application performance and request flow to identify system bottlenecks and provide inputs to developer and system administrator on conditions impacting system usability.

Provides high-level subject matter proficiency for work defined in specific tasks. Provides technical expertise on highly specialized information technology applications, operational environments, and systems. Advises on complex problems that require in-depth knowledge of the subject matter for successful design, integration, and implementation. Extensive knowledge of various authentication patterns and industry best practices used in the enterprise ICAM. Knowledge of NIST privacy standards and OASIS IAM patterns for IAM. Extensive knowledge of NIST Security Controls related to Access Controls and Auditing. Understanding of the Private Key Infrastructure (PKI) and various security protocols. Knowledge of SAML, XACML, SPML and other protocols. Experience with various IAM products in the market, including but not limited to COTS, Opensource, GOTS, and Identity as a Service (IdaaS) offerings. Experienced in migration of IAM solution from one platform to another for an enterprise. Participates as needed in all phases of the software development life cycle including planning, design, development, testing, integration, support, and documentation.

Provides direction on designing ICAM infrastructure capable of supporting a number of applications with an emphasis on scalability, automation, performance, and availability. Responsible for the design and implementation of new systems. Performs a variety of tasks related to systems design, integration, and implementation.

Provides quality assurance review and the evaluation of new and existing software and hardware.

Coordinates with senior management and subordinate technical personnel to ensure problem resolution and customer satisfaction. Prepares milestone status reports and deliveries/presentations on the system concept to senior staff, and end user representatives.
